However, the administration did identify $100,000 in CDBG contingency funds for the construction of the OneArt Community Center. In order to meet this loss of $175,000, we have arranged for several meetings with Metro -Dade Commissioners, and will be appearing at their July 13th Cultural and Recreation Sub -Committee. Today, I am requesting that you support OneArt's request for $100,000 for the construction of this much needed community center. I ask you to please make a difference in the lives of children and help us bring them the OneArtCenter. Thank you. "A Matter of Time" The goal of building the OneArtCenter came about as a result of an increasing need for after -school cultural and educational programs in the inner-city. A study released by the Carnegie Council on Adolescent Development, titled: "A Matter of Time," warns that half of America's 20 million children between the ages of 10 and 15 are in danger of not reaching their full potential, because nobody watches them after -school. The study also states that unless they are kept busy - in recreational programs ranging from sports leagues to scouting - rnore and more of these children will spend their free time doing drugs, joining gangs, committing crimes, and having sex. The most disturbing finding in the Carnegie report was the inaccessibility of programs, particularly for low-income children. It's not that low-income children don't want to be involved in programs, it's simply because of transportation problems and lack of money. OneArt's programs will be provided free of cost to all children, both during the after -school hours and during the day time hours through it's outreach and field -trip programs in conjunction with Dade County Public Schools. OneArt will break ground on August 16th, so mark your calendars and be sure to attend this special occasion. Metro and Miami Police Join to Delp Keep "Kids Off Streets" The Metro -Dade Police and The City of Miami Police Departments have joined OneArt in an effort to provide after -school and day time activities for "at -risk" children through the "Kids Off Streets" Program. The program which provides dance and art classes/workshops at OneArt and two Dade County Public Schools is in full swing with classes filled to over capacity on Mondays, Tuesdays, Wednesdays, Fridays, and Saturdays. Participants are presently rehearsing dance routines and mounting their art works in frames for an exhibition and dance presentation at OneArt on Saturday, April 24th at 1:00 p.m. Over 30 participants of "Kids Off Streets" who have shown exceptional improvement in their behavior and school grades are also gearing up for a field trip to the Blockbuster I -Max Film Theater and Museum of Discovery and Science in Fort Lauderdale on Sunday, March 28th. We would also like to take this opportunity to thank The Metro -Dade Police and The City of Miami Police Departments for making "Kids Off Streets" possible and for enriching the lives of over 130 participants of the program. Unfortunately, due to the defeat of President Clinton's "Economic Stimulus" Package, OneAtt was funded $300,000. However, this funding marks a major victory for the construction of the OneArtCenter and would not have been made possible without the initial recommendation from the administration and its staff who also share OneArt's vision for Dade County's underserved communities. We would also like to thank the entire Metro -Dade County Board of County Commissioners for their support and approval of this recommendation on April 27th. Additional support for this project has come from The City of Miami Commission who has helped OneArt complete the first phase of this project with a grant of $75,000 for acquisition of the site, The Miami Commission is expected to approve further funding for this project at their May 13th Commission meeting to help match Metro funds. Metro -Dade Police Department Visits "Kids Off Streets" Wansley Walters, Special Projects Coordinator for me Metro -Dade Police Department visited the "Kids Off Streets" Program on Wednesday, April 7th. Walters, who is also an appointee to the newly created HRS Board for Dade County, found OneArt's "Kids Off Streets" Program to be a very special project serving the needs of at -risk and inner-city children through the arts. Walters, who has also been involved with children's issues for years, spoke on the importance of these programs in the inner-city and found it commendable that OneArt chose to build the OneArtCenter in an area where it is most needed. i t M19T—qw am* j tr C.IA 'Kids Off Streets' at The Museum of Discovery and Wanes. Wansiey Wafters, Jose Martin, and participants of "Kids Off Streets." Good Behavior Pays Off! Meet participants of "Kids Off Streets" who have distinguished themselves by their good behavior, and who were selected to participate in a special field trip to The Museum of Discovery and Science and the Blockbuster I -Max Film Theatre In Fort Lauderdale on Sunday, March 28th. The primary focus of the "Kids Off Streets" program is to steer kids away from violence in the early elementary grades before they become participants in crime. The program which also focuses on dance, drama, and art classes, performances, exhibitions, and other after - school and weekend activities, is also geared to educating participants on the importance of staying in school, staying off the streets, and keeping away from drugs. "Kids Off Streets" to Perform at Miami Northwestern S Once again, "Kids Off Streets" is invited to perform for The Liberty City Christian Association. Pauline Gibbons, president of the association, asked OneArt to come back in order to recognize the children who performed for their "Community Christmas Party" in December of last year. This upcoming event which will be held on Sunday, May 23rd at 4,00 p.m. at the Miami Northwestern High School Auditorium is designed to also recognize the good works and positive efforts made by children throughout the Liberty City community. a_, t,, ca Special Thanks!
