HomeMy WebLinkAboutR-93-0027TIN' J-92 -754 12/30/92 RESOLUTION NO. 9 3 - 27 A RESOLUTION DECLARING THAT THE MOST ADVANTAGEOUS METHOD TO DEVELOP CERTAIN IMPROVEMENTS ON CERTAIN CITY -OWNED WATERFRONT LAND IS BY A UNIFIED DEVELOPMENT PROJECT ("UDP"); AUTHORIZING THE CITY MANAGER TO PREPARE A DRAFT REQUEST FOR PROPOSAL (RFP) FOR A UDP; SCHEDULING A PUBLIC HEARING FOR FEBRUARY 11, 1993 AT 3:05 P.M. TO TAKE TESTIMONY REGARDING SAID RFP FOR DEVELOPMENT OF IMPROVEMENTS TO THE MOTORBOAT PROPERTY AT WATSON ISLAND KNOWN AS THE "MIAMI OUTBOARD CLUB", SAID PROPERTY CONSISTING OF 4.48 ACRES OF UPLAND AND 1.76 ACRES OF SUBMERGED AREA FOR A TOTAL OF 6.24 ACRES; AND AT THE CONCLUSION OF THE PUBLIC HEARING, IF THE CITY COMMISSION IS DISPOSED TO PROCEED, AUTHORIZE THE ISSUANCE OF A RFP, THE SELECTION OF A CERTIFIED PUBLIC ACCOUNTING FIRM AND THE APPOINTMENT OF MEMBERS TO A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT THEREON TO THE CITY MANAGER AS REQUIRED BY CITY CHARTER SECTION 29-A(c) AND CITY CODE SECTION 18-52.9. WHEREAS, City of Miami Charter Section 29-A(c) and City of Miami Code Section 18-52.9 allows for "Unified Development Projects" where an interest in real property is owned or is to be acquired by the City and is to be used for development of improvements; and WHEREAS, the City Commission has determined that for the development of improvements to the motorboat waterfront property at Watson Island known as "Miami Outboard Club", it is most CITY COMUSSION MEETING OF, AN 14 1993 Resolution. No. 93- 27 —.1 advantageous for the City to procure from a private source one or more of the following integrated packages: Planning and design, construction and leasing; or Planning and design, leasing and management; or Planning and design, construction and management; or Planning and design, construction, leasing and management; and WHEREAS, the City Commission directed the City Manager to initiate the process for a Unified Development Project for the improvements to the motorboat waterfront property at Watsoh Island known as the "Miami Outboard Club"; WHEREAS, Section 29-A(c) of the City Charter requires that the City Commission hold a public hearing to consider the contents of the RFP; and WHEREAS, Section 29-A(c) further authorizes, at the conclusion of the public hearing, if the City Commission is disposed to proceed, issuance of a RFP, selection of a certified public accounting firm, and appointment of members to a review committee from persons recommended by the City Manager; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. It is most advantageous for the development of improvements to the motorboat waterfront property at Watson Island known as the "Miami Outboard Club" that the City procure from a private source the following integrated package: Planning and design, construction, leasing and management. - 2 - 93- 27 Section 2. The City Manager, as authorized herein, shall prepare a draft Request for Proposals for a Unified Development Project for the development of the improvements as set forth in Section 1 heereinabove . Section 3. A Public Hearing to consider a Unified Development Request for Proposals for the development of improvements to the motorboat waterfront property at Matson Island known as the "Miami Outboard Club", Miami, Florida, is hereby scheduled for February 11, 1993 at 3:05 P.M. Section 4. As required by the City Charter and Code, the City Commission shall, at the conclusion of the Public Hearing', if disposed to proceed, authorize the issuance of a Request For Proposals, select a certified public accounting firm and appoint members of a review committee to evaluate proposals and render a written report to the City Manager. Odio City Manager RECOMMENDATION: CITY OF MIAMI• FLORIDA INTEROFFICE MEMORANDUM DATE J A N - 4 'G93 FILE SUBJECT : Resolution Declaring UDP for Motorboat Property at Watson Island, Florida REFERENCES ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution declaring that the most advantageous method to develop certain improvements on the motorboat property at Watson Island, Florida is by a Unified Development Project (UDP) and further authorizing the City Manager to prepare a draft Request for Proposals (RF'P) for a UDP; schedule a Public Hearing for February 11, 1993 at 3:05 P.M. to take testimony regard- ing said UDP/RFP for development of improvements on said property; and at the conclusion of the Public Hearing authorize the issuance of the RFP; select a certified public accounting firm and appoint members of a review committee to evaluate the proposals and report findings to the City Manager as required by the City Charter and Code. BACKGROUND: The Department of Development and Housing Conservation recommends the estab- lishment of this Unified Development Project (UDP) for the developmmnt of improvements on the motorboat club property at Watson Island known as the "Miami Outboard Club'". The City of Miami Charter Section 29-A(c) and City of Miami Code Section 18.52.9 allows for Unified Development Projects (UDP) where an interest in real property is owned or to be acquired by the City and is to be used for development of improvements. It is most advantageous for the City to procure from a private person an integrated package that includes planning and design, construction, leasing and management of said City -owned waterfront property.
