SALLYE G. JUDE

Coral Gables, Florida 33133
Sallye G. Jude has been involved in every phase of historic
preservation. As a working participant, she has been active in
the restoration of historic buildings and preservation
educational programs in local, state and national of both the
public and private sector.
Mrs. Jude is a founding member and past President of the Florida
Trust for Historic Preservation, a statewide non-profit
organization concerned with the preservation of Florida's
irreplaceable architectural, archaeological and historical
resources. As President, she was responsible for directing the
development of the Trust as an effective statewide organization
with a strong image and high visibility, increasing individual
membership and support from corporations and foundations. She
encouraged the strengthening of communications between local and
state organizations. Mrs. Jude pplayed an active role in the
preservation of the State Capitol fn Tallahassee.
Mrs. Jude's involvement in local preservation includes serving as
an advisor, trustee and officer of Dade Heritage Trust. This
service includes a two year tenure as President of Dade Heritage
Trust as well as two terms on the Board of Directors of the Dade
Heritage Trust Revolving Fund. Mrs. Jude served on the Historic
Preservation Board of the City of Coral Gables as well as the
Governing Board of the Coral Gables House which she chaired for
two years.
For many years, Mrs. Jude was involved in fund raising for the
Heart Association and was one of the founders of "Women for
Heart" which served as a public education forum for healthy
living through improved diet. She has served as Chair of the
Women's Committee at the Annual Meeting of the American Heart
Association.
Mrs.,Jude also sits on the Board of Directors of the Coral Gables
Garden Club as well as the Boards of the South Florida Fern
Society, the South Florida Palm Society as well as being a fellow
of Fairchild Tropical Gardens.

As founder and current President of The Land Trust of Dade
County, Mrs. Jude was instrumental in the Land Trust's
involvement in the acquisition of the Marjory Stoneman Douglas
home by the State of Florida. The goal of the LTDC and the State
is to develop a museum and environmental reference library on the
grounds as well as providing Marjory Stoneman Douglas with a life
estate. For the past three years, Mrs. Jude has served on the
local advisory board of The Trust for Public Land and was
recently appointed to the national advisory board of TPL.
Environmental issues have long been a concern of Mrs. Jude's, she
has served on various county committees concerning the
environment as well as having memberships in local and national
organizations. Mrs. Jude also has served as development chair on
regional and local giving programs for the sierra Club.
Mrs. Jude served as President of the Miami River Business
Association for two years motivating interest in a clean and
secure river. During this time she served on the City of Miami
Task Force to produce a Master Plan for the River.
Aware that education is the only way to assimilate the thousands
of Nicaraguans into the East Little Havana neighborhood, she
worked on a neighborhood clean-up and environmental education
program with the parent education program and classroom teachers
at Riverside Elementary. Mrs. Jude was instrumental in the
formulation of a nonprofit neighborhood group, the Miami River
Neighborhood Restoration Association. This organization has
received a state historical grant to survey the neighborhood and
is embarking on a school education program "Know Your
Neighborhood". This program will use videos, photography, a
workbook, and walking tours to provide an educational tool for
the children to achieve a sense of pride in self and place. The
program is designed to also bring the parents into the learning
process.
Mrs. Jude serves on the Board of Directors for Vecinos En Accion
(Neighbors In Action), a neighborhood association which will
implement a $3 million grant from the Annie E. Casey Foundation
to provide mental health and social services in an integrated way
to the residents of this neighborhood. Success in this endeavor
will provide a national model for other communities of poor
immigrants in urban communities.

As managing partner of Magic City Enterprises, a partnership
which restored a combination of hotel and apartment buildings
which form the Miami River Inn complex, all aspects of
restoration, landscaping, furnishing, and marketing were under
her direct supervision. Four of these buildings, along with a
property in line to be developed as a restaurant site, are
locally designated as historic sites and have been placed on the
National Register of Historic Places. She has personally restored
and developed both residential and commercial properties in Miami
and Key West. Among these projects are the Warner House in Miami
which was a Tax Act Project and Island City House in Key West
which is the only existing wooden structure of its kind in the
area. For five years, she successfully ran it as a 26- suite
hotel in the National Register District. Mrs. Jude was also
instrumental in the restoration of the Custom House in Key West.
Mrs. Jude has been married to Dr. James R. Jude, a cardiac
surgeon, for 43 years and they are the parents of 7 children. She
received her Bachelors of Arts from the University of Maryland
and her Bachelor of Science from the University of Minnesota. She
taught in the Baltimore school system before moving to Coral

As a City of Miami resident and homeowner since 1974, 1 have been an advocate of
civic and social responsibility. My efforts have been concentrated in Coconut Grove,
my community for 20 years, but my interests are for all communities. The organizations
I am involved in are centered around seeking to preserve the Grove's ideals, beauty,
and traditions, not unlike other areas of the City of Miami. We bring people together to
resolve the issues affecting our community.

