HomeMy WebLinkAboutR-93-0093a J-93-98 2/1/93 RESOLUTION NO. 93— 93 A RESOLUTION RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S ACTION IN AWARDING THE BID TO ACTION LAND DEVELOPMENT CORPORATION IN THE AMOUNT OF $152,680.00. FOR THE REMOVAL OF HURRICANE DEBRIS FROM DESIGNATED AREAS IN THE CITY OF MIAMI RIGHTS -OF -WAY; ALLOCATING FUNDS THEREFOR FROM F.E.M.A. DSR #89807. WHEREAS, on September 10, 1992, the City Commission adopted Resolution No. 92-581, waiving formal competitive bids for the acquisition of servioes, equipment, goods and/or materials as required in the aftermath of Hurricane Andrew; and WHEREAS, said Resolution allowed the City Manager to proceed to make necessary purchases without express City Commission approval, for contracts or awards that do not exceed $150,000.00; and WHEREAS, it was determined that heavy debris removal services were needed to clean City of Miami streets/roads, and ;i public right-of-ways in designated areas; and 4; WHEREAS, the Department of General Services Administration and Solid Waste issued Informal Bid No. HAO05 to provide said services; and WHEREAS, Action Land Development Corporation was awarded part of the bid to remove approximately 37,000 cubic yards of Hurricane Andrew debris from City of Miami public rights -of -way at a proposed amount of $149,999.00; and OT V COMMSSION NZETiNG OF FEB 09M3 R*2*1U*M 14M 93— 93 5 WHEREAS, the actual amount of cubic yards pioked up by Action Land Development Corporation was 37,687 cubic yards for a total amount of $182,681.00; and WHEREAS, funds for said service are available from F . E . M . A . DSR 489807; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The reoitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager's aotion in awarding the bid to Action Land Development Corporation in the amount of $152,680.00, for the removal of Hurrioane Debris from designated areas in City of Miami rights -of -way is hereby ratified, approved and confirmed, with funds therefor hereby allocated from F.E.M.A. DSR #89807. O _ ICity Manag ENCLOSURES :Proposed Resolution — z i It is respectfully recommended that the City Commission pass the attached Resolution ratifying the award to Action Land Development Corporation a Hispanic/Dade County vendor located at 14250 S.W. 106th Street for a total proposed amount of $152,660.00 for the removal of Hurricane Andrew debris from City of Miami public rights -of -way. The Department of General Services Administration and Solid Waste let out Informal Hid No. RA009 for the above service in accordance with Resolution No. 92-551. As a result of the bid evaluation, award was made to the three (3) lowest responsible and responsive bidders to clean designated sections of the City. Action Land Development Corporation was awarded part of the bid to remove approximately 37,000 cubic yards of debris at the proposed total amount of $149,999.00. The actual amount of cubic yards picked up by Action Land Development Corporation was 37,657 cubic yards for a total amount of $152,661.00. Qd REFERENCES City Manage `1> f jt ENCLOSURES: 1 j t r On August 24, 1992, the City of Miami suffered the wrath of a devastating hurricane, Hurricane Andrew. In order to eliminate immediate threats to the life, health and safety of residents and employees, and eliminate immediate threats to undamaged property, as well as ensure economic recovery to the City and the community, I have made a written finding of a valid public emergency. Based on this finding, formal competitive sealed bid and selection procedures will be waived for the procurement of services, equipment, goods and/or materials that may be required to provide immediate burden relief and disaster assistance for the City and the community for the purpose of providing for the health, safety and welfare of its citizens and employees. In addition. the City's insurance will not cover any loss of business resulting from delays in the normal procurement procedures; therefore, it is necessary to waive formal competitive bid and selection procedures and utilize the informal bid process instead.
