RECOMMENDATION:

It is respectfully recommended that the attached resolution
waiving by a four fifth affirmative vote, the prohibition against
transaction of business with a city employee, as such prohibition
_
applies to Irma J. Luthy be adopted.
BACKGROUND:`
Ms. 'Luthy was a Nurse Advisor working in Risk Management, whose
last date of employment was March 12, 1993. Ms. Luthy performed
unique services in the review of workers' compensation claims.
Her knowledge and expertise in the nursing. profession as a' case
manager provided invaluable input in the adjudication of medical
bills resulting in cost savings to the City. It is.in the City's
best interest'to continue her service in a consulting basis.
