HomeMy WebLinkAboutO-11034J-93-72 1/20/93 ORDINANCE NO. 11034 AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "JTPA TITLE III TEMPORARY "EMERGENCY" JOBS PROGRAM (PY'92) AND APPROPRIATING $1,341,600 FOR SAID FUND FROM THE U.S. DEPARTMENT OF LABOR; AUTHORIZING THE CITY MANAGER TO ACCEPT THE AFOREMENTIONED GRANT AWARD AND ENTER INTO THE NECESSARY AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Congress of the United States adopted Public Law 97-300, the Job Training Partnership Act (JTPA) on October 13, 1982 to establish programs to prepare youth and unskilled adults for entry into the labor force and to afford job training to economically disadvantaged persons and other individuals facing serious barriers to employment, who are in special need of such training to obtain productive employment; and WHEREAS, the Department of Community Development operates the Neighborhoods Jobs Program to meet the mandate of the aforementioned public law; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City of Miami $1,341,600 from JTPA Title III funds to operate a Temporary "Emergency" Jobs Program specifically targeted to those individuals dislocated by Hurricane Andrew and the long term unemployed; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: JTPA TITLE III - TEMPORARY "EMERGENCY" JOBS PROGRAM (PY'92) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $1,341,600 APPROPRIATION: JTPA TITLE III - TEMPORARY "EMERGENCY" JOBS PROGRAM (PY'92) $1,341,600 Section 3. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized to accept the grant and to enter into the necessary agreements, in a form acceptable to the City Attorney, with the South Florida Employment and Training Consortium. Section 5. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. 2 11034 - - Section 6. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this Ordinance are hereby repealed. Section 7. If any section, part of section, paragraph clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 8. This Oordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 9. The requirement of reading this Ordinance on two separate days is hereby dispensed with a vote of not less than four -fifths of the members of the Commission. Section 10. O City Manage RECOMMENDATION: DATE ! ! ! t�FILE SUBJECT Appropriation Ordinance for Title III Temporary "Emergency" Jobs Program REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached ordinance which establishes a new special revenue fund entitled "JTPA Title III Temporary "Emergency" Jobs Program and appropriates $1,341,600 for this purpose from the U.S. Department of Labor through the South Florida Employment and Training Consortium. BACKGROUND: The Department of Community Development has been awarded a JTPA Title III grant from the South Florida Employment and Training Consortium to provide temporary "emergency" jobs to those individuals dislocated by Hurricane Andrew and the long term unemployed. The City has been awarded $1,341,600 of JTPA Title III funds. This will maintain the 300 slots currently allocated among City departments performing Hurricane Andrew related activities. Adoption of the proposed legislation establishes the aforementioned Special Revenue Fund and appropriates funds as outlined above.
