WHEREAS, Florida State Statute 932.7055, as amended, authorizes the
- expenditure of forfeiture proceeds for law enforcement purposes not considered
normal operating expenses; and.
WHEREAS, the City of Miami, along with the rest of the State, has
experienced a major increase in youth perpetuated violent orimes; and.
WHEREAS, the City of Miami, a large metropolitan area, has experienced an
upsurge in high school dropouts, teenage pr%nw cies , and children living at
the poverty level; and

created for
the purpose

by teaching

leadership skills; and

WfREA,S, "Winners Retreat" is a means to develop self-esteem alternatives
to crime and drug use, acquire skills and attitude to overcome personal.
Challenges and accept personal responsi hi l i ty; amd.
WBEREAS, the City of Miami is ocmitted to fund the program expenses for
participation of 50 inner City youths to attend "Winners Retreat"; and
WIMMkS, the Chief of Police has reommended adoption of this Resolution
and has determined that the expenditures proposed comply with Florida State
Statute 932.7055, as amended; and

VHMMS , funds to cover these necessary expenses have not been included in y r
the Police Department's normal operating budget and are available in the City
of Miami Law Enforcement Trust Fund;

Section 1. The recitals and findings contained in the Preamble to this
Resolution are hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.
Section 2. Funding of expenses for the participation of 50 youths to
attend "Winners Retreat", a youth camp conducted by Top Performance, is hereby
authorized, with funds therefor, In an amount not to exceed $10,000, hereby
allocated from the City of Miami law Enforcement Trust Fund, Project
No. 690001, Index Code 029002-24:7, such costs having been approved by the
Chief of Police as being in comnpliance with Florida State Statute 932.7055.

requires approval by the Commission
and police chief. On the following pages is an outline of our
proposal. T met with Police chief Calvin Ross and Major Washington
and they are supporting our

Having grown up in Metropolitan Dade County and being a product of
this multiethnic community, I feel a certain iv�ponsibllity and concent
about the futttre of our city. Also as an educator, I am concerned about
Florida ranking 48 among 50 states in key indicators of children's well
being. A national survey shows that Florida'ti youth am in trouble and
dropping out of school. The Sunshine State rates 40th in the percentage of
teenagers who aren't in school and don't work, percentage of children in
single family homes, youth violent crime arrest rate and percentage of
students who graduate from high school on time. In addition a high
percentage of 'Florida's children are living in poverty and teenage
pregnancy is on the rise.
I am proposing an eight day 'Winners Reheat" for the future leaders of
Dade County. The main purpose of our " Winners Retreat" is to provide a
nurturing, enthusiastic and positive environment where our youth can
develop the skWs which are necessary for winning in the game of life. We
will be targeting two hundred inner city yuuths who would never have an
opportunity to attend a suiruner camp. The camp will be divided into two,
four day camps to ea6ure' a low camper to counselor ratio.
Our objectives are that our young people will:
Develop a plan and purpose for their life through goal -setting
Achieve an understanding of self-worth and self acceptance
* Fvaluate the importance of building winning relationships within
their home, their school and their multi• ethnic community

Become aware of the decisions they make and the consequences of
those decisions (drug use, gang involvement, gran use, teenage
pregnancy ...)

community
These six main objectives will be taught by usuig a senurtar format which
will include
Large group presentations, using a lecture format by certified
teachers
Interactive technology
+° One-on-one guidance by trained adults
An overall family environment centered around lave and
acceptance
In, addition, by being at a location which eUrninates most of the natural
distractions, that confronts our youth, l sincerely feel that we can teach"

Future Leaders Retreat
Wl TO-. We are targeting two hundred inner city yuuth, bath gale and
female ages 15,1.6 and 17. Our objective is to target youths who }
would normally not be able to attend a youth retreat or camp.

WHAT: An eight day motivational and instructional retreat for youth to
develop key leadership skills. The camp will be divided into two
four day camps to ensure a low counselor to camper ratio (1:10)

The cast of the camp will include:
* Transportation
* Lodging and Meals
* Instructional and motivational seminars, as well as all camp
activities such as canoeing, swimming, and all sports

Follow up seminar at the a local hotel within thirty days of the
camp for the parents and youth who attended the retreat