As Assistant Director of the Lincoln Road Development Corpora-
tion, I provided capital improvement, architectural restoration
and adaptive rehabilitation technical assistance for economic and
community development projects. I also coordinated the publica-
tion of the first comprehensive area directory and architectural
guide and the preparation of compliance reports to city and
federal agencies.
At the South Florida Art Center, I managed development activities
including grant writing and grant compliance reports, fundraisers
and special events, individual and corporate donations, and
promotional publications. I also coordinated membership drives
which doubled the organization's support base within a year, and
initiated an architectural and arts tour program.
While with the Miami Design Preservation League, I initiated the
establishment of architectural archival services, national and
international membership 'and advocacy historic preservation net-
works as well as government and educational development programs.
At U.N.E.S.C.O.'s Cultural Heritage Section, I edited the English
version of the International Council of Museums Guidelines for
the Return and Restitution of Cultural Property, monitored the
United States implementation of the United Nations Convention on
illicit art traffic and the international implementation of the
United Nations Convention on Historic Sites.
My academic career is founded on architecture and cultural
development studies. I have completed the requirements for a
Master of Arts degree in Social Change and Development focusing
on cultural organizations development, and hold a Bachelor of
Arts degree in Art History with a concentration in 17th century
architecture and urban planning. I have been a Salzburg Seminar
Fellow in Museum Management, a Richter International Scholar, and
a Fellow at the Accademia dei Lincei.
As President of the Bayside Residents Association, I initiated,
coordinated and completed the designation of the Bayside Historic
District, co-authoring the City of Miami Designation Report.
Currently, as Chairperson of the Bayside Historic District Com-
mittee, I monitor compliance with City ordinances and Department
of the Interior' Standards and participate in efforts which
promote the preservation of our community.

In 1993, I earned my Master of Architecture degree from the University of Miami, a
program which emphasizes the preservation and enhancement of traditional neighborhoods.
The last semester of the program focused upon the redevelopment of an existing neigh-
borhood in downtown Miami near Omni, with particular consideration paid to preserving
the historic character of the area and views of Biscayne Bay. In the summer of 1993,
I worked as a researcher, designer, and editor on the Redland Preservation and Tourism
Plan, a comprehensive proposal sponsored by the Knight Foundation for the Redland
District in South Dade after Hurricane Andrew. In addition to documenting historic
buildings, I surveyed approximately fifty buildings and recorded damage assessments.
In 1992,, I assisted Joanna Lombard, a local architect and professor at thb*iversity
of Miami, in researching the history of Fairchild Tropical Garden so than future devel-

RESUME OF KEITH EDWARD SOTO
527 N.E. 56th Street, Miami, Florida 33137
(305)756-8730
BORN IN MIAMI, FLORIDA ON FEBRUARY 9, 1956. MR SOTO IS A SECOND
GENERATION NATIVE MIAMIAN WITH HIS MOTHER BEING BORN IN MIAMI IN
1923.
MASTER OF ARTS IN ARCHITECTURE WITH GRADUATE SPECIALIZATION IN
HISTORIC PRESERVATION FROM THE UNIVERSITY OF FLORIDA IN 1981
ARCHITECT REGISTERED IN THE STATE OF FLORIDA - 1983
KEITH EDWARD SOTO has been active in preservation issues for many years. Most recently
he has been Vice -President of the Morningside Preservation Society, dedicated to documenting
and preserving the built environment in the Morningside neighborhood (now an historic district
listed in the National Register of Historic Places) and all of Miami.
As a member of Dade Heritage Trust, he has been active in many trust activities.
He created, edited, and designed the publication The Historic Houses of Morningside,
documenting the historic character of the houses which contribute to the Morningside Historic
District. This work was done in close collaboration with the City of Miami's historic preservation
officer, Sarah Eaton.
Professionally, Mr. Soto has been involved in the restoration and renovation of many houses in
the cities of Miami, Miami Beach, and Coral Gables. He was the architect for the Eleventh
Street Diner on Washington Avenue in Miami Beach, a circa 1945 stainless steel clad diner
which was moved to South Florida from Wilkes-Barre, Pennsylvania. Accommodating its design
to the site and coordinating its reconstruction were major accomplishments. He has worked with
other architects of local renown: Charles Harrison Pawley and Robert Bradford Browne. While
in their employ he was instrumental in many projects at Miami International Airport, including
the renovation of the Miami International Airport Hotel Lobby, the creation of the Hotel Seventh
Floor Conference Rooms, and the addition of a new Eighth Floor Rooftop Bar and Recreation
Facility for the Hotel.
While at the University of Florida, Mr. Soto produced a document recording the history of, and
proposed restoration for, one of the oldest blocks of buildings in Downtown Gainesville. He
worked in 1979 for the U.S. Department of the Interior, Historic American Building Survey
documenting historic structures in Malden and Charleston, West Virginia.

