WHEREAS, on September 24, 1992, the City Commission passed Resolution No. 92-576 authorizing the City Manager to negotiate a Contract with the Wackenhut Corporation for the provision of anTed private security services for the Flagler/Gore Area Security District and the Flagler/Core Area Special Improvement District Expansion District (herein collectively referred to as — the „Security District"); and — MMWM, on October 5, 1992, a Contract between the City of Miami and the Wackenhut Corporation ("Contract") was executed for the provision of armed private security services for the Security District for a. period of only five _ (5) =nths; and WHEREAS, on January 22, 1993, the affected Property Owners, Advisory C mrittee met and made the following recommendations: 1) extension of the District for wn additional year (March 0, 1993 through March 7, 1994); 2) retention of Wackenhut for District Security Services; 3) elimination of the Maintenance Bret Line Item and application of said funds for additional security services; and 4) maintenance of assessment rates at the same levels as the previous year; and W'IEREAS, on February 3, 1993, an affected general property owners meeting was held to elicit comments from the District's property owners. All prap�.rty owners within the District, presently being assessed for security and maintenance services, were notified of the meeting along with this recannerxiations of the Property Owners' Advisory Committee. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to execute a contract modification, in a form acceptable to the City Attorney, to the contract dated October 5, 1992, between the City of Miami and the WaWami ut Corporation ("Contract") for the provision of armed private security services for the Flagler/Core Area Security District and the Flagler/Core Area Security District Special Improvement District Expansion District to extend said Contract for an additional one (1) year, through Mauch 7, 1994, and, further, provide enhanced services to said Districts. -2- 93- 128 11 Section 3. FLORIDA 12 INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members of the City Commission R FROM, Cesar H . 0 �a City Manag ut- Recommendation DATE : February 16, 1993 FILE : SUBJECT : Flagler/Core Area Special Assessmament Districts Extension Wackenhut Contract Extension REFERENCES: for one (1) year For February 25, 1993 ENCLOSURES: Commission Meeting It is respectfully requested that the City Commission approve the attached Resolutions extending the Flagler/Core Area Security District Special Improvement District Expansion District (collectively referred to herein as "Districts") and the Wackenhut Contract for Security Services for said Districts for a period of one (1) year, and approving the sum of $347,256.00 to pay for said provision of security services. The above contract amount shall be fully funded by an assessment on benefited properties. Background On June 7, 1989, the City Commission adopted Resolution No. €39-548, as amended, establishing the Flagler/Core Area. Security District Special Improvement District Expansion District. On June 30, 1989, the City Commission adopted Resolution No. 89-626 establishing the assessment rates for said District. On September 14, 1989, the City Commission adopted Resolution No. 89 -828 determining that security and street maintenance and similar services be provided for a period of one year in the Flagler/Core Area Security District Special Improvement District Expansion District. The City Crn ission further levied special assessments against properties, in said district, benefiting through provision of such services in accordance with the final assessment roll filed with the City Clerk. The District was expanded by Resolution No. 91-468; extended for one year by Resolution No. 91-292 and for ninety days by Resolution No. 92-248. On July 9, 1992, the City Commission adopted Resolution No. 92-473 extending the District for a period of one hundred ninety-two days (through March 7, 1993) and extending the Ranger 93- 128 Honorable Mayor and Members of the City Commission February 16, 1993 Page 2 Program through September 30, 1992; at which time it would be replaced by an armed private security service. On September 11, 1991, pursuant to Resolution No. 91-6701, the City Commission established the Flegler/Core Area Security District Special Improvement District Expansion District ("Expansion District") and levied special assessments against properties in said district benefited by the services funded by the assessments, and the actual assessment and provision of services pursuant to Resolution No. 91-670 were initiated for a one year period which actually commenced on March 8, 1992. On September 24, 1992, the City Commission adopted Resolution No. 92-576 authorizing a contract for armed private security services with the Wackenhut Corporation for the District for only a five (5) month period, through March 7, 1993. As of March 7, 1993, the present Districts and contract for Wackenhut Security Services will expire. on January 22, 1993, the Property Owners Advisory Committee met and made the following recommendations: 1) extension of the District for an additional year (March 8, 1993, through March 7, 1994); 2) retention of Wackenhut for District Security Services; 3) elimination of the Maintenance Budget Line Item and ap2lication of said funds for additional security services; and 4) maintenance of assessment rates at the same levels as the - previous year. The Proposed Assessment Rates for properties within the District are as follows: $.175/$1,000 of Assessed Valuation for surface Parking Lots, Vacant Land and Office Building uses; and $.928/$1,000 of Assessed Valuation for All Other Building uses. The Total Proposed Assessment for the period in question (March 6, 1993-March 7, 1994) is approximately $354,344, which fully pay for the proposed contract modification. On February 3, 1993, a Property Owners Meeting was held to elicit comments from. District Property Owners. All property owners within the Districts, presently being assessed for security and maintenance services, were notified of the meeting along with the recommendations of the Property Owners Advisory Committee. Upon consideration of the recommendations the property owners present voted and unanimously approved the recommendations of the Property Owners Advisory Committee. It is respectfully requested that the Miami City Commission approve the attached, extending said Districts to March 7, 1994, and the Wackenhut Contract for Security Services to March 7, 1994.
