11046
AN EMERGENCY ORDINANCE AUTHORIZING THE CITY
MANAGER TO ACCEPT A GRANT-IN-AID AWARD, IN
THE AMOUNT OF $3,600.00, AND TO ENTER INTO
THE NECESSARY AGREEMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH THE
FLORIDA DEPARTMENT OF STATE, DIVISION OF
LIBRARY AND INFORMATION SERVICES, TO CONDUCT
A SURVEY OF CERTAIN RECORDS LOCATED IN CITY
HALL FOR AN EVALUATION OF SAID RECORDS'
ARCHIVAL VALUE; ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED "FLORIDA LOCAL
HISTORICAL RECORDS GRANT PROGRAM/ARCHIVAL
SURVEY" AND APPROPRIATING FUNDS THEREFOR IN
THE AMOUNT OF $3,600.00 FROM THE FLORIDA
DEPARTMENT OF STATE, DIVISION OF LIBRARY AND
INFORMATION SERVICES; FURTHER DIRECTING THE
CITY CLERK TO ASSIST IN SAID SURVEY, SUCH
ASSISTANCE TO PROVIDE THE LOCAL IN -KIND
MATCH REQUIREMENT FOR SAID GRANT; CONTAINING
A REPEALER PROVISION, A SEVERABILITY CLAUSE
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Office of the City Clerk applied for a grant-
in-aid from the Florida Department of State, Division of Library
and Information Services ("Department"), under the Florida Local
Historical Records Grant Program, to survey the records in the
City Hall basement for potential archival value; and
WHEREAS, said Department awarded a grant-in-aid, in the
amount of $3,600.00, to the City of Miami; and
WHEREAS, an archivist who possesses the professional
qualifications and expertise required will be employed to conduct
said records survey; and

WHEREAS, the City Clerk's Office shall assist with said
survey to provide the local in -kind match requirement for said
grant;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized`/ to
accept a Grant -in -Aid award, in the amount of $3,600.00, and to
enter into the necessary agreements, in a form acceptable to the
City Attorney, with the Department of State, Division of Library
and Information Services, to conduct a survey of the records
presently located in City Hall for an evaluation of said records'
archival value.
Section 3. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
RESOURCES: DEPAERTHM OF STATE, DIVISION OF $3,600.00
LIBRARY AND INFORMATION SERVICES
APPROPRIATIONS: ARCfIIVAL SURVEY $3,600.00
The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

Section 4. The City Clerk is hereby directed to assist
in said survey, such assistance to provide the local in -kind
match requirement for said grant.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 6. If any section, part of section, paragraph,
clause, phase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the necessity to make
the required and necessary payments to its employees and offices,
payment of its debts, necessary and required purchases of goods
and supplies, and to generally carry on the functions and duties
of municipal affairs.
Section 8. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 9. This Ordinance shall become effective
immediately upon its adoption.

The City Clerk's Office applied for a grant to assess the
archival value of records stored in the City Hall basement. This
