AN ORDINANCE ESTABLISHING FIVE (5) NEW
SPECIAL REVENUE FUNDS ENTITLED: "JTPA TITLE
I/OLDER WORKER (PY'93)", "JTPA TITLE
IIA/NEIGHBORHOODS JOBS PROGRAM (PY'93)",
"JTPA TITLE IIC/NEIGHBORHOODS JOBS PROGRAM
(PY'93)", "JTPA TITLE III PROGRAM (PY'93)",
AND "OFFICE OF INTERGOVERNMENTAL LIAISON
(PY'93)", AND APPROPRIATING FUNDS FOR
OPERATION OF EACH COMPONENT IN THE RESPECTIVE
AMOUNTS OF $28,000, $429,000, $429,000,
$102,000, AND $90,000 FROM U.S. DEPARTMENT OF
LABOR GRANT AWARDS; AUTHORIZING THE CITY
MANAGER TO ACCEPT THE AFOREMENTIONED GRANT
AWARDS AND ENTER INTO THE NECESSARY
AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH THE SOUTH FLORIDA EMPLOYMENT
AND TRAINING CONSORTIUM; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the Congress of the United States adopted Public
Law 97-300, the Job Training Partnership Act (JTPA) on October
13, 1982 to establish programs to prepare youth and unskilled
adults for entry into the labor force and to afford job training
to economically disadvantaged persons and other individuals
facing serious barriers to employment, who are in special need of
such training to obtain productive employment; and
WHEREAS, the City of Miami operated the Neighborhoods Jobs
Program in FY'92 to meet the mandate of the aforementioned Public
Law; and

WHEREAS, the South Florida Employment and Training
Consortium has allocated the City $28,000 to place older workers
under Title I of the JTPA Older Workers Program; and
WHEREAS, the South Florida Employment and Training
Consortium has allocated the City $429,000 under Title IIA to
retrain adults from the general population, ex -offenders,
recipients of aid for dependent children, and handicapped
persons; and
WHEREAS, the South Florida Employment and Training
Consortium has allocated the City $429,000 under Title IIB to
retrain youths from the general population; and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City $102,000 of Title III funds to
provide retraining to dislocated workers; and
WHEREAS, the City of Miami is a member of the South Florida
Employment and Training Consortium along with the jurisdictions
of Hialeah, Miami Beach, Dade County and Monroe County; and
WHEREAS, the South Florida Employment and Training
Consortium has allocated the City $90,000 to continue liaison
services with the Consortium;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Funds are hereby
established and resources are hereby appropriated as described
herein:

FUND TITLE: OFFICE OF INTERGOVERNMENTAL
LIAISON (PY'93)
RESOURCES: U.S. DEPARTMENT OF LABOR
THROUGH THE STATE OF FLORIDA
AND THE SOUTH FLORIDA EMPLOYMENT
AND TRAINING CONSORTIUM $ 90,000
APPROPRIATION: OFFICE OF INTERGOVERNMENTAL
LIAISON (PY'93) $ 90,000
Section 3. This appropriation is contingent upon funding by
the South Florida Employment and Training Consortium and the City
Manager's acceptance thereof.
Section 4. The City Manager is hereby authorized`/ to
accept the grants and to enter into the necessary agreements, in
a form acceptable to the City Attorney, with the South Florida
Employment and Training Consortium.
Section 5. The herein authorization shall remain valid and
outstanding even if the anticipated grant award is reduced or
increased.
Section 6. All ordinances or parts of ordinances insofar as
they are in conflict with the provisions of this Ordinance are
hereby repealed.
Section 7. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 8. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.
The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

It is respectfully recommended that the City Commission adopt the
attached Ordinance which appropriates funds for five (5) special
revenue funds entitled: "JTPA Title I/Older Worker (PY'93)", JTPA
Title IIA/Neighborhoods Jobs Program (PY'93)", "JTPA Title
IIC/Neighborhoods Jobs Program (PY'93)", "JTPA Title III Program
(PY'93)" and "Office of Intergovernmental Liaison (PY'93)", for the
operation of each component in the respective amounts of $28,000,
$429,000, $429,000, $102,000 and $90,000 from the Department of
Labor grant awards.
BACKGROUND:
The Department of Community Development has prepared legislation
appropriating funds and establishing the following five (5) special
revenue funds as a result of grant awards from the South Florida
Employment and Training Consortium (SFETC):
1. JTPA Title I/Older Workers (PY'93) - The SFETC awarded the City
$28,000 to provide employment services to older workers.
2. JTPA Title IIA/Neighborhoods Jobs Program (PY'93) - The SFETC
awarded the City $429,000 to provide retraining to the general
population, ex -offenders, recipients of aid to dependent
children and handicapped persons.
3. JTPA Title IIC/Neighborhoods Jobs Program (PY'93) - The SFETC
awarded the City $429,000 to retrain youths from the general
population.
4. JTPA Title III/Program (PY'93) - The SFETC awarded the City
$102,000 to provide retraining to dislocated workers.
5. Intergovernmental Liaison (PY'93) - The SFETC awarded the City
$90,000 to continue liaison services with the Consortium.
The aforementioned programs are operated in the Neighborhood Jobs
Program of the Department of Community Development.
