RESOLUTION NO. 9 3 ` 141
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
AMEND AN EXISTING AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, BETWEEN
WYNWOOD COMMUNITY ECONOMIC DEVELOPMENT
CORPORATION, INC. ("WCEDC"), AND THE CITY OF
MIAMI, TO COVER DIRECT COSTS ASSOCIATED WITH
THE RE -PLATTING OF THE PROPOSED WYNWOOD
FOREIGN TRADE ZONE AREA PROJECT; ALLOCATING
FUNDS THEREFOR, IN THE AMOUNT OF $40,950,
FROM COMMUNITY DEVELOPMENT BLACK GRANT
PROGRAM FUNDS.
WHEREAS, the City Commission is committed to economic
development and the expansion of trade and commerce; and
WHEREAS, the promotion of economic and housing
revitalization in the neighborhoods of the City of Miami is an
important part of the City's economic development strategy; and
WHEREAS, WCEDC is ready to proceed with the development of
the Wynwood Foreign Trade Zone Project; and
WHEREAS, expenses for the initial development will not
exceed $40,960, which will include land, boundary and topographic
surveys, plat preparation, fees, permits, and presentation
required for final municipal approval; and
WHEREAS, the approximate boundaries of the proposed Wynwood
Foreign Trade Zone are: N.W. 5th Avenue to N.W. 2nd Avenue and
from N.W. 22nd Street to N.W. 23rd Street; and

WHEREAS, funding for said projeot is available from
Community Development Blook Grant Program funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Seotion 1. The reoitals and findings Contained in the
Preamble to this Resolution are hereby adopted by ref erenoe
thereto and inoorporated herein as if fully set forth in this
Seotion.
Seotion 2. The City Manager is hereby authorizedl' to
exeoute an amendment, in a form aooeptable to the City Attorney,
to an existing agreement initially approved by Resolution
No. 92--190.1, adopted Maroh 12, 1992, between Wynwood Community
Eoonomio Development Corporation, Ino. ("WCEDC") and the City of
Miami, to oover direot oosts assooiated with the re -platting of
the proposed Wynwood Foreign Trade Zone Area projeot, with
funding therefore hereby allocated, in the amount of $40,950,
from Community Development Blook Grant Program funds.
Seotion 3. This Resolution shall beoome effeotive
immediately upon its adoption.

with all requirements that may be imposed by the City
Attorney, inoluding but not limited to those presoribed by
applioable City Charter and Code provisions.

Amendment to Existing Contract

It is respectfully recommended that the City Commission adopt the
attached Resolution authorizing the City Manager to amend the
existing agreement between Wynwood Community Economic Development
Corporation, Inc. (WCEDC) and the City of Miami's Department of
Community Development, for the purpose of providing project funds
to cover direct costs associated with the replatting of the
proposed Wynwood Foreign Trade Zone area.
BACKGROUND:
The Department of Community Development has analyzed the need to
r amend its agreement with the Wynwood Community Economic Development
Corporation, Inc. (WCEDC).
} WCEDC is ready to proceed with the replatting of the proposed
Wynwood Foreign Trade Zone Project. The approximate boundaries of
the proposed Wynwood Foreign Trade are NW 5 Avenue to NW 2 Avenue
and from NW 22 Street to NW 23 Street. A total of $4 0,950 will be
required to cover project development costs. The project costs
will include surveys, legal fees, permits, plat preparation
including application fees and presentation for final approval from
the City of Miami and Metropolitan Dade County. Project funding is
available from the Community Development Block Grant funds.
No funds will be used to cover any administrative costs of the
agency.
