HomeMy WebLinkAboutR-94-0827U-94-955 11/8/94 RESOLUTION NO. 9JL 1— 827 A RESOLUTION ESTABLISHING SPECIAL CHARGES, TERMS AND CONDITIONS, AS HEREIN SPECIFIED, FOR ISSUANCE OF A PARK PERMIT, FOR A PERIOD NOT TO EXCEED THIRTY (30) DAYS, FOR USE OF I PORTIONS OF WATSON ISLAND BY THE NATIONAL MARINE MANUFACTURERS ASSOCIATION, INC. C"NMMA"), FOR EXHIBIT, PARKING AND CONCESSION SPACE IN CONNECTION WITH THE 1995 MIAMI INTERNATIONAL BOAT SHOW TO BE HELD FEBRUARY 16-22, 1995; AUTHORIZING THE CITY MANAGER TO DIRECT THE PARKS AND RECREATIONS DEPARTMENT DIRECTOR TO ISSUE THE NECESSARY PERMIT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND IN COMPLIANCE WITH ALL APPLICABLE CITY CHARTER AND CODE PROVISIONS, i FOR THIS PURPOSE. WHEREAS, pursuant to prior City Commission authorization, National Marine Manufacturers Association, Inc. ("NMMA") has successfully operated a "park and ride" facility in connection with its annual International Boat Show on portions of the southeast side of the city -owned Watson Island; and WHEREAS, NMMA has requested the use of the additional city -operated park areas on the northeast side of Watson Island in connection with the 1995 show as exhibit space (an estimated 70,000 s.f.), concession space ( estimated 1,000 s.f. or 10 booths) and for exhibitor parking (an estimated 6,500 s.f.); and CITY COMMISSION VIEE IMG OF NMI 1 7 19M Aosolution No. i - 8207 WHEREAS, such proposed use necessitates the establishment of special charges, terms and conditions beyond those mandated under existing City Charter and Code provisions; and WHEREAS, as authorized by Resolution No. 94-550.1, adopted July 26, 1994, the Administration of the City of Miami has negotiated terms and conditions appropriate for said use; and WHEREAS, NMMA has agreed to pay the following fees and charges: 1) a use fee of $0.30 per s.f. for exhibit areas and exhibitor parking for all event days; 2) a use fee of $19,500 for the "Park and Ride" area; 3) use fee of $500 per day for set up and dismantle periods; 4) the standard beer/wine permit fee of $300 per day, and 5) concession fees of $100 per booth, per day, for a 10" x 10" booth; and WHEREAS, NMMA will additionally pay for all required and customary city services including police, park staff and cleanup, I and will provide liability insurance in a form and in amounts acceptable to the Risk Management Division; and WHEREAS, it is recommended that the City Manager be authorized to instruct the Parks and Recreation Department Director to issue a park permit for this purpose, containing the special charges, terms and conditions detailed herein; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the j Preamble to this Resolution are hereby adopted by reference i thereto and incorporated herein as if fully set forth in this Section. -2- 94- 827 Section 2. The special charges, terms and conditions contained herein are hereby established for the issuance of a i park permit, for a period not to exceed thirty (30) days, for the use of portions of Watson Island by the NMMA for exhibit, parking and concession space in connection with the 1995 Miami International Boat Show to be held February 16-22, 1995. Section 3. The City Manager is hereby authorized to direct the Parks and Recreation Department Director to issue the necessary permit, in a form acceptable to the City Attorney, and in compliance with all applicable City Charter and Code provisions. Resolution: Establish Terms & Conditions for Boat Show/ Watson Island REFERENCES: ENCLOSURES: RECOMMENDATION it is respectfully recommended that the City Commission adopt the attached resolution establishing special charges, terms and conditions for issuance of a park permit for a period not to exceed thirty (30) days for the use of portions of Watson Island by the National Marine Manufactures' Association ("NMMA"), Inc. for exhibit, parking and concession space in connection with the 1995 Miami International Boat Show to be held February 16 - 22, 1995. The legislation would also authorize the City Manager to direct the Parks and Recreation Department Director to issue the necessary permit, in a form acceptable to the City Attorney, for this purpose. BACKGROUND This legislation has been prepared by the Parks and Recreation Department. With prior City Commission authorization, NMMA has successfully operated a "park and ride` facility in connection with its annual International Boat Show on portions of the southeast side of the city -owned Watson Island. For the 1995 show, NMMA has requested the use of the additional city -operated park areas on the northeast side of the island for exhibit space (an estimated 70,000 s.f.), concession space (an estimated 1,000 s.f., or 10 booths) and for exhibitor parking (an estimated 6,500 s.f.). As authorized by Resolution No. 94-550.1 adopted July 26, 1994 the Administration has negotiated terms and conditions appropriate for the proposed use. NMMA has agreed to pay the following fees and charges: a use fee of $0.30 per square foot for exhibit areas and exhibitor parking for all event days, a use fee of $19, 500 for the "Park and Ride,, area, a use fee of $500 per day for set up and dismantle periods, the standard beer/wine permit fee of $300 per day, and concession fees of $100 per booth per day for a 10 ft. X 10 ft. booth. Based on the estimated area needed for each use and requested days, total revenue from this event may amount to $56,600. NMMA will additionally pay for all required and customary City services including police, park staff and clean-up, and will provide liability insurance in a form and in amounts acceptable to the City's risk management. Based on discussions with the Law Department, it is recommended that the City Manager be authorized to instruct the Parks and Recreation Department director to issue a park permit for this purpose, containing these special charges, terms and conditions.
