RESOLUTION NO . 9 4_ 552
A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
TO SERVE AS MEMBERS OF THE COCONUT GROVE
PARKING ADVISORY COMMITTEE FOR TERMS OF
OFFICE AS DESIGNATED HEREIN.
WHEREAS, pursuant to Resolution No. 93-766, adopted
December 16, 1993, the City Commission established a committee
known as the City's Boards and Committees Review Committee and
directed said Committee to evaluate the performance and
effectiveness of each existing City board and committee and make
recommendations to the City Commission regarding the
continuation, abolishment or consolidation of said boards and
committees and of any changes which should be made in the
membership, function or any other characteristic of said boards
and committees; and
WHEREAS, pursuant to the City Commission's directive, the
City's Boards and Committees Review Committee held meetings and
rendered a report making findings and recommendations to the City
Commission, at its meeting of February 17, 1994, one of said
recommendations being that the terms of all current members of
the Coconut Grove Parking Advisory Committee shall be terminated
and that new members shall be appointed; and

WHEREAS, pursuant to Ordinance No. 11130, adopted March 24,
1994, the City Commission adopted the City`s Boards and
Committees Review Committee's recommendations and terminated the
terms of all current members of the Coconut Grove Parking
Advisory Committee as of the effective date of said Ordinance,
with the proviso that said current members shall continue to
serve until their successors are appointed; and
WHEREAS, the City Commission wishes to appoint certain
individuals as members of the Coconut Grove Parking Advisory
Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following individuals, as proposed by the
Coconut Grove Chamber of Commerce, are hereby appointed as
members of the Coconut Grove Parking Advisory Committee, each
member to serve a term of two (2) years commencing this date or
until the nominating commissioner leaves office, whichever occurs
first:

of two (2) years commencing this date or until the nominating
commissioner leaves office, whichever occurs first:

Pursuant to Ordinance 11130 (adopted on March 24, 1994) the
Coconut Grove Parking Advisory Committee's membership shall
consist of nine (9) regular members and one (1) ex-officio
nonvoting member.
The current membership is as follows:
I. TOM MOORE - (nominated by former Mayor Suarez from a list
submitted by the Coconut Grove Chamber of Commerce)
2. DAVID GELL - (nominated by the Coconut Grove Village
Council)
3. REV. RICHARD CURRY - (nominated by the City Commission,
at large)
4. RANDY HILT. - (nominated by former Mayor Suarez from a
list submitted by the Coconut Grove Chamber of Commerce)
5. TUCKER GIBBS - (nominated by the Coconut Grove Village
Council)
6. RICK HOLTON - (nominated by the Coconut Grove Village
Council)
7. ROBERT MASRIEH - (nominated by former Mayor Suarez from a
list submitted by the Coconut Grove Chamber of Commerce)
8. DENISE WALLACE - (nominated by the Coconut Grove Village
Council)
9. TED STAHL - (nominated by the Off -Street Parking
Authority)
Pursuant to newly instituted guidelines, appointments to the
Coconut Grove Parking Advisory Committee shall be made as
( follows:
(1) Three (3) members selected for appointment by the Mayor
from a list of at least seven candidates proposed by the
Coconut Grove Chamber of Commerce. (See list attached)

(2) Four (4) members recommended by the Coconut Grove Village
Council, to be confirmed by the City Commission. (See
list attached)
(3) One (1) member recommended by the Off -Street Parking
Authority, to be confirmed by the City Commission.
(4) One (1) member is to be appointed by the City Commission.
(5) The Director of the Department of Off -Street Parking
shall serve as an ex officio nonvoting member, and the
office of the Off -Street Parking Department shall provide
staff services as required.
LENGTH OF TERM.
Members shall be appointed for two (2) year terms, said term to
begin as of the effective date of Ordinance 11130, which was
effective as of April 25, 1994.
At the present time, we are trying to verify as to whether the
present membership on the Coconut Grove Parking Advisory
Committee complies with the residency requirement under Ordinance
11130.

Pursuant to City Ordinance 11130, the Coconut Grove ttar&ing Advisory
Ccomittee's prescmt membership terminated on April 95, 1994. This Caamittee'e
mwabership sunaetted, as did most other City Boards and Committees, based on
Commiasion action to improve the structure and operation of its Committeee.
While the terms tesmi.nated, present members have continued to serve until
their successor& are appointed. This item has been scheduled for consideration
at the June 9, 1994 City Commission meeting.
Contrary to earlier information, the structure and reporting relationship of
the Committee did not change. Of the nine members,'one is recommended by the
! Off -Street Parking Board. Ted Stahl, Coconut Grove businesopereon, has served
