HomeMy WebLinkAboutO-11069J-93-376 5/21/93 ORDINANCE NO. 11069 AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10202 ADOPTED JANUARY 8, 1987, AS AMENDED, BY INCREASING APPROPRIATIONS TO THE SPECIAL REVENUE FUND ENTITLED: "HANDICAPPED DIVISION FUND RAISING PROGRAM" BY $100,000 COMPOSED OF MONIES GENERATED THROUGH FUND RAISING EFFORTS OF THE PROGRAMS FOR PERSONS WITH DISABILITIES AND PRIVATE DONATIONS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10202 on January 8, 1986 establishing a special revenue fund entitled "Handicapped Division Fund -Raising Program" for the purpose of augmenting declining grant funding to the City's Programs for Persons with Disabilities; and WHEREAS, said Ordinance was subsequently amended by Ordinance 10668 and Ordinance 10925 to provide increased appropriations to said fund; and WHEREAS, the Programs for Persons with Disabilities Division of the Department of Parks and Recreation has continued to develop and implement various fund raising activities, which have proven successful; and WHEREAS, current and anticipated revenues to this fund through Fiscal Year 1994 are expected amount to $200,000, an increase of $100,000 since the appropriation was last amended in October of 1991; and 11069 WHEREAS, the revenues collected from nongovernmental sources such as special events and private donations will continue to be utilized to enhance the availability of quality programs and services for persons with disabilities, and will provide, particularly, for the purchase of a wheelchair -accessible bus for use by said program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Ordinance No. 10202, adopted January 8, 1986, is hereby further amended in the following particulars: 1/ "Section 1. The following Special Revenue Fund is hereby increased as described herein: FUND TITLE: HANDICAPPED DIVISION FUND RAISING PROGRAM RESOURCES: PUBLIC AND PRIVATE CONTRIBUTIONS $25, 000 $ 50,000 OTHER FUND RAISING $?-5,000 $150,000 APPROPRIATION: HANDICAPPED DIVISION FUND RAISING PROGRAM $iee,eee $200,000" Section 2. All Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. 1/ Words and/or figures stricken through shall be deleted. Underscored words and/or figures shall be added. The remaining provisions are now in effect and remain unchanged. - 2 - 11069 Section 4. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the reservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary purchases and payments, and to generally carry out the functions and duties of municipal affairs. Section 5. The requirements of reading this Ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Section 6. Q_ 0 ES, III CITY ATT EY 11069 CITY OF MIAMI, FLORIDA 145 INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members of the City Commission FROM Cesar �0 d4o City nage� DATE FILE JUN 1 61993 SUBJECT Ordinance Amending Special Revenue Fund: Handicapped Division Fund Raising REFERENCES: ENCLOSURES: Recommendation It is respectfully recommended that the City Commission adopt the attached emergency ordinance amending Ordinance No. 10202, pertaining to the special revenue fund entitled: "Handicapped Division Fund Raising Program", by increasing appropriations to this fund by $100,000, composed of monies generated through fund- raising efforts of the City of Miami's Programs for Persons with Disabilities and through private donations. Background: The Department of Parks and Recreation - Programs for Persons with Disabilities relies heavily on grant funds for its continued operation and recent declines in federal and state grants and in community development monies have necessitated that the Division place an increased emphasis on fund-raising. For this reason, Ordinance No. 10202 (January 8, 1986) established a special revenue fund entitled "Handicapped Division Fund -Raising Program" for the purpose of augmenting declining funding to this program. Since 1986, the Division has continued to develop and implement various fund-raising activities, including monthly special events and the highly successful annual Golf Classic. Coupled with other private donations, the Division will have raised approximately $200,000 through FY'94. This figure includes $100,000 that was raised since the Ordinance was last amended in 1991. These funds will be used to continue existing programs, to purchase a wheelchair accessible bus, and to expand services to additional disabled citizens interested in participating in the various activities offered by the Program. Currently, three hundred adults and children are served weekly. This item is a companion to a resolution which would authorize the purchase of a wheelchair accessible bus. THIS ORDINANCE IS BEING REQUESTED AS AN EMERGENCY MEASURE SO THAT FUNDS ARE IMMEDIATELY IN PLACE FOR THE PURCHASE OF THE WHEELCHAIR ACCESSIBLE BUS.
