RESOLUTION NO. 9 3 4 190
A RESOLUTION AUTHORIZING THE DOWNTOWN
DEVELOPMENT AUTHORITY ("DDA") OF THE CITY OF
MIAMI TO SUBMIT A GRANT APPLICATION TO THE
UNITED STATES DEPARTMENT OF COMMERCE ECONOMIC
DEVELOPMENT ADMINISTRATION ("EDA") IN THE
AMOUNT OF TWO MILLION, FIVE HUNDRED THOUSAND
DOLLARS ($2,500,000) FOR THE RENOVATION OF A
STRUCTURE TO BE USED AS AN INTERNATIONAL
MERCHANDISING MART TO CREATE AN ESTIMATED
EIGHT HUNDRED (800) NEW JOBS FOR THE CITY OF
MIAMI; AND AUTHORIZING THE DDA TO ACCEPT SAID
GRANT UPON APPROVAL BY THE EDA.
WHEREAS, the Congress of the United States passed a Special
Appropriations Bill, H. R. 5620 to assist in the economic
recovery of South Florida in response to the economic and
physical devastation caused by Hurricane Andrew; and
WHEREAS, under H. R. 5620, grants are being provided to
assist local entities in the development and implementation of
economic strategies to provide employment opportunities for the
reestablishment of economic stability; and
WHEREAS, the Down -town Development Authority ("DDA") has
submitted a number of potential projects for the United States
Department of Commerce Economic Development Administration
("EDA") consideration; and

WHEREAS, the 'EDA has formally invited the DDA to submit
an application for Two Million, Five Hundred Thousand Dollars
($2,500,000) for renovation of a structure to be used as an
International Merchandise Mart to create an estimated Eight
-t Hundred (800) new jobs for the City of Miami;
=' NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Commission hereby authorizes the DDA
to submit a grant application to the EDA, in the amount of Two
Million, Five Hundred Thousand Dollars ($2,500,000) for
renovation of a structure to be used as an International
Merchandise Mart to create an estimated Eight Hundred (800) new
jobs for the City of Miami.
Section 3. The City Commission hereby further authorizes
the DDA to accept said Grant upon approval by the EDA.
Section 4. This Resolution shall become effective
immediately upon its adoption.

ENCLOSURES: City Commission Meeting
It is respectfully requested that the City Commission adopt the
attached Resolution(s) authorizing the Downtown Development
Authority to submit a Grant Application to the Economic
Development Administration in the amount of $2,500,000 for
renovation of a structure to be used as an international
merchandising mart (creating an estimated 800 new jobs) and
further; authorizing the City Manager to assist the DDA in
obtaining additional funding to implement said project.
Background
In response to the economic and physical devastation caused by
Hurricane Andrew, the Congress of the united States passed a
Special Appropriations Bill, H. R. 5620, to assist in the
economic recovery of the South Florida Area. Under this Bill,
grants are being provided to assist governmental entities in the
development and implementation of local economic adjustment
strategies to reestablish employment opportunities and economic
stability as soon as possible.
The DDA, in its efforts promote the economic development of
Downtown Miami and establish a basis for development of an
International Trade & Exposition Center, submitted a number of
potential projects to the Economic Development Administration
(EDA) for consideration. On February 27, 1993, the EDA informed
the DDA that it had been formally invited to submit an
application to the EDA for a $2,500,000 Grant for renovation of a
structure to be used as an international merchandising mart to
create an estimated 800 new jobs for the City of Miami.
It is respectfully requested that the City
attached Resolution(s) authorizing the
appropriate application and to accept said
approval of the EDA and authorizing the City
obtaining additional funding towards project
