HomeMy WebLinkAboutR-94-0571i 1 i i J-94-509 6/17/94 RESOLUTION NO. 9 571 A RESOLUTION DECLARING THAT THE MOST ADVANTAGEOUS METHOD TO DEVELOP CERTAIN IMPROVEMENTS ON CITY -OWNED WATERFRONT LAND IS BY THE UNIFIED DEVELOPMENT PROJECT (UDP) PROCESS; AUTHORIZING THE CITY MANAGER TO PREPARE A DRAFT REQUEST FOR PROPOSALS (RFP) FOR A UDP, AND CONFIRMING THE SETTING OF A i PUBLIC HEARING FOR OCTOBER 13, 1994 AT 10:00 A.M. TO TAKE TESTIMONY REGARDING SAID RFP FOR THE DEVELOPMENT OF A RECREATIONAL 1 CAMPGROUND AND ANCILLARY RECREATIONAL FACILITIES ON CITY -OWNED WATERFRONT PROPERTY LOCATED AT VIRGINIA KEY BEACH, MIAMI, FLORIDA. WHEREAS, the City of Miami Charter Section 29-A(c) and City of Miami Cade Section 18.52.9 allow for "Unified Development Projects" ("UDP") where an interest in real property is owned or is to be acquired by the City and is to be used for development of improvements on said property; and WHEREAS, the City Manager recommends that for the development of a Recreational Campground and ancillary recreational facilities on City -owned waterfront property located at Virginia Key Beach, Miami, Florida, (the "Project"), it is most advantageous for the City to procure from a private person one or more of the following integrated packages: CITY COIAVAISSIoH MEET-1.1,1C or RaRoli:lion IVo, 94 - 571 Planning and design, construction and leasing; or Planning and design, leasing and management; or - Planning and design, construction and management; or i d d i ann ng an es gn, construction, leasing and management; and WHEREAS, the City Commission directed the City Manager to initiate the process for a Unified Development Project for the Project; and WHEREAS, Section 29-A(e) of the City Charter further requires that the City Commission hold a public hearing to consider the contents of the Request for Proposals (RFP); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. It is hereby determined that the most advantageous method for the development of a Recreational Campground and ancillary recreational facilities on City -owned waterfront property located at Virginia Key Beach, Miami, Florida, is by the Unified Development Project Process and that the City should procure from a private person the following integrated package: Punning and design, construction, leasing and management. The City Manager is hereby authorized to develop a Request for Proposals for a Unified Development Project for the development of the improvements as set forth in Section 2 hereinabove. Section 4. A Public Hearing to consider a Unified Development Project Request for Proposals for the development of a Recreational Campground and ancillary recreational facilities on City -owned waterfront property located at Virginia Key Beach, Miami, Florida, is hereby scheduled for October 13, 1994 at 10:00 a.m. Section 5. OMMENDA`T oN: It is respectfully recommended that the City Commission adopt the attached Resolution declaring the development of improvements on City -owned waterfront property to be a Unified Development Project (i.JDP), authorizing the preparation of a Request for Proposals (RIP), and scheduling a public hearing for October 13, 1994 at 10,00 a,m, to take testimony regarding a Unified Development RFP for the development of the Virginia Key Campground and ancillary recreational facilities on City -owned waterfront property located on Virginia Key Beach, Miami, Florida, in accordance with Section 29A(c) of the City Charter and Section 18.52.9 of the City Code, BAC tr ROI ND: AS instructed by the City Commission, the Administration through the Department of Development and Housing Conservation, is proceeding with the Request for Proposals process for the development of the Virginia Key Campground. The first step in the process is for the Commission to declare the project to be a Unified Development Project and Authorize the preparation of an RFP, through the adoption of the proposed Resolutioni, that includeR the planning and design. construction, leasing and management of improvements. i'he recommended principal uses of the property include a Recreational Ciunpground and ancillary recreational facilities. The proposed Resolution further sets a Public Hearing for October 13. 1994 at 10:00 a.m, to discuss the contents of the Request for Proposals by which time two required appraisals will be obtained and available. At the conclusion of the Public Hearing on October 13, 1994, the City rnmmission, if disposed to proceed, authorizes the issuance of an RFP for this T_TD13, selects a certified public accounting firm and appoints members to review committee to evaluate proposals and render a written report to the City Mimager,
