HomeMy WebLinkAboutR-93-0181U-93-223 3111/93 RESOLUTION NO. 9 3 - 181 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENTS TO EXISTING INDIVIDUAL CONTRACTUAL AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY AND AS SPECIFIED HEREIN, WITH NINE (9) NEIGHBORHOOD BASED HOUSING COMMUNITY DEVELOPMENT CORPORATIONS ("CDCS"), THEREBY PROVIDING FOR EXTENSIONS TO SAID AGREEMENTS FOR THE PERIOD OF APRIL 1, 1993 THROUGH THE REMAINDER OF THE CONTRACT YEAR ENDING JUNE 30, 1993, TO CONTINUE DEVELOPING AFFORDABLE HOUSING PROGRAMS FOR LOW AND MODERATE INCOME FAMILIES AND INDIVIDUALS IN THE CITY OF MIAMI; ALLOCATING FUNDS THEREFOR FROM THE EIGHTEENTH (18TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. WHEREAS, the City Commission is committed to the development of affordable housing for families and individuals of low and moderate income in the City of Miami; and WHEREAS, the City Commission reoognizes that participation of both the public and private sector is necessary to foster the development of housing; and WHEREAS, the City Commission is desirous of continuing said community development housing programs with various CDCs, and funds are available from the Eighteenth (18th) Year Community Development Block Grant Program for such purposes; and WHEREAS, on march 12, 1992, the City Commission approved Resolution No. 92-190.1 to fund corporations; and community development CITY com2wsslox MEETING OF MAR 1 1 '"I Aroolutioa No. 93- 181 WHEREAS, pursuant to Resolution No. 92--459, adopted =! E- July 9, 1992, the City Commission authorized the City Manager to =- enter into agreements with nine (9) CDCs for the period from July `1 through September 10, 1992; and WHEREAS, pursuant to Resolution No. 92-549, adopted September 10, 1992, the City Commission authorized the City - Manager to extend the agreements with nine (9) CDCs for the period of September 11 through Ootober 10, 1992; and =` WHEREAS, pursuant to Resolution No. 92-671, adopted _- Ootober 8, 1992, the City Commission authorized the City Manager =� to extend the agreements with said nine (9) CDCs for the period from Ootober 11, 1992 through Ootober 31, 1992; and '— WHEREAS, the City Commission, at the meeting of ti Ootober 22, 1992, has authorized the City Manager to extend the agreements with said nine (9) CDCs for the period from November 1 through November 30, 1992; and 4_ WHEREAS, at the November 12th meeting, the City Commission -} has authorized the City Manager to extend the agreements with - nine (9) CDCs for a period of four (4) months, from Deoember 1, 1992 through Maroh 31, 1993; and - WHEREAS, at the Maroh 11, 1993 meeting, the City Commission authorized the City Manager to extend the agreements with said CDCs for the period of April 1, 1993 through the remainder of the -' oontraot year ending June 30, 1993; - } NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY - OF MIAMI, FLORIDA: = t. 93- 181 -2- e Seotion 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized`/ to execute amendments to existing individual agreements, in a form acceptable to the City Attorney and as specified herein, with nine (9) Community Development Corporations ("CDCs"), thereby providing for extensions to said agreements for the period of April 1, 1993 through the remainder of the contract year ending June 30, 1993, for the purpose of undertaking activities to stimulate affordable housing development for low and moderate income families and individuals in the City of Miami and subject to approval of each agency's work program by the U.S. Department of Housing and Urban Development (HUD), with funds therefor hereby allocated from the Eighteenth (18th) Year Community Development Block Grant: � :4•r11Y 1. Honorable Mayor And DATE : MAR 2 1993 FILE .Member of the City Commission SUBJECT : Continued Funding for �,'� Housing CDC's From 18th Year CDBG Program FROM ; C.esa . ©dio REFERENCES : City Manager City Commission ENCLOSURES: Discussion Item March 11, 1993 At the March 11, 1993 City Commission meeting, the City Commission is scheduled to discuss continued funding for the remainder of the fiscal year ending dune 30, 1993 for the not - for -profit corporations involved in the development of affordable housing in the City. This memorandum serves to transmit a summary of the major accomplishments of each of the nine (9) Community Development Corporations (CDC's) that have received funding for the 18th Year Community Development Block Grant Program fiscal year. Several of the Community Development Corporations that are involved in the production and/'or rehabilitation of housing units in the City have received CDBG funding over the past three (3) years. Others such as Greater Miami Neighborhoods, Inc. and the Little Haiti Housing Association are receiving administrative funding support in the amounts of $100,000 and $50,000, respectively for the first time. Currently, each of the Community Development Corporations (CDCs) are involved in the planning and predevelopment phase for specific housing projects that are being planned in several of the City's Community Development Target Areas. Because of the need to secure project financing from a number of sources that include Metropolitan Dade County Documentary Surtax Programr State of Florida's Low Income Tax Credit Program and State Apartment Incentive Loan Program, in addition to private sector financing from local financial institutions, in most cases construction on any new housing project requires approximately 2- 3 years. In April of 1992, the City Commission approved the allocation of 18th Year Community Development Block Grant Program funding to 'the following Community Development Corporations: 93-- 181 The Honorable Members of the March , 1993 Page 2 Mayor and City Commission 1) Allapattah Business Development Authority 2) CODEC, Inc. 3) Little Haiti Housing Association 4) East Little Havana Community Development Corporation 5) Florida Housing Cooperative, Inc. 6) Greater Miami Neighborhoods, Inc. 7) St. John Community Development Corporation 8) Tacolcy Economic Development Corporation 9) Wynwood Community Economic Development Corporation To date, approximately six hundred (600) units of new housing have been developed in the City by Community Development Corporations. Moreover, an additional six hundred fifteen (615) units of new housing are being planned or are under construction by CDCs in the City. Presently, each of the nine (9) Community Development Corporations which are funded by the City are involved in specific housing projects which are being planned and/or under construction in the City. Based on the attached letter from U.S. HUD dated July 7, 1992, it appears that the funding of CDCs for housing activity is an eligible CDBG activity since the activities - undertaken by the CRCs are for a specific housing project planned in the City. 93- 181 e 4,,a •�„ ' 4. The new activity as described in your amended Final Statement would provide $43,270 to the Allapattah Business Development Authority (ABDA) "to establish and maintain a housing development program." This office previously advised you that the activity appears to be a planning and administration cost, since no specific project was described. Your June 9, 1992, letter, however, clarified that the funding for ABDA will be project specific since a new 52 unit townhouse project is proposed. This activity can be classified as a special activity by an eligible subrecipient if your attorney determines that ABDA is eligible to receive funding under 24 CPR 570.204(c). The City's 1991 and 1992 Final Statements should be amended to provide citizens the details of the activity including the location of the specific housing projects to be funded. In the case of ABDA,.the project being funded is a.52 unit townhouse project at Northwest 14th Street and 24th Avenue. This comment would also apply where the City is paying for subrecipient staff costs to administer other housing projects.
