(2) Individuals to,the
Affirmative Action Advisory =

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the appointment and reappointment
of individuals to serve on the Affirmative Action Advisory Board.
BACKGROUND _
The Department of Internal Audits and Reviews respectfully
requests the appointment and reappointment of individuals to the.
Affirmative Action Advisory Board, At the present time, Females _
and Hispanics are underrepresented on the Board, comprising 31%
Females and 39% Hispanics, compared to 46% and 59%, respectively,
of the City of Miami general population.
At the present time, two (2) vacancies exist on the Board. Ms.
Alicia Baro, appointed by Mayor Suarez, resigned her position.
Also, the term of Ms. Gloria Rosello, appointed by Commissioner
Alonso, expired on June 6, 1992. Mayor Suarez appointed Sam
Mason at the October 8th, 1992 commission meeting, however, Mr.
Mason was appointed to the Board by Commissioner Dawkins in May,
1992.
In accordance with administrative policy, I am notifying you of
the above so that you may appoint and confirm these members to
the Board as provided for in Section 1 of Ordinance No. 9139.

Enclosed herein please find a copy of R-93-33 which was passed
and adopted by the City of Miami Commission at its meeting held
on January 14, 1993, reappointing you to serve as a member of the
City of Miami Affirmative Action Advisory Board.
Pursuant to Article II, Section 8 of the Florida Constitution
and/or Dade County Ordinance No. 77-13, as a member of the
Affirmative Action Advisory Board, you will be required to file a
Source of Income Statement form with the Dade County Supervisor,
Elections Department. Their address is: Metro Dade Center, 111
N.W. 1st Street, Suite 1910, Miami, Florida 33128-1993 (Tel: 375-
5553).
Also enclosed is a copy of a memorandum from A. Quinn Jones, III,
City Attorney, dated October 22, 1991, outlining some guidelines
to assist members of City Boards and Committees in complying with
the Government in the Sunshine Law.
Also enclosed, for informational purposes, is another memorandum
from the City Attorney, dated October 22, 1991 on legal
requirements concerning Conflict of Interest and Dual Office
Holding circumstances which may prohibit your membership in said
bodies.
