ORDINANCE NO.
AN EMERGENCY ORDINANCE CREATING A NEW SPECIAL
REVENUE FUND ENTITLED: "PROGRAMS FOR THE
DEVELOPMENTALLY DISABLED - 1993-94" AND
APPROPRIATING FUNDS FOR ITS OPERATION IN THE
TOTAL AMOUNT OF $445,120 CONSISTING OF A
$280,107 GRANT FROM THE STATE OF FLORIDA,
DEPARTMENT OF HEALTH AND REHABILITATIVE
SERVICES (HRS), $35,013 AS A CONTRIBUTION
FROM THE GENERAL FUND FOR THE REQUIRED LOCAL
MATCH, AND $130,000 IN CARRY-OVER FUND
BALANCE FROM THE SPECIAL REVENUE FUND
ENTITLED "RECREATION PROGRAMS FOR THE
MENTALLY RETARDED - FY '93"; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, pursuant to Resolution No. 93-357, adopted
May 27, 1993, the City has accepted a grant in the amount of
$280,107 from the State of Florida, Department of Health and
Rehabilitative Services (hereinafter referred to as HRS) for
funds to support programs for the developmentally disabled during
the coming year; and
WHEREAS, said programs will be provided to disabled
individuals by the Parks and Recreation Department through its
Programs for Persons with Disabilities during the period July 1,
1993 through June 30, 1994; and
WHEREAS, the HRS grant is divided into the following
component programs: $92,492 for developmental training (17
clients), $21,600 for supported employment (4 clients), $144,415

for recreation programs (84 clients), and $21,600 for
transportation services for the above; and
WHEREAS, said grant requires a 12.5% local match, or
$35,013, which amount is available from the existing General Fund
Operating Budget of said Division; and
WHEREAS, a fund balance in the amount of $130,000 is
anticipated from the Special Revenue Fund entitled "Recreation
Programs for the Mentally Retarded - FY '93", which should be
carried over into the new fund; and
WHEREAS, the aggregate of these funds, in the total amount
of $445,120 will allow the program to continue through June 30,
1994;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following Special Revenue Fund is hereby
established as described herein:

Section 2. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami and upon the further grounds of the necessity to make
the required and necessary purchases and payments, and to
generally carry out the functions and duties of municipal
affairs.
Section 5. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 6. This Ordinance shall become effective
immediately upon its adoption.

It is respectfully recammended that the City Commission adopt the attached
emergency ordinance creating a new special revenue fund entitled: "Recreation
Programs for the Developmentally Disabled - 1993-94" and appropriating funds
for the program's operation in the amount of $445,120 consisting of $280,107
in grants from the Florida Department of Health and Rehabilitative Services
(HRS), $35,013 as the required local match from the General Fund Operating
Budget of the Parks and Recreation Department/Programs for Persons with
Disabilities, and $130,000 as a carry-over fund balance from the FY192 revenue
fund entitled "Recreation Programs for the Mentally Retarded".
Bac] :
The Department of Parks and Recreation - Programs for Persons with
Disabilities has received grant funds from the State of Florida Department of
Health and Rehabilitative Services for the past fifteen years. These monies
are used to provide ccu minity recreation, developmental training, supported
employment and transportation services to more than ninety (90) mentally
retarded adults --on a monthly basis. Due to the high quality of service
provided by the City of Miami, the State of Florida has again awarded grant
funds- The contract period for the grants will run for twelve (12) months,
from July 1, 1993 through June 30, 1994.
Funds from the State cover four (4) interrelated component programs offered by
this Division. Funds in the amount of $92,492 will cove's developmental
training for twenty-one (21) clients. This is a thirty -hour per week, work -
oriented program, giving instruction in such pre -vocational skills as telling
time, transacting money, and learning how to take a bus. The supported
emplC mrent component serves four clients and is funded in the amount of
$21,600 and provides vocational training and job placement. The third
component, funded in the amount of $144,415 provides for cemm mitt' recreation
to a minimum of 84 clients, on the average of 16 hours per month. Specific
recreation activities include dances, arts and crafts, ceramics, music, and
special events. Additionally, clients are educated on socialization skills,
interpersonal relationships, and peer interaction. The Division provides the
clients with transportation to the various program and activity sites, which
is supported by $21,600 in state funds.
This ordinance is being presented as an emergency measure due to the fact
these grants were recently awarded; the need to meet the State of Florida's
established time constraints and deadlines; and to ensure that funds are
immediately in place for the continuation of the Program.
