HomeMy WebLinkAboutR-94-0699J-94-669 9/13/94 RESOLUTION N0. 94- 699 A RESOLUTION AUTHORIZING THE RENTAL OF TWENTY- THREE ADDITIONAL VEHICLES FROM ROYAL RENT -A -CAR FOR THE POLICE DEPARTMENT UNDER AN EXISTING CITY OF MIAMI BID NO. 92-93-083R AT A PROPOSED COST OF $175,260.00 AND ALLOCATING FUNDS IN THE AMOUNT OF: $45,720.00 FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, ACCOUNT NO. 290931-610; $7,620.00 FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, ACCOUNT NO. 290933-610; $45,720 FROM THE CRACK COCAINE GRANT SPECIAL REVENUE FUND, PROJECT NO. 133001, INDEX CODE NO. 290448-610; $7,620.00 FROM THE PUBLIC RESEARCH DOCUMENTS SPECIAL REVENUE FUND (CODE TO BE ESTABLISHED); $45,720.00 FROM THE HAITIAN NARCOTICS TRAFFICKING ENFORCEMENT TEAM SPECIAL REVENUE FUND (CODE TO BE ESTABLISHED); $22,860.00 FROM THE DRUG FREE NEIGHBORHOOD TASK FORCE, PROJECT NO. 142005, INDEX CODE NO. 290455-610; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR THIS SERVICE. WHEREAS, the City Commission has approved the continuation of several programs, and the acceptance of several grants which include the utilization of rental vehicles; and WHEREAS, the success of these operations is dependent upon access to rental vehicles; and WHEREAS, the previously approved programs and grants include: the Robbery Task Force (6 vehicles), the Youth Crime Preventions and Drug Soccer League (1 vehicle), the Crack Cocaine Grant (6 vehicles), the HIDTA Asset Public Documents Research r CITY COM1MMOM, MEETING OF SEP 2 2 1994 Resolution No, 94- 699 Grant (1 vehicle), the HIDTA Drug Free Neighborhood Task Force (3 vehicles), and the HIDTA Haitian Narcotics Trafficking Enforcement Team Grant (6 vehicles); and WHEREAS, funding has been allocated to cover the expense of renting said vehicles; and WHEREAS, these vehicles will be rented under an existing City of Miami Bid No. 92-93-083R from Royal Rent-A-Car for a total proposed cost of $175,260.00; and WHEREAS, the City Manager and the Chief of Police recommend the rental of twenty-three (23) additional rental vehicles from Royal Rent-A-Car at a proposed cost of $175,260.00 under existing City of Miami Bid No. 92-93-083R be approved; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue Purchase Orders for this service. Section 4. GfLARK, MAYOR 94- 699 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM Cesa io City ger RECOMMENDATION: m DATE : SEP 12 1994 FILE : SUBJECT REFERENCES: ENCLOSURES: Resolution Amending Agreement With Royal Rent-A-Car It is respectfully recommended that a Resolution authorizing an additional 23 cars under an existing contract with Royal Rent-A- Car be adopted, with funds therefor, in the amount of $175,260 from previously allocated accounts as specified below. BACKGROUND: On May 13, 1993, the City Commission awarded Bid No. 92-93-083R to Royal Rent-A-Car, a Hispanic/local vendor, located at 1199 N.W. LeJeune Road, Miami, Florida, 33126, by Resolution No. 93- 298. Since that time, the Police Department has found a need to increase the number of vehicles previously approved to continue several programs authorized by the Commission, and to comply with several grants authorizing the rental of vehicles. These programs and grants include: the Robbery Task Force (6 vehicles), the Youth Crime and Drug Prevention Soccer League (1 vehicle), the Crack Cocaine Grant (6 vehicles), the HIDTA Public Records Research Grant (1 vehicle), the HIDTA Drug Free Neighborhood Task Force Grant (3 vehicles), and the HIDTA Haitian Narcotics Trafficking Enforcement Team Grant (6 vehicles). These vehicles would be rented from Royal Rent-A-Car pursuant to the award of Bid No. 92-93-083R, and all procurement guidelines have been met. It is, therefore, recommended that a. Resolution authorizing an increase in the number of vehicles permitted to be rented from Royal Rent-A-Car by twenty-three (23), be adopted, with funding therefor from previously allocated funds.