Cobbled
Courtyards
By Jennifer Lingers Klein
The odd collection of former industrial
buildings fronting Chicago's North Wells
Street reopened this year as an apartment
complex dubbed Cobbler Square. Hand-
somely knit together by Kenneth A. Schroe-
der dr Associates of Chicago, the buildings
focus inward in a gesture towards privacy
enhanced by three landscaped courtyards
designed by POD, Inc., a California land-
scape architecture firm. Throughout the
project there is a strong relationship be-
tween the design of the architecture and
the landscape. Details of balance, whether
symmetric or asymmetric, composition, tex-
ture, repetition, unity, dominance, and or-
der are carefully adhered to in the landscape
design.
Entry to the complex from Wells Street
is gained through a central, peaked steel
and glass atrium. Stepping out from the en-
closure into the first of three exterior court-
yards, one is greeted by six sugar maples,
planted in a linear arrangement. Opposite,
to the left of the walk, are beds marked by
a jagged concrete edging and containing a
textured amalgamation consisting primarily
of dwarf yeti, Korean box, and Euonymus.
This begins a concerted use of texture
throughout the project, whether the com-
positions are horticultural or structural.
This courtyard also contains, at the far
north end, the remnants of a former power
house and a tall chimney, reminders of the
complex's former industrial life. Underfoot,
a brief introduction of cobblestone, true
remnants of old Chicago streets, comple-
ments the familiar concrete and brick se-
quence of hard surface walkways. As if to
say, "take your time and wander leisurely
in this space;' the cobble has been laid
informally, creating a meandering stone
bedline.
After the first courtyard, entry into a sec-
ond interior lobby provokes more surprise.
This place is home to a stand of bamboo,
rising with stalwart determination in what
might otherwise be adverse conditions. The
brick structural rise of three stories is punc-

coniferous trees.

Cobbler Square focuses inward onto landscaped courtyards designed by POD, Inc.
tuated by a diagonal walkway in vivid color.
Throughout the project, to contrast and
coordinate the old character and the new,
sesame red and cobalt blue colorations ad-
dress the high-tech railings and window
sashes that accent the tawny brickwork.
Moving on into the second and third ex-
terior courtyards one finds a grid pattern
set off -axis to call out the important entries
and walkways to the buildings. Although
these courtyards adjoin, each is decidedly
different in tone.
In courtyard two, the innate asperity of
the concrete, brick, and stone underfoot is
softened with groundcovers such as myrtle
and pachysandra. Expanded plantings of
viburnum, alpine currant, and serviceberry
offer some seclusion for the ground floor
occupants whose patios overlook the public
space. Dappled shade is created by honey
locusts. The integration of Douglas fir as a
needle -leafed evergreen sustains interest
through the winter months, while in spring
and summer perennials change the point
q L
of view.
The main courtyard, number three, is
described by the landscape architect as "a
grid of contrasting concrete bands and brick
or cobble infill drawn from the 'grid' layout
of Chicago" Moving along the grid at night,
or viewing it from above, the design be-
comes integrally important through its illu-
mination in' Tivoli" lights. Metaphorically,
the tiny lights embedded in the walkway
are said to "simulate city streetlights:'
The important, and costly, element of
water is introduced here, the system run-
ning diagonally across the grid. The foun-
tain, almost bisecting the courtyard, with
the exception of intermittent walkways, be-
gins at a high point with poured concrete
"steps" almost four feet high. Water cas-
cades into a pool, punctuated by more,
lower "steps" which function also as seat-
ing. A ponderous look into the pool bottom
reveals the now familiar cobbles.
Water meanders through the site as if
carving out a stream bed bordered by cob-
ble. Symbolically, the raised concrete at tl
point of origin, according to the develop(
"suggests the hills where the stream begir
continuing to its outflow, the lake."
A bosque of linden and columnar m
ple creates a subspace within the designs
space, and will serve as a pleasant overhe.
canopy as the plants mature.
Three percent of the total budget for Cc
bier Square was designated for the far
scape design. After a "mini competitio)
POD, Inc, was selected for its sensitivity
the landscape in relationship to the archit,
tural context of the buildings. Indeed, t
landscape is directly related to the archit,
lure, and to Chicago's urban environme
The use of old and new materials, the si
tracted spaces, the grid concept, and i
lake reference make Cobbler Square's cot
yards not only a pleasant world separr
from the city, but also a special part of
texture of the urban environment.♦

