HomeMy WebLinkAboutO-11061J-93-234 3/11/93 ORDINANCE NO. 11061 AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "SUMMER FOOD SERVICE PROGRAM FOR CHILDREN 1993" AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $297,108 CONSISTING OF A GRANT FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE THROUGH THE FLORIDA DEPARTMENT OF EDUCATION; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE AND TO EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Florida Department of Education, Food and Nutrition Management Division, with funding from the U.S. Department of Agriculture, has agreed to allow the City of Miami to participate once again in its Summer Food Program; and WHEREAS, said State agency will reimburse the City at a rate of $2.2025 per summer lunch, and $0.5775 per supplement, which the City provides to children within the parks of the City of Miami; and WHEREAS, each $2.2025 reimbursement will provide $2.04 for operational and actual lunch cost, and $0.1600 for administrative costs of the program, and each $0.5775 reimbursement will provide 11061 $0.5350 for operational and actual supplement costs, and $0.0425 for administrative cost of the program; and WHEREAS, an estimated 120,138 lunches and 103,409 supplements will be served during the project period starting June 21 and ending August 20, 1993; and WHEREAS, an estimated $297,108 will be received from the State of Florida for carrying out said program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Summer Food Service for Children - 1993. RESOURCES: Grant Reimbursements from the United States Department of Agriculture through the Florida Department of Education. $ 297,108 APPROPRIATION: Summer Food Service Program for Children - 1992 $ 297,108 Section 3. This appropriation is contingent upon the approval of the City's application for said grant by the Florida Department of Education and the City Manager's acceptance thereof. _ 2 _ 11061 Section 4. The City Manager is hereby authorized to accept the grant as set forth in the Preamble to this Ordinance and to execute the necessary document(s)"/ in a form acceptable to the City Attorney for said program. Section 5. All Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 8. The requirements of reading this Ordinance on two separate days is hereby dispensed with an affirmative vote of not less that four -fifths of the members of the Commission. Section 9. This Ordi)hance shall become effective immediately upon its adoption. Odlo REFERENCES: City Manager ENCLOSURES: FILE Ordinance for the Summer Food Service Program for Children 1993 It is respectfully recommended that the City Commission adopt the attached ordinance to create a new Special Revenue Fund and to appropriate grant funds in the amount of $297,108 to be received from the United States Department of Agriculture to conduct a summer food service program for youth aged 18 and under from June 21, 1993 through August 22, 1993. Each year since 1968, the Department of Parks and Recreation has sponsored a Summer Food Service Program for Children. Under this program, the City provides nutritional meals in conjunction with its comprehensive recreational program featuring arts and crafts, sporting activities, field trips and special events. This year, we plan to serve up to 2,350 lunches and 2,730 snacks per day using no less than thirty (30) sites throughout the City. The Florida Department of Education will reimburse the City at a fixed rate of $2.2025 per lunch, and $0.5775 per snack. This rate will provide sufficient funds to cover the meal cost and to hire the necessary temporary, part-time recreation aides to operate the program. Based upon the estimated number of participants and 44 service days in the program, the total grant amount is expected to be $297,108. This Ordinance is being presented as an emergency item because the department was just recently informed of the availability of grant funds, the need to meet the State of Florida established. time constraints and deadlines for contract execution and to ensure that funds are in place prior to the start of the Summer Program on June 21, 1993.
