RESOLUTION NO.
A RESOLUTION, WITH ATTACHMENT(S), APPROVING
ADDENDA TO THE GUIDELINES OF THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND SINGLE FAMILY
REHABILITATION LOAN PROGRAM, ATTACHED HERETO
AND MADE A PART HEREOF, AND AUTHORIZING THE
IMPLEMENTATION OF THE POLICE OFFICER/PUBLIC
SERVICE AIDES REHABILITATION LOAN PILOT
PROJECT AND THE PUBLIC WORKS/RIGHT-OF-WAY
IMPROVEMENTS PILOT PROJECT, IN ACCORDANCE
WITH SAID GUIDELINES.
WHEREAS, in February, 1978, pursuant to Resolution
No. 78-141, the City Commission authorized the implementation of
the Community Development Block Grant Program assisted Single
Family Residential Loan Program; and
WHEREAS, the Ci.ty's Single Family Residential Rehabilitation
Loan Program is designed to encourage neighborhood redevelopment
and the conservation of the City's exisitng residential housing
stock; and
WHEREAS, the presence and visibility of Miami Police
Officers and Public Service Aides and their patrol vehicles in
City of Miami neighborhoods will reduce crime in individual
neighborhoods and the City overall; and
WHEREAS, in an effort to encourage City of Miami Police
Officers and Public Service Aides to reside within the City of
Miami corporate limits, the City Administration recommends the
establishment of the Police Officers/Public Service Aides
Rehabilitation Loan Pilot Project; and

WHEREAS, through the Project, the City of Miami Police
Officers and Public Service Aides would be eligible to receive a
home improvement rehabilitation loan up to $35,000 at three
percent (3%) for a 15 year term, provided that they occupy the
house as their principal residence; and
WHEREAS, the Program would only apply to single family homes
that are located within the City's Community Development Block
Grant ("CDBG") target areas of Allapattah, Coconut Grove,
Downtown, Edison/Little River, Little Havana, Model City,
Overtown and Wynwood; and
WHEREAS, it is also necessary to make certain revisions to
the City's Single Family Residential Rehabilitation Loan Program
in order to establish the Public Works/Right-of-Way Improvement
Pilot Project; and
WHEREAS, the Project would provide for a one-time CDBG grant
to cover the cost of right-of-way improvements required by the
City of Miami's Public Works Department, pursuant to
Section 54-45 of the Code of the City of Miami, as amended; and
WHEREAS, the one-time grant, not to exceed $4,000, would be
made available to low and moderate income households
participating in the City's owner -occupied Single Family
Residential Loan Program for costs of repair, replacement and/or
installation of such items as sidewalks, curbs, gutters, driveway
aprons, etc., as required by the City's Public Works Department
inspectors and would only be located on public property as
opposed to private property;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Addenda to the Guidelines of the Community
Development Block Grant Fund Single Family Rehabilitation Loan
Program, attached hereto and made a part hereof, are hereby
approved, and implementation of the Police Officer/Public Service
Aides Rehabilitation Loan Pilot Project and the Public
Works/Right-of-Way Improvements Pilot Project, in accordance with
said Guidelines, is hereby authorized.
Section 3. This Resolution shall become effective
immediately upon its adoption.

ADDENDUM TO THE
SINGLE FAMILY REHABILITATION PROGRAM G IDELINES
POLICE OFFICER/PUBLIC SERVICE AIDES
REHABILITATION LOAN PILOT PROJECT
In an effort to encourage City of Miami Police Officers and
Public Service Aides (PSA's) to reside within the City of Miami
corporate limits with the belief that their presence, including
the visibility of their patrol cars, will reduce crime including
the perception of crime within the City and in individual
neighborhoods, any City of Miami Police Officer and/or Public
Service Aide participating in the Program will be eligible to
receive a home improvement rehabilitation loan of up to $35,000
at 3% - regardless of their total household income - for a 15-
year term provided that they occupy the house as their principal
residence.
Only properties located within the CDBG Target Areas are
eligible. For such properties located in the CDBG Target Areas,
namely Allapattah, Coconut* Grove, Downtown, Edison/Little River,
Little Havana, Model City, Overtown and Wynwood - General
Property Improvements (GPI 's) may be included as part of the
rehabilitation work financed, assuming they render the project
economically feasible and do not exceed 40% of the rehabilitation
loan.
Since all property owners participating in this pilot project are
City of Miami employees, this project has also provided for a
'blanket' waiver from the City Commission of the Conflict of

