AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "OVERTOWN NEIGHBORHOOD PARTNERSHIPS -COMMUNITY CRIME PREVENTION PROGRAM"; APPROPRIATING FUNDS FOR THE OPERATION OF SAID PROGRAM IN THE AMOUNT OF $50,000 FROM THE STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS, BUREAU OF PUBLIC SAFETY MANAGEMENT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, on January 14, 1993, the City Commission adopted Resolution No. 93-21 which authorized the City Manager to accept a grant from the State of Florida Department of Community Affairs, in the amount of $50,000 for the Overtown Neighborhood Partnerships -Community Crime Prevention Program; and WHEREAS, the Overtown Neighborhood Partnerships -Community Crime Prevention Program was developed by the City of Miami Police Department in conjunction with Miami Dade Community College; and WHEREAS, the aforementioned grant will provide resources to develop positive working relationships between police officers and residents of the Overtown area; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference 11063 thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: OVERTOWN NEIGHBORHOOD PARTNERSHIPS - COMMUNITY CRIME PREVENTION PROGRAM RESOURCES: STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS, BUREAU OF PUBLIC SAFETY MANAGEMENT $50,000 APPROPRIATION: OVERTOWN NEIGHBORHOOD PARTNERSHIPS - COMMUNITY CRIME PREVENTION PROGRAM $50,000 Section 3. This appropriation is contingent upon funding by the State of Florida Department of Community Affairs. Section 4. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 5. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity of the City of Miami to make the required and necessary payments to its employees and officers, payment of its debts, necessary and -2- 11063 required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 8. The requirement of reading this Ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Section 9. Odlo ENCLOSURES: City Commission Agenda City Manager May 13, 1993 It is respecfully recommended that the City Commission adopt the attached Emergency Ordinance establishing a new Special Revenue Fund entitled Overtown Neighborhood Partnerships -Community Crime Prevention Program, in the amount of $50,000 from the State of Florida Department of Community Affairs, Bureau of Public Safety Management. On January 14, 1993, the City Commission adopted Resolution No. 93-21 which authorized the City Manager to accept a grant from the State of Florida Department of Community Affairs, in the amount of $50,000 for the Overtown Neighborhood Partnerships -Community Crime Prevention Program. This resolution also allocated $16,667 from the Law Enforcement Trust Fund as the local match for this project. The Overtown Neighborhood Partnerships -Community Crime Prevention Program was developed by the City of Miami Police Department in conjunction with Miami Dade Community College. The grant will provide resources to develop positive working relationships between police officers and residents of the Overtown area. Specific activities will include crime prevention projects and jointly developing action plans to address high priority crime issues requiring direct action. The proposed ordinance establishes a new Special Revenue Fund entitled Overtown Neighborhood Partnerships -Community Crime Prevention Program, in the amount of $50,000. The proposed ordinance is presented as an emergency measure in order that this important program may begin operating immediately.
