Dear Mayor Clark:
As I told you in my yesterday's visit to you, Brazilian
elections will take place on October 3rd and November 15th as
foreseen in the Brazilian Constitution. As Brazilians
residing abroad have also the right and duty to cast their
votes for President on the same day, we followed the rules
established by the Electoral Court and registered the
Brazilian voters in the Consulate. As a result, fourteen
hundred Brazilian citizens residing in South Florida will be
exercising their right to vote for President in those two
rounds of election.
As voting is mandatory by Constitutional provision, we
have reasons to expect a great number of voters. As to our
previous experience, plebiscite on the system and form of
Government on April 93, we won't be able to hold elections at
the Consulate's premisses, due to the fact that voters,
however peaceful, heavily use elevators, tend to eat and drink
in the corridors while waiting for the turn to vote.
As the electoral judge in my jurisdiction, I would like
to offer to voters a safe location, near the Consulate, with
easy access and large parking space.
For this purpose, I would like to count on your
cooperation to have a section of your Coconut Grove Convention
Center, which is located across from this Consulate General.
I can already anticipate that we would need the space between
the hours of 6:00 a.m. and 7:30 p.m., which would entail the
preparation, actual voting and the counting of votes.
Hoping to be able to count on your support to the benefit
of the Brazilian community which has an increasing importance
in Miami, I send my best regards.

In addition to my letter of August 2nd, I would like to
inform you that the Superior Electoral Court has authorized 2
sections to be set up in Miami, to collect votes of Brazilians
in our jurisdiction who have previously registered themselves
as voters.
Elections will start at 7:00 a.m. on October 3, 1994. We
would need to be in the electoral precint, hopefully the Coral
Gables Convention Center, a half hour before it opens to the
voters.
