RESOLUTION NO.
A RESOLUTION AUTHORIZING THE FINANCING OF A
PROTRACTED, COMPLEX INVESTIGATION, IN AN
AMOUNT NOT TO EXCEED $300,000, AND ALLOCATING
FUNDS THEREFOR FROM THE LAN ENFORCEMENT TRUST
FUND, SUCH COSTS AND EXPENSES HAVING BEEN
APPROVED BY THE CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a) authorizes the
use of Law Enforcement Trust Fund monies to defray the costs of
protracted and/or complex investigations and to provide law
enforcement with additional technical equipment and expertise;
and
WHEREAS, the need exists within the Miami Police Department
- to conduct protracted and/or complex investigations which often
require additional monies for such costs as overtime, the
purchase/rental of equipment and supplies, payment of
-- confidential informants, buy monies, and other investigative
support expenses; and
WHEREAS, it is in the best interest of the community and the
City of Miami to fund these expenditures through monies generated
_ as a result of the seizures authorized under the Florida
Contraband Forfeiture Act; and

WHEREAS, the Chl_ef of Police has recommended a,doptLon of
this resolution and determined that the expenditures proposed
comply with Florida State Statute 932.704; and
WHEREAS, the funds to cover the necessary and legitimate
expenses are available in the City of Miami Law Enforcement Trust
Fund, Project No. 690001, Index Code 029002-247;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The financing of a protracted, complex
investigation, is hereby authorized, with funds therefor hereby
allocated, in an amount not to exceed $300,000, from the Law
Enforcement Trust Fund, Project No. 690001, Index Code
029002-247, such costs and expenses having been approved by the
Chief of Police.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully requested that a Resolution authorizing the
funding of a protracted, complex investigation, in an amount not
to exceed $300,000, funding to be from the City of Miami Law
Enforcement Trust Fund, be approved.
The Miami Police Department is commencing a protracted complex
investigation, as authorized under Florida Statute 932.704, of
the Florida Contraband Forfeiture Act. The monies requested will
be utilized to conduct a comprehensive investigation outside of
the normal and established operations of the Miami Police
Department, requiring the purchase and/or rental of necessary
equipment and supplies, the payment of confidential informants,
the provision of buy monies, the provision of consultant/expert
services, and any other special investigative expenditures
required for the successful completion of this protracted,
complex investigation, as authorized by the Chief of Police.
Therefore, it is recommended that a Resolution authorizing the
funding of a protracted, complex investigation, in an amount not
to exceed $300,000, funding to be from the Law Enforcement Trust
Fund, Project No. 690001, Index Code 029002-247, be approved.
