Purpose (Relocation of Camillus House) REFERENCES ENCLOSURES Grant At the February 25, 1993 City Commission meeting, the administration was asked to determine the status of the $2,000,000 U.S. Department of Housing and Urban Development (HUD) Special Purpose Grant (1993) originally intended for the relocation of Camillus House. Mayor Suarez had also asked DDA Executive Director Matthew Schwartz to look into the matter. Therefore, the attached memorandum describes recent activities regarding this issue. Another letter was sent to Secretary Cisneros on March 15, 1993 requesting an extension of the deadline for submittal of an application for these funds to April 15, 1993 (see attached). There have been some questions raised that the $2,000,000 grant may be included in a much larger special appropriation which has been recommended for rescission by President Clinton. Therefore, a grant application must be finalized as soon as possible. Sc wart$ Director DD RE t CAM ILLUS ROUSH The DDA submitted the original request for funding to Congressmen William Lehman for: the relocation of Camillus Etousa. The following is a summary of recent activities related to the $2 Million dollar grant from the us Department of Housing and Urban Development. 1. Mayor Suarez forwarded to they DDA, the application from the UM Department of Housing and urban 'Development for the Special Purpose! Grant of $2 Million for the relocation of the Camillus House shelter and medical clinic. Spoke with Michael Levine, Development Grants Division at HUD who clearly indicated that the funding is for the relocation of the Camillus House facility and should not be utilised for any other activities. Also, the City of Miami or the DDA would be the preferred grant recipient. Prepared a letter for Mayor Suaxex's signature to HUD requesting the extension to March 15th for the submission of the final application for funding (note attachment)* Met with Roger Soman, member of the Camillus House Board and Brother Paul Lo discuss potential utilisation of the $2 Million dollar grant. At that meeting, a number of items were discussed including the development of the !th & 5th Street site owned by Camillus House for the relocation of a portion of the existing Camillus House facilities. During the last six weeks, I have been in continued contact with Camillus House concerning what is their intended use of this honey. On (larch 3rdr Brother Paul called me to indicate the concern of the Camillus House Board and their belief that they may be entitled to the funds directly, without the participation of the City. 204.1 03-- f1/MR^- }- Est i+lam 3. On March Sth, I received a telephone call from Brother Paul which indicated that Camillus House Board had met and would like to pursue the relocation of the medical facilities and =_ the administrative offices to the land they already own at tit 5t:h Street. The development of this site for its intended use, would not require any zoning modifications or action by the Miami City Commission. it also my understanding that the Camillus mouse Board now realises that the grant was obtained by the City/DDA, and the City is the appropriate entity to monitor the grant. Based on these actions, it is recommended that the City enter into an agreement through a R®solution or 'Letter of Agreement with the Camillus House Board for the utilization of the funds and that the City or the Doh in conjunction with the City, submit the application for funding. it is necessary to expedite this due to the Fact that these funds will disappear during the next, fiscal year. This project is extremely Important to Miami and is a pare of a public/privates initiative now being pursued to help resolve the homeless problems in Miami.
