A RESOLUTION AUTHORIZING THE CITY MANAGER TO
REALLOCATE FIFTY THOUSAND DOLLARS ($50,000)
OF 19TH YEAR COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) PROGRAM ALLOCATION FROM THE
PROJECT ENTITLED "PARKWEST ASSOCIATION, INC."
FOR THE BEAUTIFICATION OF NORTHWEST 1ST
AVENUE BETWEEN NORTHWEST 5TH STREET AND
NORTHWEST LOTH STREET IN DOWNTOWN MIAMI,
FLORIDA, AS RECOMMENDED BY THE DOWNTOWN
NEIGHBORHOOD ENHANCEMENT TEAM (NET) SERVICE
CENTER PURSUANT TO A SIMPLE DESIGN PLAN TO BE
PREPARED BY THE CITY OF MIAMI'S DEPARTMENT OF
PUBLIC WORKS.
WHEREAS, Northwest 1st Avenue is a City street that was
realigned several years ago to serve as,a main North/South access
route between the downtown core and the Southeast Overtown Park
West Redevelopment Project area; and
WHEREAS, Northwest 1st Avenue links the residents of the
redevelopment area including those living in Arena Towers and
Biscayne View Apartments to the central business district; and
WHEREAS, Northwest 1st Avenue is a primary street providing
access to the Miami Arena and to intersecting streets for entry
onto I-95; and
WHEREAS, the sum of $50,000 remains unexpended in Project
No. 705610, "Park West Association Inc.", from the 19th Year CDBG
Program allocation; and
WHEREAS, on May 16, 1994, the Downtown NET Service Center
recommended that the $50,000 unexpended from Project No. 705610
be reallocated to establish a project entitled "Northwest 1st
Avenue Beautification"; and

WHEREAS, the Downtown NET Service Center recommended that a

simple design plan be prepared by the Department of Public Works
for subsequent bid to a landscape contractor; and
WHEREAS, the Downtown NET Service Center indicated that it
has obtained verbal commitment from the Miami Arena to maintain
the portion of the avenue adjacent to the Arena and that the
property managers of Biscayne View Apartments and Arena Towers
will be contacted by the NET office and requested to assume
similar maintenance responsibilities; and
WHEREAS, the total project cost for five grassy sections of
the median along Northwest 1st Avenue between Northwest 5th
Street and Northwest loth Street has been estimated at $50,000;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
reallocate Fifty Thousand Dollars ($50,000) of 19th Year
Community Development Block Grant (CDBG) Program Allocation from
the project entitled "Parkwest Association, Inc." for the
beautification of Northwest 1st Avenue between Northwest 5th
Street and Northwest loth Street in Downtown Miami, Florida, as
recommended by the Downtown Neighborhood Enhancement Team (NET)
Service Center, pursuant to a simple design plan to be prepared
by the City of Miami's Department of Public Works.

Section 3. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION
It is respectfully recommended that the Miami City Commission
approve the attached resolution reallocating Fifty Thousand
Dollars ($50,000) of 19th Year Community Development Block Grant
(CDBG) Program funds from project entitled "Park West
Association, Inc." to the beautification of N.W. 1st Avenue,
between N.W. 5th Street and N.W. 10th Street in Downtown Miami as
recommended by the Downtown NET Service Center. 9,
BACKGROUND
The Department- of Community Development, at theQrequest of the
Downtown NET Service Center, recommends the adoption of the
attached resolution authorizing the City Manager to reallocate
$50,000 in an effort to improve and beautify the streets of
Miami. Northwest 1st Avenue was realigned years ago to serve as
a main North/South access route linking the residents of the
Southeast Overtown/Park West Redevelopment area, including those
living in the Arena Towers and Biscayne View Apartments, to the
downtown Core and central business district. Northwest 1st
Avenue is also a primary street providing access to the Miami
Arena and to intersecting streets for entry onto I-95.
Since $50,000 remain unexpended and available in project No.
705610 Park West Association, Inc, from the 19th Year CDBG
Program allocation The Downtown NET Service Center has
recommended that a simple design plan be prepared by the
