RESOLUTION NO.
A RESOLUTION COMMITTING, IN PRINCIPLE, THE
AVAILABILITY OF CITY -OWNED LAND IN THE
DOWNTOWN CORE AREA OF THE CITY OF MIAMI FOR
THE CONSTRUCTION OF A HOMELESS ASSISTANCE AND
SHELTER FACILITY; SAID LAND AVAILABILITY TO
BE CONTINGENT UPON THE CONSTRUCTION AND
OCCUPANCY OF TWO OTHER SITES OF SIMILAR SIZE
AND NATURE TO BE DEDICATED AND CONSTRUCTED
OUTSIDE THE JURISDICTION OF THE CITY OF MIAMI
BUT WITHIN METROPOLITAN DADE COUNTY FOR THE
SAME PURPOSE, WITH THE BID AND CONSTRUCTION
PROCESSES AND OCCUPANCY OF ALL THREE
FACILITIES TO PROGRESS AND TAKE EFFECT
SIMULTANEOUSLY; FURTHER REQUIRING AS PART OF
SAID LAND COMMITMENT THAT ALL THREE
FACILITIES BE MAINTAINED AND OCCUPIED AT
APPROXIMATELY AN EVEN RATE AT ALL TIMES.
WHEREAS, the City Commission acknowledges that an emergency
condition exists in the City of Miami and in Metropolitan Dade
County relative to the absence of assistance and shelter for
homeless individuals; and
WHEREAS, in light of the number of said homeless
individuals, one of the most difficult problems encountered is
the absence of shelter space and other facilities to benefit the
homeless within Dade County; and
WHEREAS, the Governor's Commission on Homelessness Proposed
Strategic Plan has suggested that three (3) shelters be
constructed in the Dade County area, one of which is to be
situated within the City of Miami and two other shelters to be
situated outside the City of Miami; and

WHEREAS, it is the desire of the City Commission to
cooperate with, and participate in the Governor's Commission on
Homelessness and to support its projeot;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The reoitals and findings contained in the
Preamble to this Resolution are hereby adopted by referenoe
thereto and incorporated herein as if fully set forth in this
Section.
Seotion 2. The Miami City Commission hereby oommits, in
principle, the availability of City --owned land in the downtown
oore area for the oonstruotion of a homeless assistance and
shelter faoility, said land availability to be oontingent upon
the oonstruotion and 000upanoy of two other sites of similar size
and nature to be dedioated and oonstruoted outside the
jurisdiotion of the City of Miami but within Metropolitan Dade
County for the same purpose, with the bid and oonstruotion
processes, and 000upanoy of all three facilities to progress and
take effeot simultaneously.
Seotion 3. The Miami City Commission hereby further
requires as part of said land oommitment that all three
facilities be maintained and 000upied at approximately an even
rate at all times.

Section 4. This Resolution shall become effeotive
immediately upon its adoption.

Dear Mayor Suarez:
The impact of the approximately 30% of Miami's homeless
population living in our Downtown community has severely
impacted the economic viability of this area, affecting not only
our merchants and tourist trade, but those who live and recreate
in Downtown.
As a part of an ongoing effort to address the needs which are
brought on by this situation, not just in our district but
county -wide, a series of meetings have been held with
representatives of the greater Downtown Community. As an
outcome of these meetings an action program has been proposed
which was incorporated in the attached DDA Board Resolution.
We urge you to review the Resolution and consider these
suggestions in formulating the Ci.ty's program for the Downtown
area.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF M IAM I
REQUESTING IMMEDIATE ACTION BY THE STATE OF
FLORIDA, METROPOLITAN DADE COUNTY, THE CITY
OF M IAM I AND THE GOVERNOR'S COMMISSION ON
THE HOMELESS TO ALLEVIATE THE PROBLEM
OF HOMELESSNESS IN DOWNTOWN M IAM I
WHEREAS, Downtown Miami is the major business and economic hub of
Metropolitan Dade County (herein referred to as "County"); and
WHEREAS, there is a major concentration of homeless within the
Downtown area estimated at 1800 individuals and their living
condition is deplorable; and
WHEREAS, it
is not
acceptable to the
Downtown
community
that
people are
housed
under expressways
and living
in parks
and
allowed to remain homeless on the streets; and
WHEREAS, this situation has had a major impact upon the economic
viability in the heart of our community; and
WHEREAS, the homeless issue is a community wide problem not
restricted to the Downtown area; and
WHEREAS, it is the responsibility of the US Government, State of
Florida, Metropolitan Dade County and the City of Miami (herein
referred to as "City") to help alleviate this problem; and
WHEREAS, a major plan of public/private action has been prepared
by the Governor's Commission on the Homeless; and
WHEREAS, the Miami Coalition for the Homeless has played a major
role in helping to resolve the homeless issue in the Downtown
community; and

