RECOMMENDATION:
It Is respectfully recommended that the attached Resolution be
adopted ratifying the emergency findings of the City Manager and
approving the implementation of temporary traffic control Plan "B"
In the Bay Heights and Natoma Manor neighborhood and to hear
comments and reconsider the temporary vehicular access
restrictions contained in Plan "A" and Plan "B" adopted by
Resolution No. 93-486 on July 22, 1993.
BACKGROUND:
On July 22, 1993 the City Commission adopted two traffic plans for
the Bay Heights and Natoma Manor neighborhoods to be Implemented on
a trial basis. The traffic restrictions contained in the plans are
In response to the residents' concerns about undesirable traffic
Intrusion Into their neighborhoods.
Plan "A", Installed on August 3, 1993, has been found to severely
restrict vehicular access to the Bay Heights neighborhood by
barrlcading the Samana Drive and Alatka entrances at South Miami
Avenue. The Public Works Director and I have personally
Investigated and concluded that access for emergency vehicles and
residents' emergency trips are unreasonably delayed by the
barricades across Samana Drive and Alatka Street. increased
traffic volumes on South Miami Avenue/South Bayshore Drive have
also occurred due to the implementation of the traffic plan.
Additionally, the administration has received complaints from
medical doctors regarding delays in response time to emergency
calls at Mercy Hospital.
For the above stated reasons and in the interest of protecting the
health, safety and welfare of the residents of the Bay Heights
neighborhood, I have taken the emergency measure of removing the
temporary barricades across Samana Drive and Alatka Street and
Implemented Plan "B"

Numerous citizens, residents of the Bay Heights and Natoma Manor
neighborhoods and the administration of Mercy Hospital have
expressed concerns about these traffic control plans during the
first month of their Implementation. Due to these concerns and
those previously expressed about emergency response time, this
public hearing has been scheduled to hear comments and reconsider
the temporary vehicular access restrictions contained In Plan "A"
and Plan " B " and discuss other alternatives that address the
neighborhood's traffic Intrusion concerns.

NOTICE OF PUBLIC HEARING
A Public Hearing will be held by the Commission of the City of
Miami, Florida, on September 7, 1993, at 7:00 p.m. In the City
Commission Chambers at City Hall, 3500 Pan American Drive, Miami,
Florida for the purpose of hearing any comments by the City
Commission from any Interested parties affected by the TEMPORARY
RESTRICTION OF VEHICULAR ACCESS TO THE BAY HEIGHTS AND NATOMA
MANOR NEIGHBORHOODS, IN ACCORDANCE WITH PLAN "A" AND PLAN "B".
Said Plan "A" and Plan "B" Is on file with the City of Miami
Department of Public Works, 275 N.W. 2 Street, Miami, Florida.
All Interested persons are Invited to appear and may be heard
concerning the proposed traffic measures. Should any person
desire to appeal any decision of the City Commission with respect
to any matter considered at this hearing, that person shall
ensure that a verbatim record of the proceedings is made,
Including all testimony and evidence upon which any appeal may be
based.

Dear Mr. Odic,
The purpose of this letter is to vehemently complain about the ill thought out
Barricades that were installed in the front of Bay Heights entrance on Samana Drive.
They do not make any sense, but do make it extremely difficult for the residents and
taxpayers of Bay Heights to enter and exit from the area. More important, have you
ever tried to give instructions to delivery and service personnel trying to get to
Samana from 17th Avenue? It is easy to get to your home, but for the folks inside
the area there are some difficulties.
Also, emergency vehicles will have a longer trip into the area, should and when the
need arises, due to the new entrances.
Mr. Manager; let's rethink this "temporary" ill thought out decision that adds more
traffic to US 1 and Bayshore during the rush hour traffic at 4:00 p.m. Why not put
government to work in a responsible way, and remove the Barricades today.
Finally, please place me on the September 7th City Commission Agenda.

I am extremely distressed and have never been so upset at my
City Commission as I am at this time over the fiasco you have
created in the traffic pattern in Bay Heights, Natoma Manor and
indirectly, in Coconut Grove.
You must understand that my frame of mind and extreme distress
is caused by my life or death situation and not because of a mere
convenience or inconvenience over routes. I must attend out-
patient dialysis treatment at Mercy Hospital every Monday,
Wednesday and Friday, all afternoon each day in order to be hooked
to a dialysis machine to cleanse my blood. This means that the
traffic pattern that I have to travel with my wife from our home in
Bay Heights up Shore Drive East to Tigertail and up Tigertail to
17th Avenue, East on 17th Avenue and then North on Bay Shore Drive
to Mercy Hospital each of the days I just named, to and from our
home to Mercy Hospital. Additionally, my wife drops me off at
Mercy and has that same route back home and a return to Mercy to
pick me up late in the afternoon where I remain all afternoon each
time.
In addition, you have created a hazard with regard to ambulance
service into Bay Heights in the case of an emergency, and you have
hindered the Fire Department in reaching Bay Heights through that
maze of passage ways.
I am not paying $6,000.00 a year in taxes (for the last 32 years)
to be treated like a third-class citizen, or to remain there under
these circumstances. I would rather leave Bay Heights and Miami
and move to Broward County, and I will do that if you adopt any of
these traffic patterns proposed.
The streets are public streets and are dedicated to the public.
There is no reason why a few private citizens should expect
preferential, treatment by the closing of the exits at Samana and

Mr. Plummer is a long time friend of mine and I think he should
know how all of this affects at. least Bay Heights and Natoma Manor.
He. is receiving full credit for this fiasco and people will not
forget it. Mr. Plummer should not vote on this since he has an
obvious conflict of interest, living as he does within the affected
area. I will not forget and to the extent that I can do anything
about it as a private citizen, I will do everything in my power to
oppose whoever brings about this action.
If this is being done because a few citizens want their children to
be able to play in the streets without regard to traffic, then it
is up to the City to find a public park in the area for the use by
such children, but not to cause the problems they have caused for
everyone else.
The plan is ridiculous, absurd and nonsensical, and violates my
property rights as a property owner as well as my civil rights by
preventing me from enjoying life, liberty and the pursuit of
happiness as the Declaration of Independence proclaims. I will
stop at nothing to prevent this from occurring. Kindly govern
yourselves accordingly.
