Odio City Manager DAZE : July 8, 1993 FILE Billy Hardemon's d/b/a SUBJECT Hardemon's Market -- 5500 NW 17th Avenue REFERENCES 7893/CHO ENCLOSURES. Pursuant to City Commission Resolution No. 93-356 of May 27th, 1993, the following steps have been taken regarding the subject matter. 1. June 17, 1993, City purchased first mortgage for $54,008.31 at courthouse steps. 2. June 18th, 1993, the Model City NET office coordinated a joint inspection conducted by all sections of � Planning, Building and Zoning department and the Fire Department. They concluded that the Structure is in violation of Section 202.2(2) of the South Florida Building Code. (see memorandum dated June 29th, 1993•) 3. July 6th, 1993, the keys to the grocery store were given to the City by Mr. Roy Hardemon, and the store was closed. 4. Assessments of repair cost will be done and a final recommendation will be given to the City Commission. 5. Deputy Director and Chief Building Official REFI;;E:,�Ac- June 29, 1993 F'IE 5500-08-16 NW 17 AVENUE Per your request, attached please find the results of the joint inspection made by all sections of this department, including the Fire Department at the above mentioned property. The inspection revealed that this building has structural and code violations which are stated in the attached report. Also, I personally inspected said structure. In my opinion, the space occupied by Hardeman's Grocery at 5500 NW 17 Avenue, is in the worst condition. This space is in violation of Section 202.2(2) of the South Florida Building Code as follows: a. All of the ceilings are falling away and hanging loosely. b. There is deterioration of the roof structural members. C. The electrical and plumbing installations are creating a hazardous condition, contrary to the standards of the South Florida Building Code. d. An unsanitary condition exists by reason of inadequate or malfunctioning sanitary facilities or waste disposal systems. Based on all of the above, it is my opinion that this space occupied by the grocery store must be vacated immediately until all the required general repairs have been completed. Regarding the space occupied by "Cafe Tung Nan, at 5508 NW 17 Avenue, in general, the results are as follows: a. The ceilings are falling away and hanging loosely in the south area of the kitchen; the remainder of this space appears to have been repaired recently. 93- 417.1 M Cristinia Cuervo June 29, 1993 PAGE 2 b. Deterioration of the roof structural members. In my opinion the above mentioned space may continue to be occupied, because visually it does not appear to be unsafe; with the exception of the area which has been taken care of by.the tenant. The tenant has temporarily installed a post shoring in the affected area. In conclusion, it appears that this building has never received "good" maintenance. As a result, it is recommended that it be repaired totally, specifically, the roof. Attached are copies of the forms used in similar cases which give details of all the structural and electrical work necessary in order to recertify this structure as being "safe." The forms must be completed by a Registered Architect or Structural Engineer. The repairs must be done by a Licensed Contractor.