WHEREAS, representatives of the Brickell Area Associaion, the
Downtown Development Authority, the Downtown Miami Business
Association, Downtown Miami Incorporated, RESOLVE and the
Overtown Advisory Board have met and agreed that a course of
immediate action is mandatory for our community; and
WHEREAS, the Downtown Community needs to play a crucial role with
other groups that are attempting to resolve this issue in our
Community.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF M IAM I, FLORIDA:
Section 1. The City of Miami should immediately pursue the
development of a homeless assistance facility on City owned
property located at North River Drive between SW 2nd & SW 3rd
Streets.
Section 2. Within thirty (30) days, the City shall, establish
temporary "Safe Area/Areas". Said area/areas shall be in
existence no longer than 18 months and offer shelter for a
maximum of 500 individuals that are currently living on the
streets of Downtown.
Section 3. Within thirty (30) days, the County shall establish
at least one "Safe Area" outside the City of Miami to accommodate
the majority of the existing homeless population.
Section 4. Within twelve (12) months, the Governor's Commission
on the Homeless shall initiate the establishment of a 500 bed
facility in the County's "Safe Area". Over the next twelve (12)
months, the Governor°s Commission on the Homeless shall play a
pivotal role in accessing the resources necessary to develop the
following types of housing: Transitional.-300 units,
Rehabilitative-400 units, Permanent/affordable-700 units.
Section 5. That Metropolitan Dade County and The City of Miami
support a dedicated source of funding including the County -wide
2% Food and Beverage Tax, one third of which will be allocated to
address Homelessness. That the City shall allocate their
proportional share of the revenues with the proviso that it uses
a competitive granting process. That. the City's plan be in
accordance with the overall County plan.

Section 6. The City shall provide up to l million dollars in
19th year community Development Block Grant (CDSG) funds for
operating the safe areas outside of the City of Miami. That Dade
County and other municipalities match the City's allocation with
2 million dollars for the operation of the "Safe Areas."
Section 7. Metro -Dade County shall provide MDTA Transportation
to the 'Safe Areas" as soon as they are operable.
Section 8. The City to expand the homeless Assistance Outreach
Program to include all the inner city NET areas. This activity
is coordinated by the City of Miami's Homeless Coordinator,
(estimated cost $300,000).
Section 9. The City shall immediately assign a full time Grants
Coordinator for the homeless issue to generate funds for
-! programs, and affordable housing.
Section 10. The City of Miami and Metro -Dade County shall
_71 immediately develop a program to construct Single Room Occupancy
(SRO) housing. The goal of this program will be to develop 200
units within the city and 300 units within the County annually.
Funding to be applied from Federal Housing programs and special
discretionary grants from the US Dept. of HUD.
Section 11. The City, County & State shall immediately supplement
® existing rest -room facilities within the Downtown area.
Section 12. The City of Miami and the.. Metropolitan -Dade County
Homeless Projects Coordinators -in conjunction with the Miami
Coalition for the Homeless and Churches throughout the community,
shall develop a program that will direct voluntary feeding
services to the designated "Safe Areas".
Section 13. Metropolitan Dade County shall immediately establish
additional intake/referral centers, similar to the facility
currently in operation by the City of Miami under I-395.
Section 14. Metropolitan Dade County and the City of Miami shall
enforce existing laws concerning loitering, panhandling, window
washing, etc.
Section 15. The County/City jointly establish and fund an office
to coordinate programs for the homeless.
Section 16. That a lobbying effort be directed to the Governor
and the State Legislature, which shall mandate the State
Department of Health and Rehabilitative services to assume full
responsibility for the care of the mentally and physically
handicapped and the drug/alcohol dependent population.

Section 17. City/County immediately request commitment from FEMA
to expand the program to employ the economically displaced
homeless in Dade County. As part of this program, the public
sector establishes public works programs throughout this
community Ito improve and upgrade the infrastructure (12-18
months).
Section 18. That immediate steps be taken to achieve the
relocation of Camillus House through various means, including
public/private initiatives.
