A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AMENDMENTS TO EXISTING INDIVIDUAL
CONTRACTUAL AGREEMENTS, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY AND AS SPECIFIED HEREIN,
WITH SEVEN (7) NEIGHBORHOOD EC0N0MIC
DEVELOPMENT COMMUNITY BASED ORGANIZATION
("CBOS"), THEREBY PROVIDING FOR EXTENSIONS TO
SAID AGREEMENTS FOR THE PERIOD OF
APRIL 1, 1993 THROUGH JUNE 30, 19931 TO
CONTINUE IMPLEMENTING ECONOMIC DEVELOPMENT
PROGRAMS; ALLOCATING FUNDS THEREFOR FROM THE
EIGHTEENTH (18TH) YEAR COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM.
WHEREAS, the City Commission is committed to economic
development and the expansion of trade and commerce; and
WHEREAS, the promotion of economic revitalization in the
neighborhoods of the City of Miami is an important part of the
City's economic development strategy; and
WHEREAS, the City Commission is desirous of continuing the
neighborhood economic development programs with various CB0s, and
funds are available from the Eighteenth (18th) Year Community
Development Block Grant Program for such purposes; and
WHEREAS, pursuant to Resolution No. 92-190.1, adopted
March 12, 1992, the City Commission approved funding for
neighborhood economic development community based organizations;
and
WHEREAS, pursuant to Resolution 92-489, adopted

July 9, 1992, the City Commission authorized the City Manager to
enter into agreements with thirteen (13) CBOs for the period from

July 1 through September 10, 1992; and

WHEREAS, pursuant to Resolution 92-549, adopted
September 10, 1992, the City Commission authorized the City
Manager to extend the agreements with thirteen (13) CBOs for the
period from September 11, 1992 to October 10, 1992; and
WHEREAS, pursuant to Resolution 92-671, adopted October

extend the agreements with said thirteen (13) CBOs for the period

from October 11, 1992 through October 31, 1992; and

WHEREAS, pursuant to Resolution 92-683, adopted
October 22, 1992, the City Commission authorized the City Manager

to extend the agreements with twelve (12) CBOs for the period
from November 1 through November 30, 1992; and

WHEREAS, pursuant to Resolution 92-786, adopted November 12,
1992, the City Commission authorized the City Manager to extend

the agreements with twelve (12) CBOs for a period of four (4)

months, from December 1, 1992 to March 31, 1993; and
WHEREAS, at the March 11, 1993 meeting, the City Commission
reevaluated each CBO and authorized the City Manager to extend
the agreements with the nine (9) CBOs listed under Category I
through the remainder of the contract year ending June 30, 1993;

WHEREAS, the administration has been instructed to work with

Authority, Haitian Task Force and Wynwood Community Economic
Development Corporation in order to negotiate the parameters of
each organization's conduct in the future, with the stipulation
that the City Commission must appoint the majority of members to,
their Boards;
N'OW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorizedV to
execute amendments to existing individual agreements, in a form
acceptable to the City Attorney and as specified herein, with
seven (7) Neighborhood Economic Development Community Based
Organizations ("CBOs"), thereby providing for extensions to said
agreements for the period from April 1, 1993 through
June 30, 1993 to continue implementing Neighborhood Economic
Development Programs subject to approval of each CB0's work
program by the U.S. Department of Housing and Urban Development
(HUD), with funds therefor hereby allocated from the Eighteenth
(18th) Year Community Development Block Grant:
1� The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and'Code provisions.

ENCLOSURES: March 11, 1993
Pursuant to City Commission directive at the meeting of November
12, 1992, attached please find a status on economic development,
Conununity Based Organizations (CBOs) funded for fiscal year 1992-
1993.
As anticipated in memorandum dated October 14, 1992 and discussed
at the October 22, 1992 City Commission meeting, the U.S.
Department of Housing and Urban Development (HUD) Central
retained Tonya, Inc. to conduct an initial needs assessment in
response to the City's request for technical assistance in
connection with CBOs.
From December 7-11, 1992, Tonya's Executive Vice President and
Project Manager, David S. Dennison; Tonya's Consultant, Jeannie
Fewell, Deborah Griswold from the HUD Region IV Office in Atlanta
and Duane Gilliland of the Jacksonville Field Office, conducted
daily fact finding intensive interviews with most of the CB09 and
Community Development Corporations (CDCs) and City staff, to
obtain an accurate picture of needed technical assistance.
HUD has now informed the City that a follow-up visit by top HUD
officials and the consultant of Tonya, Inc. will be made during
the month of March, 1993 to establish the course of action.

INTRODUCTION
The following is a status report on the twelve (12) CB09
currently under contract with the City of Miami biased on recent
monitoring visits conducted by the DCD.
Basically, agencies seem to fall into three (3) different
categories:
Category I
Agencies providing an acceptable level of services with room
for improvement.
1. Coconut Grove Local Development Corporation
2. Downtown Miami Business Association
3. Edgewater Economic Development Corporation
4. Latin Quarter Association
5. Little Havana Development Authority
b. Martin Luther King Economic Development Corporation
y. Small Business Opportunity Center
Category II
Agencies with management problems.
1. Allapattah Business Development Authority
2. Haitian Task Force
3. Wynwood Community Economic Development Corporation
Category III
Agencies with low performance output according to HUD's
definition.
1. Greater Biscayne Boulevard Chamber of Commerce
2. New Washington Heights Community Development Conference
The DCD has continued working with each agency in order to ensure
compliance with City contractual requirements and HUD guidelines.
