SANITARY SEWER RESTRICTIONS STATUS -REPORT
TO THE CITY OF MIAMI QOMh1ISSION

I. Cbronolocxy of Eventa
a) On 11dovember 18, 1992, the State Department of
Environmental Regulation (FDER) requested that
effective immediately, and until further notice,
applications for construction of new wastewater
collection and transmission facilities not. be
processed and approved by use of the "general permit"
application but rather through the use of the full
construction permit process. This format requires
the submittal of a full engineering study. The State
further requested that, as a condition for approval,
said study must demonstrate that overflows would not
occur during peak flow conditions.
b) On December 10, 1992, DERM sent notifications to
municipal officials, utility officials and consultant
engineers advising there of the new state permitting
requirements and included a draft of the engineering
study guidelines. Furthermore, said notification
solicited comments from interested parties.
c) On December 23, 1992 DER14 and FDER representatives
met %-.ith utility officials and consultants to discuss
the guidelines for the engineering report:. During
this meeting, numerous requests were made by
consultants asking the County to identify those areas
where the State requirements could not be complied
with.

In response to these requests and with the
coo4eration of WASAD and other municipal utilities
DERn! identified those areas which Experience overflow
conditions during peak flow events. These area,
whic_; have been identified as "Critical Sec-Yer Areas"

Cora_ Gables, South Miami., Hialeah, Opa-Locka, Miami

Lour.--,;' . Inasmuch as . condit ions in these areas are
such_ that compliance .,rith the FDER guidelines could
not be achieved and, furthermore, since these
conditions frequently result in the abnormal
operation of said sanitary sewer system resulting in

these ccndit.ions. !'ccYordi.ngly, on January 2.7, 1993,
DERM ordered utilities %operating within these
critical areas to cease entering into any new
sanitary sewer service agreements. In addition, this
I,ieasure would avoid lengthy and costly engineering
studies which at their conclusion would have shown
the inability of the system to comply with the new
state requirements. This order was issued pursuant
to the powers and autherity granted under Chapter 24
of the Code of Met. ropol i -__an Dade County.
I I . Eroblgm Desch iQt ion
Insofar as the City of Miami is concerned, two major
problems are responsible for the conditions which affect
the City. First and foremost is the Bay Crossing
situation. The 72" force main which conveys sewage from
the Central District to the treatment plant on Virginia
Key is operating at or near capacity. Furthermore, there
is evidence that indicates that deterioration of the pipe
may be compromising its structural integrity. Secondly,
excessive infiitraticn ano inflcvj resulting from
deteriorated gravity seWe'" lines, illegal inter-
connections of stormse%..ers tc the sanitary sewers and the
p-ractice of removing manho e covers to drain flooded
streets during rainstorm events are responsible for the
excessive flows being handlea by the sewer system.
III. Corrective Measures
Concrete steps have been ana are being taken to address

like to note the many and different projects which have
either been completed cr are cn-going.
~1. Completed in 1990 - sliplin=ng of gravity interceptors in
the City of Miami - $9.5 mi_'_ion.
2. Replaced Inverted Siphons ac: c;ss the Miami River at N.W.
4 Street - $1.2 million - ccn:pleted in 1989.

transfer f_loiri between district - $3.0 million.
4. Rehabilitate and. upgrade Pump Station No. 1 at N.W. 4
Street - $4.0 million - Completion by the end of the
year.
5. TV and Grout Contract for 250,000 lin. ft. of sewers
adjacent to the Miami River - $1.5 million - Estimate
completion, August 1993.
6. Department forces are 7." & Grouting gravity sewers in
Northeast Miami - 190,000 lin. ft. completed to date.
7. Department forces are :smoke testing sewers in Miami -
over 600,000 lin. ft. completed to date.
8. 40 connections between storm and sanitary sewers have
been identified to date and action has been initiated to
correct them.
9. 170 defective clean -out caps found by smoke testing have
been replaced to date.

M U sewers by relining, including 16,500 lin. ft. of sewers
0 in the City designated thus far - completion date to be

lin. ft. of sewers north of the Miami River covering 9
sewer systems - $2 :pillion - completion expected by the
end of 19 9 3 .

:3 0 .4) 13. Initiated a project by the 201 Consultant for sewer
U2 �'' •"" system evaluation :Zd repairs covering 27 sewer systems
in the critical area. The evaluation portion of the
contract is to be completed by Sept. 1993 with repairs to
follow immediately.
14. Designing a new force main from the mainland to the
treatment plant on Virginia Key that will substantially
increase transmission capacity - $60 million - Estimated
completion in July 1995.
As a result of these on -going Efforts by WASAD, I/I flow
reductions have been achieved. In light of this the County
has set-up an allocation program based on the I/I flow
reductions documented by WASAD. Projects located within
"Critical Set,,er Areas" may be allowed to connect to the

available, projects could be permitted using alternative means
of sewage disposal in accordance with County and St -ate rules
and regulations.
In conclusion, although it is anticipated that a system -wide
solution to these problems is several years away, progress is
being made and efforts, as documented above, are underway to
not only resolve this situation but also minimize the impacts
to the City of Miami and the other affected municipalities.
