E Please place on the agenda of the February 25, 1992 City
Commission meeting an appearance by CODEC, Inc. On behalf of the
new homeowners in the Allapatah neighborhood, they are asking for
a reduction in the $1 million loan that the City loaned CODEC to
do the infrastructure of the Melrose Townhouse project.

Dear Mr. Odio:
The Melrose Townhouse project looted at NW V Ave and 28 St. l
P
its opening. Phase I of the 150 unit project consisting of 50 units is 85% built and
Completely sold out with 31 of the buyers quaNed by the bank and 34 by Dade County
Surtax.

Phase II has 63 deposits on 54 units and we will start processing these purchasers as soon
as we finish qualifying all purchasers for Phase L
Phase III has 26 reservation deposits on 46 units.
As you can see this project is a success and will bring new f m ies to the Allapatah
neighborhood, creating a permanent tax base for our City.
On August 24, as you well know, Hurricane Andrew changed our lives forever. It also
increased our cost of construction by approximately 8% overnight.
CODEC is currently applying to Dade County Surtax for an increase in the sale price. This
can only be done in Phases 11 and III since we already have signed contracts with buyers in
Phase L In order to comply with Surtax regulations, the increase in Phase II and III cannot
surpass 4%.
On December 9, I requested in writing that CODEC be granted an appearance before the
My Commission to bring the problem to the Coiamissioners, attention.
On behalf of these new homeowners in the City of Miami, we are asking for your
cooperation. We are not asking for a reduction on the prig of the land, but instead we
request a reduction in a loan from the City of MiamL 'Phis is the $1 million that the City
loaned CODEC to do the infrastructure of the project (water, sewer, .drainage, tree
relocation, paving, hook ups, etc.) We have paid $30,000 to the City in interest for this loan
so far. We feel the amount due could be reduced to $500,000, which will help defray the
construction cost increase.

Many neighborhoods obtain these infrastructure improvements done by the City out of
CDBG f wds without repayment back to the City.
Enclosed please fund a breakdown of the aforementioned cost increase increment, an serial
photo of the project as it was on 1/7/93 and a copy of the previous letter to you requesting
the public appearance before the Commission.
Please help us solve this situation, as the danger of the project coming to a complete stop
looms larger as time passes.
A, request for additional funds was made on our behalf by lair. Patrick Sessions to the
Housing Committee of We Will Rebuild. We were not eligible for funding because the
project lies north of Kendall Drive.
As always, we know the Allapatah neighborhood knows it can count on your help. On behalf
of all these new homeowners, we thank you in advance for making the American Dream
come true for them.

Dear Mr. Fabregas :
As per your request, I an providing you with a
description of the item that have increased in costs as a
direct result from the recent hurricane. Said increase will
apply to Phase I, 11, and III of the Melrose Project. The
items mostly affected are; labor, lumber materials, and
roofing.
The total increase is Six Hundred Nineteen Thousand Five
Hundred Thirty Eight Dollars and 00/100 ($6191538.06).
