HomeMy WebLinkAboutR-93-0026J--92-753 12/30/92 RESOLUTION NO. 9 3 .- 26 —` A RESOLUTION DECLARING THAT THE MOST ADVANTAGEOUS METHOD TO DEVELOP CERTAIN -; IMPROVEMENTS ON CERTAIN CITY -OWNED WATERFRONT LAND IS BY A UNIFIED DEVELOPMENT PROJECT ("UDP"); AUTHORIZING THE CITY -� MANAGER TO PREPARE A DRAFT REQUEST FOR PROPOSAL ("RFP") FOR A UDP; SCHEDULING A PUBLIC HEARING FOR FEBRUARY 11, 1993 AT - 3:00 P.M. TO TAKE TESTIMONY REGARDING SAID RFP FOR DEVELOPMENT OF IMPROVEMENTS TO THE SAILING CLUB WATERFRONT PROPERTY AT WATSON ISLAND KNOWN AS THE "MIAMI YACHT CLUB", SAID PROPERTY CONSISTING OF 2.60 ACRES OF -- '' UPLAND AND 7.34 ACRES OF SUBMERGED LAND FOR A TOTAL OF 9.94 ACRES; AND AT THE — CONCLUSION OF THE PUBLIC HEARING, IF THE CITY COMMISSION IS DISPOSED TO PROCEED, AUTHORIZE THE ISSUANCE OF AN RFP, THE - SELECTION OF A CERTIFIED PUBLIC ACCOUNTING FIRM AND THE APPOINTMENT OF MEMBERS TO A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT THEREON TO THE CITY MANAGER AS Y_ ` REQUIRED BY CITY CHARTER SECTION 29-A(c) AND CITY CODE SECTION 18-52.9. WHEREAS, City of Miami Charter Section 29-A(c) and City of Miami Code Section 18-52.9 allows for "Unified Development Projects" where an interest in real property is owned or is to be acquired by the City and is to be used for development of improvements; and WHEREAS, the City Conmission has determined that for the development of improvements to the sailing club waterfront property at Watson Island known as "Miami Yacht Club", it is most CITY COM USSION MEETING or, JAN 1 4 1993 Resolution NN 93- 26 1 1711 f rl� advantageous for the City to procure from a private source one or more of the following integrated packages: - Planning and design, construction and leasing; or - Planning and design, leasing and management; or - Planning and design, construction and management; or - Planning and design, construction, leasing and management; and WHEREAS, the City Commission directed the City Manager to initiate the process for a Unified Development Project for the improvements to the sailing club waterfront property at Watson Island known as the "Miami Yacht Club"; WHEREAS, Section 29-A(c) of the City Charter requires that the City Commission hold a public hearing to consider the contents of the RFP; and WHEREAS, Section 29-A(c) further authorizes, at the conclusion of the public hearing, if the City Commission is disposed to proceed, issuance of a RFP, selection of a certified public accounting firm, and appointment of members to a review committee from persons recommended by the City Manager; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. It is most advantageous for the development of improvements to the sailing club waterfront property at Watson Island known as the "Miami. Yacht Club" that the City procure from a private source the following integrated package: m Planning and design, construction, leasing and management. - 2 93 - 26 Section 2. The City Manager, as authorized herein, shall prepare a draft Request for Proposals for a 'Unified Development Project for the development of the improvements as set forth in Section 1 hereinabove. Section 3. A Public Hearing to consider a Unified Development Request for Proposals for the development of improvements to the sailing club waterfront property at Watson Island known as the "Miami Yacht Club", Miami, Florida, is hereby scheduled for February 11, 1993 at 3:00 P.M. Section 4. As required by the City Charter and Code, the City Commission shall, at the conclusion of the Public Hearing, if disposed to proceed, authorize the issuance of a Request for Proposals, select a certified public accounting firm and appoint members of a review committee to evaluate proposals and render a written report to the City Manager. Odio City Manager RECOMMENDATION: DATE : VAN — 4 199 FILE SUBJECT : Resolution Declaring UDP for the Sailing Club Property at Watson Island REFERENCES: ENCLOSURES It is respectfully recommended that the City Commission adopt the attached Resolution declaring that the most advantageous method to develop certain improvements on the sailing club property at Watson Island, known as the "Miami Yacht Club", is by a Unified Development Project (UDP) and further authorizing the City Manager to prepare a draft Request, for Proposals (RFP) for a UDP; schedule a Public Hearing for February 11} 1993 at 3:00 P.M. to take testimony regarding said UDP/RFP for the development of improvement on said property; and at the conclusion of the Public Hearing authorize the issuance of the RFP; select a certified public accounting firm and appoint members of a review committee to evaluate the proposals and report findings to the City Manager as required by the City Charter and Code. BACKGROUND: The Department of Development and Housing Conservation recommends the estab- lishment of the Unified Development Project (UDP) for the development of improvements on the sailing club property at Watson Island, Florida, known as the "Miami Yacht Club". The City of Miami Charter Section 29--A(c) and City of Miami Code Section 18. 52.9 allows for Unified Development Project (UDP) where an interest in real property is owned or to be acquired by the City and is to be used for develop- ment of improvements. It is most advantageous for the City to procure frog, a private person an integrated package that includes planning and design, construction, leasing end management of said City -owned water front. In accordance with the City of Miami Code and Charter, it is requested that the City Commission declare this project a Unified Development Project (UDP) by adopting the attached Resolution in its entirety.