Above. fie 411 Building stands high on Wls-
consin Avenue In Downtown Milwaukee.
Articulated windows are set deep into the
concrete focade.
n December 1983, after pre-
liminary design had been com-
pleted, Harry 1Neese & Assock
ates stepped In as the architect of
411 East Wisconsin In Milwaukee.
Many design items had already
been predetermined, but program
changes and a new site analysis
Initiated major deviations from the
original design.
The precast concrete polygonal
tower with punched tinted glass
openings was originally stied
diagonally to view Lake Michigan.
A predetermination was made that
the adjacent 8-story parking gar-
age be constructed of a precast
concrete with a sugar cube finish
to match the tower. But program
changes reduced the necessary
car accommodations by one
quarter, from 1200 cars to 900 cars,
diminishing the width of the
planned garage by 30 feet, and
allowing the adjacent irregular
polygonal tower to expand into a
symmetrical trapezoid merely by
adding one bay.
Additional site revisions were
made, The steep slope of Jefferson
Avenue, east of the site, was utilized
to its greatest advantage. Sloping
ten feet from the north to the wall
adjacent the garage, only a few
stairs were required to enter the
newly created courtyard. This lower
level landscaped area creates an
attractive space for the surround-
ing restaurant. A center pool is
flanked on two sides by linear pre-
cast concrete benches, the regu-
larity of the benches being broken
by a meandering curvilinear form
of rough stepped stones. Planting
softens the east precast concrete
retaining wall, punched with small
openings to catch the curiousity of
pedestrians, while shielding the
courtyard users from adjacent
sheet traffic. To the west of the
tower, a landscaped plaza with a
curved planter high enough for
sunning during the summer lunch
hours was created to enhance
views from the lobby.
The main tower lobby tenant was
always a proposed bank. Original
plans tucked the bank under the
tower along with a 2-story loading
dock which interrupted the bank
circulation, requiring the bank
space to wrap through the core.
This made lobby level access to
the tower elevators impossible and
required access at the mezzanine
level via escalators. To improve
lobby circulation, the bank was
pulled out to the corner of the site,
creating more retail opportunities
under the tower and giving the
bank Its own building Identity. in
addition, further site study proved
that the loading dock could be en-
tered at a lower level and reduced
to one story, eliminating the need
to penetrate the lobby. Both revi-
sions allowed tenant access to the
elevators at the lobby level.
The bank is entered under a glass
canopy or, through the Gaileria.
Main access to the tower was then
moved from the corner to the
center of the site on Wisconsin Av-
enue, the main thoroughfare, and
accented with an entry through a
glazed zig-zag wall into a major 4-
story stepped Galleria, space
separating the tower from the
bank. Natural light penetrates the
Gallerio from both ends through
tinted glass and from above
through 2 clear glass clerestories,
allowing the interior landscaping
to flourish.
The Galieria space is punctuated
by structural activity. Trusses soar
across the space diagonally,
dramatized with fluorescent up -
lights; zig-zag bridges connect the
second floor of the bank to the
tower at both ends of the Galieria,
with escalators traveling to the res-
taurant space below. The Gallerio

I look forward to serving on the board and will work closely with
both our city and our developers to create designs that preserve
and enhance our community.
Much of my experience as a landscape architect involves
preservation issues. For example, I was a landscape architect on
a very sensitive project in Tallahassee involving the development
of a 100-acre regional mall and a group of community activists
called "Save Our Trees". I successfully responded to both groups
concerns using several tree preservation techniques. We saved
eight 100-year-old live oaks, as well as preserve other stands of
trees, a solution applauded by both developers and
environmentalists.
I am intimately involved with preservation issues. My family is
the -proud owner of a one -acre Coconut Grove environmental
preservation site, so I personally understand the impact of
development on our urban forest. I also stay current on the most
recent developments in tree. preservation. For example, this year
I completed a comprehensive seminar on how to save trees during
building and land developments.
I would appreciate the opportunity as a historic preservation
board member to help engineer a win -win situation by creating
value in our projects, through the preservation of our trees.

I am pleased to submit this application for membership on the Historic and Environmental
Preservation Board.
As a Registered Landscape Architect with a local firm, I am familiar with this board. I have
both personal and professional experience with local projects that were submitted before the
board. I am experienced at working with governmental agencies and developers to create
solutions that enhance our community.
I have been active in our community for the past 10 years. I am a graduate of Leadership
Miami, a fellow at Fairchild Tropical Garden, and was recently elected Secretary of the
Florida Chapter of the American Society of Landscape Architects. I also share my
knowledge by teaching our community at the Environmental Center of Miami Dade
Community College.
I would appreciate your support of my appointment to the Historic and Environmental
Preservation Board.
Please call me if I can answer any questions for you or your selection committee.
Sincerely,
Nancy L. i 'on