PUBLIC WORKS/RIGHT-OF-WAY IMPROVEMENTS PILOT PROJECT
In an effort to comply with the existing City of Miami codes and
not place an undue burden on low and moderate income households,
any households participating in the owner -occupied rehabilitation
program shall be eligible to receive a one-time grant not to
exceed $4,000, to cover the cost of right-of-way (ROW)
improvements called for by the City of Miami's Public Works
Department as per Section 54-45 of the Code of the City of Miami.
These improvements shall provide for the repair, replacement
and/or installation of such items as sidewalks, curb, gutter,
driveway aprons, etc., as called for by the City's Public Works'
inspectors and must be located on public as opposed to private
property. Only those right-of-way improvements as required by
the Public Works Department as per Section 54-45 of the City Code
shall be included as part of the detailed work write-up and/or
the addendum to the detailed work write-up for each
rehabilitation case.
For all rehabilitation cases, whether they be grants, loans or
combination grants/loans, property owners' shall be eligible for
this one-time grant with no payback required, in addition to the
regular rehabilitation financing for which they qualify. The
grants provided to individual property owners shall be provided
from a separate source of Community Development Block Grant
(CDBG) funds.
All other provisions of the Single Family Rehabilitation Program
apply, as stated in the Program guidelines. 4 - 521

ENCLOSURES
It is respectfully recommended that the City Commission adopt the
attached resolution approving the revised program guidelines in
connection with the implementation of the City's CDBG-Assisted
Single Family Residential Rehabilitation Loan Program.
BACKGROUND:
The Departments of Development and Housing Conservation and
Community Development recommend ratification of the attached
resolution authorizing and approving the revised program
guidelines in connection with the implementation of the City's
Single Family Residential Rehabilitation Loan Program.
In February of 1978, through Resolution No. 78-141, the City
Commission approved implementation of the City's Community
Development Block Grant funded Single Family Residential
Rehabilitation Loan Program. Since the inception of the Program
in 1978, the City has provided below market loans and grants to
homeowners and owner -investors which has made it possible for the
rehabilitation of over 1,100 single family homes throughout the
City. To date, approximately $18.3 million in Community
Development Block Grant Program funding has been provided at
below market rates for much needed home repairs which, in turn,
has aided in stabilizing the City's predominately residential
neighborhoods, in addition to providing business and employment
opportunities for small contractors, many of whom are minority
contractors.

In an effort to encourage City of Miami Police Officers and
Public Service Aides (PSA's) to reside within the City of Miami
corporate limits, in addition to increasing their presence and
the visibility of their patrol cars in individual neighborhoods
in an attempt to reduce crime, the Departments of Development and
Housing Conservation recommend the establishment of the Police
Officers/Public Service Aides (PSA's) Rehabilitation Loan Pilot
Project.
Through this Police Officers/Public Service Aides Rehabilitation
Loan Pilot Project, any City of Miami Police Officer and/or
Public Service Aide would be eligible to receive a home
improvement rehabilitation loan up to $35,000 at 3% for a 15 year
term provided that they occupy the house as their principal
residence. Only single family homes located within the City's
eight CDBG target areas, namely Allapattah, Coconut Grove,
Downtown, Edison/Little River, Little Havana, Model City,
Overtown and Wynwood would be eligible for assistance.
Moreover, the attached resolution also establishes the Public
Works/Right-of-Way Improvements Pilot Project which would allow
for the City to provide a one-time grant not to exceed $4,000,
from the Community Development Block Grant Program to low and
moderate income households participating in the City's owner -
occupied Single Family Rehabilitation Loan Program. The one-time
CDBG grant would be provided to cover the cost of right-of-way
(ROW) improvements required by the City of Miami's Public Works
Department as per Section 54-45 of the Code of the City of Miami.
The improvement grant would allow for the repair, replacement
and/or installation of such items as sidewalks, curb, gutter,
