HomeMy WebLinkAboutR-94-0609J-94-587 8/31/94 RESOLUTION NO. 9 - 609 A RESOLUTION AUTHORIZING FINAL PAYMENT TO ANALYSIS CENTRAL SYSTEMS, IN AN AMOUNT NOT TO EXCEED $9,200, FOR COMPUTER MAINTENANCE SERVICES AND TECHNICAL ASSISTANCE RENDERED TO THE DEPARTMENT OF POLICE; ALLOCATING FUNDS THEREFOR FROM THE CITY OF MIAMI LAW ENFORCEMENT TRUST FUND, SUCH EXPENDITURE HAVING BEEN CERTIFIED BY THE CHIEF. OF POLICE AS BEING IN COMPLIANCE WITH FLORIDA STATE STATUTE 932.7055. WHEREAS, Florida State Statute 932.7055, as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the City of Miami Police Department is responsible for the protection of lives and property, and the efficient deployment of manpower to better serve the residents of the City; and WHEREAS, the Police. Department has experienced waves of calls for service compounded by a lack of manpower during certain times of the day; and WHEREAS, Analysis Central Systems and the City of Miami Police Department have entered into a contract to study the CITY COM MISSION MEETING OF S E P 0 S 1994 Resolution Na 94- 609 problem of manpower allocations, to better handle peak periods of calls for police service; and WHEREAS, this contract provides for.maintenance of computer software for one year beyond the first year, along with technical phone support; and WHEREAS, Analysis Central Systems has fulfilled all terms and conditions of said contract; and WHEREAS, additional maintenance and technical support services were necessary in the amount of $9,200; and WHEREAS, the Chief of Police has recommended the ratification of this Resolution and has determined that the expenditures proposed comply with Florida State Statute 932.7055, as amended; and WHEREAS, funds to cover the necessary expenses required for this program are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Final payment to Analysis Central Systems, in an amount not to exceed $9,200, for computer maintenance services and technical support rendered to the Department of Police is hereby authorized, with funds therefor hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, 94- 609 -2- Index Code 029002-247, such expenditure having been certified by the Chief of Police as being in compliance with Florida State Statute 932.7055. BACKGROUND: The Miami Police Department has a contract with Analysis Central Systems for the development of computer software designed to study police manpower allocation. The customized software consisted of Police Patrol Scheduling System (PPSS), Police Beat Design System (PBDS) and Precinct Balancer (PBAL). Included in the contract was a maintenance agreement which consisted of service for an additional year, beyond the first year at a fee of 10% of the amount of the original contract, which totaled $92,000. The company has provided services, including phone support over the past two year period. It is, therefore, recommended that the Resolution authorizing the expenditure of funds for services rendered by Analysis Central Systems, in an amount not to exceed $9,200 be adopted.
