HomeMy WebLinkAboutR-94-0724J-94-851 10/6/94 RESOLUTION NO. 9 4 724 A RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS IN SUPPORT OF THE AGAPE'S WOMEN'S HOME, OF THE SOUTH FLORIDA JAIL MINISTRIES, AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $17,000, FROM THE LAW ENFORCEMENT TRUST FUND, SUCH EXPENDITURES HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS BEING IN COMPLIANCE WITH FLORIDA STATE STATUTE 932.7055, AS AMENDED. WHEREAS, Florida State Statute 932.7055, as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the City of Miami Police Department recognizes that much of the crime committed today is the result of alcohol and substance abuse; and WHEREAS, one of the ways to reduce crime is to treat the source of the problem; and WHEREAS, the Agape's Wcmen's Home, of the South Florida Jail Ministries is a residential drug rehabilitation and counseling program developed as an alternative to incarceration and designed to combat alcohol and drug abuse; and WHEREAS, many of the clients treated and counseled in the Agape's Wcmen's Hcme are City of Miami residents; and WHEREAS, the City of Miami Police Department supports these efforts and has taken an active role in the funding of such programs; and CITY COMMISSION MEETING OF Q C T 2 7 1,994 Resolution No, 94- 724 WHEREAS, the Chief of Police has recommended adoption of this Resolution and has certified that the proposed expenditures comply with Florida State Statute 932.7055, as amended; and WHEREAS, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The expenditure of funds in support of the Agape's Wcmen's Home, of the South Florida Jail Ministries, is hereby authorized, with funds therefor, in an amount not to exceed $17,000, being hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, such costs having been certified by the Chief of Police as being in compliance with Florida State Statute 932.7055, as amended. BACKGROUND: The Police Department recognizes that the underlying cause of much of the crime committed today is alcohol and substance abuse. The Department also recognizes that by treating these problems at the source there may be a correlative decrease in crime. One of the means available for the treatment of first time, nonviolent offenders, is the Agape's Women's Home of the South Florida Jail Ministries. This residential drug rehabilitation program services women from the City of Miami as well as Dade County res .dents . _ It .s, therefore, recommended that a Resolution authorizing the conkt:titment of funds to the Agape's Women's Home of the South Flc.;ida Jail Ministries, in an amount not to exceed $17,000, be approved.
