Adoption of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) has had a dramatic impact on the manner in which policy development and implementation takes place at all levels of government. ISTEA calls for a national transportation system that must consist of all forms of transportation. This system must include greatly improved public transportation systems and services, better access to seaports and airports, and more efficient operation of transportation facilities and services. The Florida Department of Transportation (Department) has contracted with Post, Buckley, Schuh & Jernigan, Inc, fo develop a Multimodal Intrastate Master Plan for S.R. 826 (Palmetto Expressway). The Plan is to be consistent with, and support the implementation of ISTEX and be developed cooperatively with state, regional and local groups. This Master Plan is a long-range project which will develop the Palmetto Corridor within the guidelines of the Florida Intrastate Highway System's policy for the year 2020. It will carry the development beyond the current improvement work for which design is underway and assure that the facility is used in the most efficient person carrying way. The work will incorporate this current design and evaluate a wide range of mobility enhancement options including rail, bus and high occupancy vehicles. The evaluation will be multimodal reflecting the potential of public transportation to serve the area's mobility needs.
