AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "EMERGENCY SHELTER GRANT (FY'93)", AND APPROPRIATING FUNDS FOR OPERATION OF SAME IN THE AMOUNT OF $194,000 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (USHUD) 1993 EMERGENCY SHELTER GRANT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the U.S. Department of Housing and Urban Development (USHUD) notified the City of Miami that it is eligible to receive a FY'93 Emergency Shelter Grant in the amount of $194,000 from the Stewart B. McKinney Homeless Assistance Act to provide programs for the homeless; and WHEREAS, the City Commission adopted Resolution No. 93-728 on November 23, 1993 which authorized the City Manager to accept a grant award in the amount of $194,000 to the U.S. Department of Housing and Urban Development for the 1993 Emergency Grant; and WHEREAS, Resolution No. 93-728 further authorized the City Manager to execute the necessary implementing agreement with USHUD,- NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this are hereby adopted by reference thereto and incorpotdinance ted herein as if fully set forth in this Section. Section 2. Th following Special Revenue Fund is hereby 11108 established and resources are hereby appropriated as described herein: FUND TITLE: EMERGENCY SHELTER GRANT (FY'93) RESOURCES: U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT $194,000 APPROPRIATION: FY'93 EMERGENCY SHELTER GRANT $194,000 Section 3. This appropriation is contingent upon funding by the U.S. Department of Housing and Urban Development. Section 4. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or - increased. Section 5. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this ordinance are hereby repealed. Section 6. If any section, part of section, paragraph clause, phrase, or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 7. The Department of Community Development has prepared the attached ordinance establishing a new special revenue fund entitled "Emergency Shelter Grant 1993" and appropriating funds for said purpose. USHUD notified the City of Miami that it is entitled to receive an Emergency Shelter Grant of $194,000 as a result of the Stewart B. McKinney Homeless Assistance Act adopted by Congress to provide services to the nation's homeless population. The grant requires a one-to-one match which may be met through either cash or in kind services. This is the City 's seventh emergency shelter grant and is based on the same formula used to award Community Development Block Grant Funds to eligible jurisdictions. The City's 1993 ESG application maintained support of the Beckham Hall Shelter ($194,000) for homeless males. The emergency shelter grant may be used only for one or more of the following eligible activities related to emergency shelter for the homeless: 1. Renovation, major rehabilitation, or conversion of buildings for use as emergency shelters for the homeless. 2. Provision of essential services (which may include employment, health, substance abuse, education or food) if,' i. the service is a new quantifiable increase in the prior 12 month period; and service or there is a level of service from the 11108 Honorable Mayor and Members - 2 of the City Commission ii. not more than 30% of the total grant may be used for these services. 3. Payment of maintenance, operation (including rent, excluding staff), insurance, utilities and furnishings. 4. The development and implementation of homeless prevention activities (not more than 30% of the total grant may be used for these services). Adoption of the proposed legislation establishes a new special revenue fund and appropriates FY193 Emergency Shelter Grant funds.
