WHEREAS, there exists in the City of Miami., a severe shortage of housing
witi><i.n the affordability range of families and individuals of low and moderate
inccm; and
FAEREAS, the City Cic mission recognizes that participation of both the
public and Private sector is necessary to foster the development of housing
affordable to low and nWerate incalte families and individuals in the City;
WE&REEAS, in Jude 1984, the City Calmission, pursuant to Resolution
No. 84-642, authorized the expenditure of Cam unity Developrrent Block Grant

funds in the amount of $1,031,000 in the Model City neighborhood and an equal
amount in the Little Havana neighborhood for the purpose of stimulating
housing rehabilitation and new housing development in both neighborhoods; and
WHEREAS, in December 1992, the East Little Havana Community Developmnt
Corporation submitted a housing proposal to the City for the development of an
affordable townhame project on certain City -owned parcels; and
WOM�S,- in an effort to promote the development of affordable housing
in the City, the City Administration reccxmrends the granting of development
rights to East Little Havana Ccamuni.ty Development Corporation, for the
development of an affordable housing project on certain City -owned parcels,
subject to certain terms and conditions;
NOW, MUMIORE, BE IT RESOLVED BY THE CCMSSION OF Tim CMT OF MIAMI,
FLMDA:
Section 1. The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.
Section 2. The designation of the East Little Havana Cemainity
Development Corporation, a not -for -profit corporation, is hereby approved, in
principle, as sponsor to undertake the developmw..nt of a low density
residential townhome project affordable to families and individuals of low and
moderate ,incama on several vacant City -owned parcels in the East Little Havana
Neighborhood, located at Southwest 2nd and 3rd Streets between Southwest 4th
and 5th Avenues, Miami, Florida, more particularly described in Exhibit "A"
and Exhibit "B" attached hereto, subject to said corporation providing
evidence acceptable to the City of firm commitments of funding for Project
construction and permanent financing.

Section 3. The East, Tittle Havana CzmTanity Developrent Corpcaration
is herby directed to prepare and finalize project plans and specifications,
construction and permanent financing, construction schedule and a management
plan which shall be sdmitted within twelve (12) months of the date of this
Resolution .for final consideration and approval by the City Comaission.
Section 4. The City Manager is hereby further authorized to
negotiate with said corporation a fair return to the City for the value of
said parcel predicated on a land: rehdmrsement provision.
Section 5. This Resolution shall. become effective izmnediately
upon its adoption.

t RECOMMENDATION:
{+ it is respectfully recommended that the City Commission adopt the
=f �i attached resolution relating to the development of a low density -
t o residential townhome project proposed for development on seven -
(i) parcels of vacant land under City -ownership located at _
- Southwest 2nd and 3rd Street between Southwest 4th and 5th
= Avenues by the East Little Havana Community Development
i Corporation (East Little Havana CDC) . The attached resolution
approves in principle, the designation of the East Little Havana
CDC, a not -for -profit housing corporation, as sponsor to
undertake the development of a 20-25 unit homeownership housing
project affordable to low and moderate income families and
individuals on the subject City) -owned parcels. The attached
resolution further requires that final designation of the
aforementioned not -for -profit corporation as
project sponsor is -
predicated upon the submission within twelve (12)months from the
i date of his conditional award for the City Administration's
verification and the City Commission's review and approval: -
1) Final project site plan, unit plans and specifications.
2). verifiable evidence of firm commitments for
construction and permanent financing in accordance with
the project sponsor's-proposal to develop the site.
3) Land reimbursement provisions that provide a fair
return to the City for value of the subject parcel.
BACKGROUND:
In June of 1984, the City Commission through Resolution No. 84-
542, authorized the expenditure of Community Development Block

Grant Program funds in the amount of $1,031,000 in the Mode. City
neighborhood and an equal amount in the Little Havana
neighborhood, for the purpose of stimulating housing
rehabilitation and new housing development activities in both
neighborhoods.
As a result, site acquisition surveys were conducted by City
staff in an effort to identify slum and blighted properties in
each of the two CDBG target areas where the expenditure of these
funds would have maximum impact in reversing disinvestment and
deterioration while, at the same time, increasing available
s; housing resources in both neighborhoods. -
Subsequently, the following parcels were acquired in the Little
t'? Havana neighborhood and are under public ownership:

p The City's acquisition cost of the seven (7) parcels was
$417,750.
The Department of Development and Housing Conservation recommends _-
ratification of the attached resolution in connection with the
i` development of a low density residential townhome project
sponsored for development on seven (7) vacant city -owned parcels =_
located in the East Little Havana neighborhood by the East Little
t Havana CDC. The attached resolution approves in principle, the

undertake the development of 20-25 townhome units affordable to
low and moderate income families and individuals on the -

= The said resolution further requires that final designation of

is predicated upon the submission within twelve (12) months from
the date of this conditional award the following:
1) Final project site plan, unit plans and specifications.
2) Verifiable evidence of firm commitments for
construction and permanent financing in accordance with
the project sponsor's proposal to develop the subject
parcel.
3) Land reimbursement provision that provides a fair
return to the City for value of the subject parcel.
Over the past year, the Fast Little Havana CDC has been
successful in developing two (2) affordable housing projects in
the Little Havana CD Target Area. The Rio Towers project is an 82
unit mixed -use project for the elderly located at 905 S.W. lst
Street. The Plaza Villas project is an 11 unit townhome
homeownership project located at 720-728 S.W. 2nd Street and 996
S.W. 6th Street.
The City is in a position to further assist the private sector in
providing affordable homeownership opportunities to low and
moderate income families by making the subject city -owned
parcels, capable of supporting approximately 20-25 units based on
the current zoning, available for such development.
In an attempt to further stimulate the development of new
affordable homeownership units in the City, City Commission
ratification of the attached resolution is recommended.

The East Little Havana CDC has successfully completed the Plaza
Villas 11 unit Townhouse Project.
r The success of this project continues our overall Strategy of
providing homeownership opportunities in the East Little Havana
E neighborhood. To date, the organization has developed 125 units
of homeownership between the Rio Plaza and Plaza Villas
Projects.
The success of the Plaza villas Project has generated great
interest in the neighborhood for more homeowne,tship
opportunities. we currently have a waiting list of over 50
prospeotive-buyers for Phase II of this development. Working
closely with the City of Miami Housing Division, we can now start
discussing the future development of Phase II Townhouse
Development.. we feel that tht success of our Plaza Villas
Project will, carry over and help us successfully market/develop
the RIv Villas Project.
ftio Villas will consist of IS to 20 units of two and three
bedroom, two story Townhoues. The design of this project will be
very consistent with tho Plaza Villas Development with various
Improvements Lo this project.
Our preliminary analysis indicates that we could develop is to 20
:nits at the City owned property in the East Little Havana area
adjacent to Jose Marti nark. We are working with the developm"nt
toam that successfully constructed and designed the Plate villas
Project to do the preliminary schematic and design wt;rk for the

We are requesting chat the City of Miami provide the East Little
mavana CVC the development rights for the property Curreul.ly
owned by the City to the neighborhood. Zt is our understanding
that City currently owns seven parcels on S.W. 2nd StruwL, Wid
3rd Street buLween 4th and 5th Avenue.
We would like your office to support our request before the City
Commission for the development riyht-s of these parcels. If we
can ascertain City of Miami approval for the development rights
of these properties we can then pursue Surtax second mortgage
tinaneing.and other_flnancing programs to develop this project.
