RESOLUTION NO. 94- 570
A RESOLUTION DECLARING THAT THE MOST
ADVANTAGEOUS METHOD TO DEVELOP CERTAIN
IMPROVEMENTS ON CITY -OWNED WATERFRONT LAND IS
BY THE UNIFIED DEVELOPMENT PROJECT (UDP)
PROCESS; AUTHORIZING THE CITY MANAGER TO
PREPARE A DRAFT REQUEST FOR PROPOSALS (RFP)
FOR A UDP, AND CONFIRMING THE SETTING OF A
PUBLIC HEARING FOR OCTOBER 13, 1994 AT
10:00 A.M. TO TAKE TESTIMONY REGARDING SAID
RFP FOR THE DEVELOPMENT OF THE MIAMI MARINE
STADIUM AND RELATED MARINE AND RECREATIONAL
USES ON CITY -OWNED WATERFRONT PROPERTY
LOCATED AT 3601 RICKENBACKER CAUSEWAY, MIAMI,
FLORIDA.
WHEREAS, the City of Miami Charter Section 29-A(o) and City
of Miami Code Section 18.52.9 allow for "Unified Development
Projects" ("UDP") where an interest in real property is owned or
is to be acquired by the City and is to be used for development
of improvements on said property; and
WHEREAS, the City Manager recommends that for the
development of the Miami Marine Stadium on City -owned waterfront
property located at 3601 Riokenbacker Causeway, Miami, Florida,
(the "Project"), it is most advantageous for the City to procure
from a private person one or more of the following integrated
packages:

Planning and design, construction and leasing; or

management; and
WHEREAS, the City Commission directed the City Manager to
initiate the process for a Unified Development Project for the
Project; and
WHEREAS, Section 29-A(c) of the City Charter further
requires that the City Commission hold a public hearing to
consider the contents of the Request for Proposals (RFP);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
{ OF MIAMI, FLORIDA:
I Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. It is hereby determined that the most
advantageous method for the development of the Miami Marine
Stadium on City -owned waterfront property located at 3601
Rickenbacker Causeway, Miami, Florida, is by the Unified
Development Project Process and that the City should procure from
a private person the following integrated package:
Planning and design, construction, leasing and
management.

Section 3. The City Manager is hereby authorized to
develop a Request for Proposals for a Unified Development Project
for the development of the improvements as set forth in Section 2
hereinabove.
Section 4. A Public Hearing to consider a Unified
Development Project Request for Proposals for the development of
the Miami Marine Stadium on City -owned waterfront property
located at 3601 Rickenbacker Causeway, Miami, Florida, is hereby
scheduled for October 13, 1994 at 10:00 a.m.
Section 5. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATIQN:
It is respectfully recommended that the City Commission adopt the attached Resolution
declaring the development of improvements on City -owned waterfront property to be a
Unified Development Project (UDP), authorizing the preparation of a Request for
Proposals (RFP), and scheduling a public hearing for October 13 at 10:00 aim, to take
testimony regarding a Unified Development RFP for the development of the Marine
Stadium and Related Marine and Recreational Uses on a City owned waterfront situ
located at 3601 Rickenbacker Causeway, Miami, Florida, in accordance with Section
29A(c) of the City Charter and Section 18.52.9 of the City Code.

As instnicted by the City Commission, the Administration through the Department of
Development And Housing Conservation, is proceeding with the Request for Proposals
process for the development of the Miami Marine Stadium Property. The first step in the
process is for the Commission to declare the Project to he a I7nilied Development Project
and authorize the preparation of an RFP, through the adoption of the proposed
Resolution, that includes the planning and design, construction , leasing and management
of improvements. The recommended principal apses of the properly include a .Marine
Stadium and Related Marine and Recreational uses
The proposed Resolution further sets a Public Hearing for October 13, 1994 at 10:00 a.m.
to discuss tho contents of the Request for Proposals by which time two required
appraisals will be obtained and available. At the conclusion of the Public Hearing can
October 13, 1994, the City Commission, if disposed to proce,-J, authori7m the issuance
of an RFP for this UDP, selects a certified public accounting firm and appoints members
to review committee to evaluate proposals anti render a written report to the City
Manager.

It is therefore recommended that the attached Resolution be Adopted by the City
Commission to implements the Unified Develop►ucnt Project process for development of
the Miami Marine Stadium Properly, in accordance with City Charter and Code
requirements.
