A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE THE TERMS AND CONDITIONS OF A PARK PERMIT FOR THE USE OF DESIGNATED AREAS ON WATSON ISLAND FOR A THIRTY (30) DAY PERIOD BY NMMA BOAT SHOWS, INC. FOR PARKING, CONCESSION AND EXHIBIT SPACE IN CONNECTION WITH THE MIAMI INTERNATIONAL SAILBOAT SHOW TO BE HELD FEBRUARY 16-22, 1995; SAID TERMS AND CONDITIONS TO BE SUBJECT TO COMPLIANCE WITH ALL REQUIREMENTS THAT MAY BE IMPOSED BY THE CITY ATTORNEY, INCLUDING BUT NOT LIMITED TO THOSE PRESCRIBED BY APPLICABLE CITY CHARTER AND CODE PROVISIONS, AND FINAL APPROVAL BY AND CITY COMMISSION. WHEREAS, representatives of NMMA Boat Shows, Inc. have contacted staff of the Parks and Recreation Department concerning the possible use of portions of Watson Island in connection with the 1995 Miami International Sailboat Show; and WHEREAS, said event is scheduled for February 16-22, 1995, and said sponsor has requested use of designated areas up to a maximum of 22,850 square feet for a 30 day period, including set up and dismantle times, for exhibit and concession space and event parking; and WHEREAS, the Parks and Recreation Department recommends that special charges, terms and conditions be established for said use, and suggests that the sponsor be responsible for the costs as follows: a minimum of $0.25 per square foot use fee for CITY C010USSION jEFt ?,,G OF Renolution No. 94- 550.1 exhibit space, the applicable ticket surcharge on paid admissions 1 pursuant to City Code Section 53-1, customary concession fees for beer/wine, food and beverage vendors, all City services including I police and parks personnel, and liability insurance acceptable to 1 lthe City; and WHEREAS, said proposed use will further require environmental and other permits from local and/or state agencies, the issuance of which shall be made a condition of the City's permit; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to negotiate with NMMA Boat Shows, Inc., terms and conditions of a park permit for the use of designated areas on Watson Island for a thirty (30) day period for parking, concession and exhibit space in connection with the Miami International Sailboat Show to be held February 16-22, 1995, said terms and conditions to be subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions, and 1 final approval by the City Commission. RECO MINPATION: It is respectfully recommended that, the City Commission adopt the attached resolution authorizing the City Manager to negotiate the charges, terms and conditions of a park permit: for the use of designated areas on Watson Island. for a 30 day period by 1`NMMA Boat Stows, Inc. in connection with the 1995 Miami International Sailboat. show. The issuance of a permit would be subject to compliance with all applicable laws, regulations, and environmental permit requirements and to the City Attorney's and Commission's final approval. BACKGROUND The parks and Recreation Department has been contacted by representatives of NMMA Boat Shows, Inc. concerning the possible use of portions of Watson Island in connection with the 1995 Miami International Sailboat Show. This sponsor has safely and successEully used the south portion of the island for the last several years as a "park and ride" site for this multi -venue exhibition. Next year's event is scheduled for February 16 - 22, 1995 anti the sponsor has asked to use designated ,areas shown on the attached pian for a 30 day period, including set up and dismantle times, for exhibit and concession space and for event parking. The Parks and Recreation Department recommends that special charges, torms and conditions be established for said use, and suggests sponsor cover the costs as follows: a minimum of $0.25 per square foot: ume fee for exhibit space:, the applicable ticket surcharge on paid admissions as per City Code Section 53-1, a use fee of $19,000 for the "park and ride" area, appropriate concession fees for beer/wine, food and beverage vendors, all city services inciuding police and parks personnel, and liability insurance acceptable to the City. j At this time, we would ask that the Commission approve such use, in principle, and authorize she City Manager to proceed to negotiate more detailed terms and conditions with the assistance j of the City Attorney's office and subject to the issuance of required environmental permits. ��- 9 550,1
