A RESOLUTION BY AN AFFIRMATIVE FOUR -FIFTHS
(4/5THS) VOTE OF THE MEMBERS OF THE CITY
COMMISSION, AFTER A DULY ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING AND CONFIRMING
THE CITY MANAGER'S EMERGENCY ACTION IN
WAIVING COMPETITIVE SEALED BIDS FOR THE
FURNISHING AND INSTALLATION OF CARPETING FROM
REYES CARPET FOR THE OFFICE OF THE CHIEF OF
POLICE, AT A TOTAL PROPOSED AMOUNT OF
$7,122.50; ALLOCATING FUNDS THEREFOR FROM
ACCOUNT CODE NO. 420401-670; AUTHORIZING THE
CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER
FOR SAID ACQUISITION.
WHEREAS, the carpeting in the Office of the Chief of Police
was badly worn and in need of replacement; and
WHEREAS, the Office of the Chief of Police is frequented by
community leaders, the media and other officials, and it is very
important that said Office maintain a clean professional
appearance; and
WHEREAS, funds are available from the Department of General
Services Administration and Solid Waste, General Operating
Budget, Account Code No. 420401-670;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. By an affirmative vote of four -fifths

(4/5ths) of the members of the City Commission, after a duly
advertised public hearing, the City Manager's emergency action in
waiving competitive sealed bids for the furnishing and
installation of carpeting from Reyes Carpet for the Office of the
Chief of Police, at a total proposed amount of $7,122.50 is
hereby ratified, approved and confirmed, with funds therefor
hereby allocated from Account Code No. 420401-670.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order
for said acquisition.
Section 4. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 1st day of December 1994.

RECOMMENDATION:
It is respectfully recommended that a Resolution ratifying the
City Manager's emergency action authorizing the purchase of
carpeting for the Office Complex Area which houses the offices of
the Chief of Police, Deputy Chief, Legal Advisor, and Executives
Assistants, as well as the areas for the Support Clerical. Staff
and Receptionist, at a cost of $7,122.50, be approved.
BACKGROUND:
The carpeting ir1 the Chief of Police Office Complex Area as
described above was badly worn and in need of replacement. The
offices are frequented by community leaders, the media and other
officials. It is important that these offices maintain a clean
and professional appearance. For these reasons and the delays
inherent in the formal bid process, the carpeting was replaced on
an emergency basis.
It is, therefore, recommended that the Resolution ratifying the
City Manager's emergency action and authorizing the purchase of
carpeting for the Office Complex Area which houses the offices of
the Chief of Policer Deputy Chief, Legal Advisor, and Executives
Assistants, as well as the areas for the Support Clerical Staff
and Receptionist, at a cost of $7,122.50, be approved. Funding
was provided from the General Services Administration General
Operating Sudget, Index Code 420401-670, at a cost cf $7,122.50.

NOTICE TO THE PUBLIC
A public hearing will be held by the City Commission of the City
of Miami, Florida on November 17, 1994, at 10:00 a.m. in the City
Commission Chambers at City Hall, 3500 Pan American Drive, Miami,
Florida, for the purpose of considering a waiver of the
requirements of obtaining sealed bids and ratifying the City
Manager's finding of an emergency for the purchase of carpeting
for the Office Complex Area which houses the offices of the Chief
of Police, Deputy Chief, Legal Advisor, and Executives
