RESOLUTION NO. 9 - 603
A RESOLUTION DESIGNATING ARCHITECTURAL
SERVICES FOR CITY OF MIAMI PROJECTS - 1995
AND 1996 AS CATEGORY "B" PROJECTS; APPOINTING
A CERTIFICATION COMMITTEE OF NOT LESS THAN
THREE (3) QUALIFIED PROFESSIONALS; APPROVING
THE CITY MANAGER'S APPOINTMENT OF A
COMPETITIVE SELECTION COJ,,MITTEE OF NOT LESS
THAN SIX (6) MEMBERS; AND APPOINTING A
REPRESENTATIVE OF THE DEPARTMENT OF PUBLIC
WORKS AS CHAIRPERSON OF THE COMPETITIVE
SELECTION COMMITTEE.
WHEREAS, a substantial number of City of Miami projects are
scheduled for the immediate future; and
WHEREAS, the planning, design and construction of said
projects will require architectural services; and
WHEREAS, the City of Miami Public Works Department is
insufficiently staffed to accomplish all architectural work
necessary for said projects; and
WHEREAS, the cost of architectural services will be paid
from the project expenses allocated for each individual project;
and
WHEREAS, the City Manager recommends that Architectural
Services for City of Miami Projects - 1995 and 1996 be designated
as Category "B" Projects; and
WHEREAS, Ordinance No. 9572 requires the establishment of a
Certification Committee of not less than three (3) professionals

qualified in the fields of endeavor or practices involved to
review the qualifications, performance data, and related
information provided by those responding to the City's Request
for Professional ,Services; and
WHEREAS, Ordinance No. 9572 also requires that the City
Manager appoints a Competitive Selection Committee comprised of a
minimum of six (6) members from the following departments and
sectors:
(A) one from the Department in charge of the Project;
(B) one from each of a maximum of three departments
identified as principal users of the project;
(C) the Supervisor of the Inspection Division of the
Planning, Building and Zoning Department or his
designee;
(D) the Director of Finance or his designee;
(E) the City Manager or his designee; and
(F) one or more professionals in the field of
practice involved;
and
WHEREAS, recommendations made by the Competitive Selection
Committee are to be submitted to the City Commission for
approval, and prior to the execution of any contract, the City
{ Commission shall instruct the City Manager to commence
negotiations based on the Commission's approval of the rank order
of proposed Consultants; and
WHEREAS, the City Manager recommends that a representative
of the Department of Public Works be appointed Chairperson of the
Competitive Selection Committee in accordance with the provisions
of said Ordinance; and
WHEREAS, in accordance with the provisions of Ordinance

No. 9572, adopted February 10, 1983, and the provisions of
Section 18.52.3 of the City Code as amended, which legislation

established procedures for procuring certain professional
services and also established competitive negotiation
requirements with regard to the furnishing of such services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Architectural Services for City of Miami
Projects - 1995 and 1996 are hereby designated as Category "B"
Projects.
Section 3. The City Commission hereby appoints a
Certification Committee comprised of the following members:

Section 5. The City Commission hereby appoints the

Section 6. This Resolution shall become effective
immediately upon its adoption.

It Is respectfully requested that the City Commission adopt the
attached Resolution designating the Architectural Services for
the City of Miami Projects -- 1995 and 1996 as a Category
Project; appointing a certification committee of not less than
three (3) qualified professionals; approving the City Manager's
appointment of a Competitive Selection Committee of not less
than six (8) members and appointing a representative of the
Public Works Department, Chairperson of the Competitive Selection
Committee,
BACKGROUND:
The Department of Public Works has determined that It is now In
order to select architectural firms to perform professional
services for the City for the 1996 and 1996 calendar years.
Numerous projects and Improvements are anticipated throughout the
City In 1995 and 1996. The Public Works Department Is
Insufficiently staffed to accomplish all the architectural work
necessary to accommodate all of these projects.
To accomplish more City Projects it Is proposed to engage
qualified professional architectural firms to provide services
for various City projects for a basic two (2) year contract term
all In accordance with section 18-52.3 of the Miami City Code.
in accordance with Ordinance No. 9572 adopted February 10, 1983,
the proposed resolution will designate Architectural Services for
City of Miami Projects - 1995 and 1998 as a Category "B" Project,
select three qualified professionals to the Certification
Committee, approve the City Manager's appointment of a
Competitive Selection Committee of not less than six members, and
appoint a representative of the Public Worsts Department,
Chairperson of the Competitive Selection Committee.

It I recommended that Allan I. Poms, A.I.A., of the Department
of Public Works, be appointed Chairperson of the Competitive
Selection Committee; and also, it Is recommended that Allan i.
j Poms, A.I.A., of the Department of Public Works, Joseph McManus,
N.C.A.R.B., of the Department of Planning, Building and Zoning
Department, and Santiago Ventura, A.I.A., of the Department of
PIannIng, Building and Zoning be appointed as the Certification
Committee.
Ordinance No. 9572 provides further that there be
recommendations made by the Competitive Selection Cormnittee to
the City Commission for approval; thereafter, and prior to the
execution of any contract, the City Commission shall Instruct
the City Manager to commence negotiations based on the
Commission's approval of the rank order of proposed Consultants.
