Mayor In connection with your appointment as chairman of our Ad Hoc Committee to evaluate the F.E.C.-Bicentenial Maritime Park, I am expecting a report well in advance of the September 7, 1993 commission meeting. The reasons for the urgency of this request are as follows: 1. I would like a definitive decision by the City Commission regarding our intent to pursue the plan for the Maritime Park, which has progressed well past the conceptual design stage. This decision should be taken at the September 7th meeting. By copy hereof, I am requesting that the City Attorney prepare the appropriate resolution for our consideration. I ask that you submit your recommendation to the City Attorney and myself simultaneously, and that you do so prior to the 21st of August, so as to give him and the City Manager time to prepare whatever supporting documents are needed to comply with the 5-day rule. 2. In connection with the idea of building a baseball stadium or a new basketball arena, the possibility of a bayfront site has been discussed by various city and county commissioners. It is imperative that we know whether the F.E.C.-Bayfront Park site can be considered for a sports facility or - conversely - whether that option is precluded by the Maritime Park. If you do not believe you will be in a position to make a full report with recommendations by August 21, 1993, please advise me in writing within ten days hereof. I expect the manager will make available whatever resources you need to prepare the report; please advise me if there are additional resources you need. A RESOLUTION OF THE MIAMI CITY COMMISSION ENDORSING THE CONCEPT OF DEVELOPING, IN COOPERATION WITH METROPOLITAN DALE COUNTY, A PUBLIC PARK PROJECT WHICH INCLUDES CONSTRUCTION OF A MARITIME, MUSEUM THEME PARK AND SEAPORT FACILITY TO BE LOCATED ON CITY -OWNED WATERFRONT PROPERTY COMMONLY KNOWN AS BICENTENNIAL PARK AND THE FLORIDA EAST COAST RAILWAY PROPERTY; INSTRUCTING THE CITY CLERK TO FORWARD COPIES OF THIS RESOLUTION TO THE BOARD OF COUNTY COMMISSIONERS, DADE COUNTY, FLORIDA. WHEREAS, the City of Miami. owns two parcels of waterfront land known as Bicentennial Park and the Florida East Coast Railway ("FEC") Tract, consisting of approximately 65 acres; and WHEREAS, the above described properties offer one of the, most soenio waterfront views available in South Florida, but is presently underutilized and in need of revitalization; and WHEREAS, various groups, organizations and eivio-minded citizens have endorsed the concept of maintaining said site primarily for public park purposes, but additionally developing therein a maritime museum theme park in conjunction with thet proposed Port of Miami plan for expansion of the county's seaport facilities; and S 93- 5` 2. Port of Miami expansion plan and proposed oonstuotion of a maritime museum is consistent with the 1.087 Downto,#m Waterfront Master Plan's concept for the design and use of said land; and WHEREAS, the City Commission is willing to enter into an interlocal agreement with Metropolitan Dada County £or purposes of undertaking development of the above described project ae: a joint venture and cooperative governmental project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and Incorporated herein as if fully set forth in this Section. Seotion 2. The City Commission hereby endorses, in concept, the proposed Maritime Park/Port Project to be established in cooperation with Metropolitan Dade County at Bicentennial Park and the FEC Tract. Section 3.
