AN ORDINANCE ESTABLISHING THREE (3) NEW SPECIAL REVENUE FUNDS ENTITLED: "WAGNER- PEYSER 7(B) DISCRETIONARY FUNDS"; "PROJECT INDEPENDENCE (FY'93-94)", "INDIVIDUALS WITH DISABILITIES (FY'93-94)", AND "OFFENDERS (FY'93-94)"; APPROPRIATING GRANT FUNDS IN THE RESPECTIVE AMOUNTS OF $47,678, $50,960, AND $56,952 FROM THE STATE OF FLORIDA, DEPARTMENT OF LABOR AND EMPLOYMENT SECURITY; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARDS AND ENTER INTO THE NECESSARY IMPLEMENTING AGREEMENTS, IN A FORM ACCEPTABLE WITH THE CITY ATTORNEY, WITH THE STATE OF FLORIDA; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the State of Florida, through the Department of Labor and Employment Security, has awarded the City of Miami three (3) grants in the amounts of $47,678, $50,960, and $56,952 from Wagner-Peyser 7(b) Discretionary Funds; and WHEREAS, the award of these grants will enable the Department of Community Development, through its Neighborhoods Jobs Program, to provide specialized employability skills and job placement services to Project Independence participants, Individuals with Disabilities and Offenders in the City of Miami; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference i (, 8 4 thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Funds are hereby established and resources are hereby appropriated as described herein: FUND TITLE: WAGNER-PEYSER 7(b) DISCRETIONARY FUNDS (FY'93-94) "PROJECT INDEPENDENCE" RESOURCES: STATE OF FLORIDA THROUGH THE DEPARTMENT OF LABOR AND EMPLOYMENT SECURITY $47,678 APPROPRIATION: WAGNER-PEYSER 7(b) DISCRETIONARY FUNDS (FY'93-94) "PROJECT INDEPENDENCE" $47,678 FUND TITLE: WAGNER-PEYSER 7(b) DISCRETIONARY FUNDS (FY'93-94) "INDIVIDUALS WITH DISABILITIES" RESOURCES: STATE OF FLORIDA THROUGH THE DEPARTMENT OF LABOR AND EMPLOYMENT SECURITY $50,960 APPROPRIATION: WAGNER-PEYSER 7(b) DISCRETIONARY FUNDS (FY'93-94) "INDIVIDUALS WITH DISABILITIES" $50,960 FUND TITLE: WAGNER-PEYSER 7(b) DISCRETIONARY FUNDS (FY'93-94) "OFFENDERS" RESOURCES: STATE OF FLORIDA THROUGH THE DEPARTMENT OF LABOR AND EMPLOYMENT SECURITY $56,952 APPROPRIATION: WAGNER-PEYSER 7(b) DISCRETIONARY FUNDS (FY'93-94) "OFFENDERS" $56,952 1 0 S 4 W-m Section 3. The City Manager is hereby authorizedI/ to accept these grants as set forth in the Preamble to this Ordinance and to enter into the necessary agreements, in a form acceptable to the City Attorney, with the State of Florida to implement these grants. Section 4. The herein authorization shall remain valid and outstanding even if the anticipated grant awards are reduced or increased. Section 5. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance shall become effective thirty (30) days after final reading and adoption thereof. PASSED ON FIRST READING BY TITLE ONLY this 8th day of July 1993. BACKGROUND: The Department of Community Development has prepared legislation appropriating funds and establishing the following three (3) special revenue funds as a result of grant awards from the State of Florida, Department of Labor and Employment Security. 1. Wagner-Peyser/Project Independence (FY'93-94) - The State of Florida awarded the City $47,678 to provide specialized employability skills and job placement services to Project Independence eligible participants. 2. Wagner-Peyser/Individuals with Disabilities (FY'93-94) - The State of Florida awarded the City $50,960 to provide specialized employability skills and job placement services to individuals with disabilities. 3. Wagner-Peyser/Offenders (FY'93-94) - The State of Florida awarded the City $56,952 to provide specialized employability skills and job placement services to offenders. The aforementioned programs are operated in the Neighborhood Jobs Program of the Department of Community Development.
