A RESOLUTION, BY A FOUR -FIFTHS AFFIRMATIVE
VOTE OF THE MEMBERS OF THE CITY COMMISSION
AFTER A DULY ADVERTISED PUBLIC HEARING,
RATIFYING THE CITY MANAGER'S FINDING OF SOLE
SOURCE; WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDS AND APPROVING THE
ACQUISITION OF AN A17TOMATED TIME AND
ATTENDANCE PAYROLL SYSTEM FROM KRONOS
SYSTEMS, INC. FOR THE DEPARTMENT OF GENERAL
SERVICES ADMINISTRATION AND SOLID WASTE AT A
PROPOSED COST OF $30,000; ALLOCATING FUNDS
THEREFOR FROM THE BUDGET OF THE DEPARTMENT OF
GENERAL SERVICES AND ADMINISTRATION AND SOLID
WASTE, ACCOUNT CODE NO. 421101-880, PROJECT
NO. 422001; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE A PURCHASE ORDER FOR SAID ACQUISITION.
WHEREAS, the Department of General. Services Administration
and Solid Waste requests that competitive bidding be waived for
the purchase of an automated time and attendance system at a
proposed cost of $30,000.00; and
WHEREAS, with the successful implementation of Solid Waste's
automated time and attendance system, time and money will be
saved by expanding a proven system to other divisions; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that Kronos Systems, Inc. is the only vendor able to provide the
equipment as specified by the Department that will interface with
I the existing system; and

WHEREAS, the finding of the Chief Procurement Officer has
been approved and adopted as the finding of the City Manager; and
WHEREAS, the City Manager and the Chief Procurement Officer
recommend that the requirements for competitive formal sealed
bids be waived and the procurement of said equipment from Kronos
Systems, Inc. as the sole source be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
! Section 1. The recitals and findings contained in the

Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths affirmative vote of the
members of the City Commission, after a duly advertised public
hearing, the City Manager's finding of sole source is hereby
ratified, the requirements for competitive sealed bids are hereby
waived and the acquisition of an automated time and attendance
payroll system from Kronos Systems, Inc., for the Department of
General Services Administration and Solid Waste is hereby
approved, with funds therefor hereby allocated from the Budget of
the Department of General Services Administration and Solid
Waste, Account Code No. 421101-880, Project No. 422001.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order
for said acquisition.

Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission pass the
attached resolution, requesting to waive the requirements for
competitive sealed bids for Kronos Systems, Inc. a non -minority
vendor of 8000 Governors Square Blvd., Suite 102, Miami La;
Florida, the sole source provider of the automated time ,,A
attendance system currently used by the Solid Waste Division.
BACKGROUND:
As per Resolution 92-372, the City Commission accepted the bid
of Kronos Systems Inc. for the acquisition of an automated time
and attendance system for the Solid Waste Division. This system
has proven to be a very flexible and comprehensive system that
has saved the City time and money through the ability to handle a
very complex payroll environment.
The Department of General Services Administration and Solid Waste
is seeking to expand the automated attendance system to the
remaining divisions within the department. The purchase of the
Kronos system for the other division will permit interfacing dvi.th
the payroll automation currently in use by the Solid Waste
Division and will ensure compatibility with the department's
overall payroll system. Funds for this acquisition are available
from the Department of General Services Administration and Solid
Waste, Account Code No. 421101-880, Project Code No. 422001.

t NOTICE TO THE PUBLIC
A public hearing will be held by the City commission of the City
of Miami, Florida on , at M. in the City
Commission Chambers at City Hail, 3500 Pan American Drive, Miami,
Florida, for the purpose of hearing any objections by the City
Commission from any interested parties affected by a Resolution
ratifying the City Manager's action in waiving competitive sealed
bids and purchasing an automated time and attendance system from
Kronos Systems, Incorporated a non -minority, vendor located in
Miami Lakes, Florida due to the compatability with the existing
system curfrently in use by the Solid Waste Division.
All interested persons are invited to appear and may be heard
concerning this item. Should any person desire to appeal any
decision of the City Commission with respect to any matter
considered at this hearing, that person shall ensure that a
verbatim record of the proceedings is made, including all
testimony and evidence upon which any appeal may be based.
