HomeMy WebLinkAboutR-93-0174J-92--751 10/26/92 6a wo i RESOLUTION NO. 9 3 _ 174 A RESOLUTION ACCEPTING THE BID OF FIREARM TRAINING SYSTEMS, INC.FOR THE FURNISHING OF A FIREARMS/DEADLY FORCE TRAINING VIDEO FOR THE POLICE DEPARTMENT AT A TOTAL PROPOSED AMOUNT OF $81,434; ALLOCATING FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, ACCOUNT CODES 290969-840 ($40,000,) AND 290904-996 ($41,434); AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, pursuant to public notice, sealed bids were received September 30, 1991 for the furnishing of one (1) Firearms/Deadly Force Training Video for the Department of Police; and WHEREAS, invitations were mailed to ten (10) bidders and one (1) bid was received; and WHEREAS, funds for this equipment are available from the Law Enforcement Trust Fund, Project No. 690001, Account Codes 290969- 840 ($40,000)r and 290904-996 ($41,434); and WHEREAS, this equipment will be used to simulate the use of firearms in situations where someone is shooting back; and WHEREAS, the City Manager and the Chief of Police recommend that the bid received from Firearms Training Systems, Inc. be accepted as the most responsible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMLSSION MEETING OF MAR 1 1 tM Rowlaam M 93- 174 � d MIT Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The September 30, 1991 bid of Firearms Training Systems, Inc. for the furnishing of. a Firearms/Deadly Force Training Video for the Department of Police at a total proposed amount of $81,434.00 is hereby accepted with funds therefor the hereby allocated from/Law Enforcement Trust Fund, Project No. 690001, Account Codes 290969-840 ($40,000), and 290904--996 ($41,434). Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to a issue purchase order for this equipment. Section 4. The funding source will be the Law Enforcement Trust Fund, Project No. 690001, Index Codes 290971-840 ($40,000), and 290904-996 ($41,434). The Police Department was authorized to request formal bids on the provision of a Firearms/Deadly force Training Video by Resolution No. 91-138. This equipment will be used to simulate the use of firearms in situations where someone is shooting back. This is the only method in which this type of training can be accomplished. On September 5, 1991, invitations for sealed bids were sent to prospective vendors. Bids were opened on September 30, 1991, with one (1) vendor submitting a bid and two (2) vendors submitting "no -bids." Firearms Training Systems, Inc., supplied the only bid, and meets the department's requirements and specifications. Ms. Anne Whittaker was contacted with reference to Minority ,Participation and she concurs with the Department's recommendation. It is, therefore, recommended that an award of bid be made to Firearms Training Systems Inc., in the amount of $81,434.
