Home My WebLink AboutR-94-0639J-94-673 8/3/94 RESOLUTION 4 - 6 3 9 A RESOLUTION BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING THE CITY MANAGER'S FINDING THAT AN EMERGENCY NEED EXISTED, WAIVING COMPETITIVE SEALED BIDS, AND APPROVING THE GRINDING OF LARGE LOGS AND STUMPS STORED AT THE VIRGINIA KEY YARD WASTE FACILITY BY VOLUME REDUCTION SERVICES, AT A TOTAL AMOUNT OF $17,700.00 FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION AND SOLID WASTE; ALLOCATING FUNDS THEREFOR FROM THE RECYCLING AND EDUCATION GRANT PROJECT NO. 197006, ACCOUNT CODE NO. 421304-340; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, the Department of General Services Administration and Solid Waste has determined a need for the grinding of the large logs and stumps stored at the Virginia Key Yard Waste Facility; and WHEREAS, due to a massive cleanup of the Melreese and Miami Springs Golf Courses, fifty (50) truokloads of large logs and stumps were dumped at the Virginia Key Yard Waste Facility; and WHEREAS, funds for this purchase are available from FY'94 Recycling and Education Grant Project No. 197008, A000unt Code No. 421304-340. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY CO MSSION . MEETING OF SEP 0 S +994 Eewlution No. 94- 639 Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By an affirmative vote of 4/5ths of the members of the City Commission, after a duly advertised public hearing, the City Manager's written finding that a valid emergency need existed for the grinding of the large logs and stumps stored at the Virginia Key Yard Waste Facility, by Volume Reduction Services, at a proposed amount of t17,700.00, for the Department of General Services Administration and Solid Waste, is hereby ratified, approved, and confirmed, with funds therefor hereby allocated from the Recycling and Education Grant Project No. 197006, Account Code No. 421304-340. Section 3. The requirements for competitive sealed bids are hereby waived for the Department of General Services Administration and Solid Waste's procurement of this service. Section 4. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this service. Section 5. BACKGROUND_; The Department of General Services Administration and Solid Waste had an immediate need to grind the massive truckloads of large logs and stumps that were stored at the Virginia Key Yard Waste Facility. Volume Reduction Services, has been providing grinding services on a continuous basis under an existing purchase order.
