ORDINANCE NO.
AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED: "DRUG ABUSE RESISTANCE
EDUCATION"; APPROPRIATING FUNDS FOR ITS OPERATION IN
AN A14DLW NOT TO EXCEED $44,942; AUTHORIZING THE CITY
MANAGER TO ACCEPT A GRANT OF $44,942 FROM METROPOLITAN
DADE COUNTY; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City of Miami Police Department is continuing its efforts
toward educating the youth of our cam unity in dangers of drug and alcohol
abuse; and
WHEREAS, the Drug Abuse Resistance Education program is designed to
further this commitment by educating elementary school students about to move
on to middle school; and
WHEREAS, Metropolitan Dade County has approved the award of $44,942,
toward the payment of overtime and other related expenses with no matching
funds from the City of Miami to accomplish this training; and
WHEREAS, any purchases would have to comply with applicable city code
purchasing requirements;
NOW, THEREFORE, BE IT ORDAINED BY THE CL-VMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this
Ordinance are hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.

Section 2. The following Special Revenue Fund is hereby established and
resources are hereby appropriated as described herein:
FUND TITLE: Drug Abuse Resistance Education
RESOURCES: Metropolitan Dade County $44,942.00
APPROPRIATIONS: Total Personnel $37,773.00
Total Training Costs $ 2,400.00
Total Support Costs $ 4,769.00
Section 3. The City Manager is hereby authorized to accept the funding
as set forth in the Preamble to this Ordinance and to enter into the necessary
contract(s) and/or agreement(s), in a form acceptable to the City Attorney,l/
for the acceptance of the aforesaid monies for the compensation of personnel
and other related costs.
Section 4. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this Ordinance are hereby
repealed.
Section 5. If any section, part of section, paragraph, clause, phrase,
or word of this Ordinance is declared invalid, the remaining provisions of
this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared to be an emergency measure
on the grounds of urgent public need for the preservation of peace, health,
safety, and property of the City of Miami, and upon the further grounds of the
necessity of the City of Miami to make the required and necessary payments to
its employees and officers, payment of its debts, necessary and required
purchases of goods and supplies, and to generally carry on the functions and
duties of municipal affairs.
1/ The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 7. The requirement of reading this ordinance on two separate
days is hereby dispensed with by an affirmative vote of not less than four -
fifths of the manbers of the Commission.
Section 8. This Ordinance shall become effective immediately upon its
adoption.

It is respectfully recommended that an Ordinance establishing a
Special Revenue Fund entitled: "Drug Abuse Resistance Education
(D.A.R.E.)," accepting a grant from Metropolitan Dade County, in
the amount of $44,942, and appropriating funds for the operation
of same, be adopted.
The Miami Police Department is continuing its efforts in
educating the youth of our schools in the dangers of alcohol and
substance abuse. Toward this end the Drug Abuse Resistance
Education (D.A.R.E.) program was established. This program
targets elementary school students about to move on to middle
school. Metropolitan Dade County has committed $44,942 toward
the payment of overtime for police officers certified in teaching
the D.A.R.E. program, training costs, and curriculum support
materials. There are no matching funds required from the City of
Miami.
This Ordinance is being requested on an emergency basis so that
the reimbursements can be made for the current school year.
