HomeMy WebLinkAboutR-94-0504J-94-653 7/14/94 A RESOI:iJ CN AUTHORIZING THE CITY MANAGER TO EXWM AN AMENI]1= TO ME MEMORANDUM OF AGREEMENT, IN A FORM ACL"'EPTARL,E TO THE CITY ATTORNEY, WITH THE DADE GMTrZ DEPARTMENT OF HUMAN RESOURCES, OFFICE OF COMMUNITY SERVICES, FOR THE USE OF $195,&33 OF FISCAL YEAR 1993 MUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM FUNDING, SAID FUNDING TO PROVIDE EMERGENCY SHELTER AND SHORT TERM HOUSING FOR ELIGIBLE PERSONS WITH HIV/AIDS, OR RM-ATED DISEASES. WHEREAS, in February 1993, the City of Miami responded to the U.S. Department of Housing and Urban Development (HUD) Notice of Funding Availability for Fiscal Year 1993 HOPWA program funding, on behalf of, and in conjunction with, Dade County, and the cities of Hialeah and Miami. Bah, and local area AIDS service pro-Tiders; and WHEREAS, in April 1993, the City received notice of funding approval from HUD under the HOPWA program, for $4,697,000; and WHEREAS, in May 1993, the City adopted Resolution No. 93-287, which authorized the City Manager to accept $4,697,000 in 1993 HOPWA funds, to execute the necessary contracts to implement the MPWA program, and to execute contracts with agencies to provide services under the HOPWA program, subject to said contracts being acceptable to the City Attorney, City Commission approval., and applicable City Code provisions; and WHEREAS, in June 1993, the City Commission adopted Ordinance No. 11075, which established a new Special Revenue fund entitled., "Housing Opportunities for Persons With Aids (HOPWA) Grant Program (FY 1993)", and appropriated CITY OUl►9IUSSION Bff-EES'JIZG OF 9Fi.;olur�pfJ 4/ $4,697,000 from the U.S. HUD for the implementation and administration of the 1993 HOPWA program; and WHEREAS, in September 1993, the City Commission approved Resolution No. 93-600 which funded rive sponsors to provide services under the 1993 HOPWA program; and WHEREAS, in December 1993, the City Commission adopted Resolution No. 93--769 which funded three sponsors for acquisition, rehabilitation, and operations of rental housing under the 1993 HOPWA program, and further authorized the City Manager to utilize any remaining 1993 HOPWA funding for construction contingencies or additional operating expenses subject to a recommendation for a specific use of said funds by the HOPWA Working Advisory Committee; and. WHEREAS, on December 30, 1993, the City of Miami and the Metropolitan Dade County Department of Human Resources, Office of Corm unity Services, executed. the Memorandum of Agreement whereby Dade County agreed to provide, inter alia, emergency and short term housing for eligible beneficiaries under the HOPWA Program; and WHEREAS, the 1994 HOPWA Working Advisory Group (Committee), held a public meeting on June 27, 1994, and voted to recommend that the remaining $195,833 of 1993 HOPWA funding be allocated to the Dade County Department of Human Resources, Office of Community Services, to be used for emergency and Short term housing; NOW, TH ZFORE, BE IT RESOLVED By Z,HE COMMISSION OF THE CITY OF MIAMI, FWRn)A : Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. -2- 94- M Section 2. The City Manager is hereby authorized`/ to execute an amendment to the Memorandum of Agreement, in a form acceptable to the City Attorney, with the Dade County Department of Huron Resources, Office of Community Services, for the use of $195,833 of Fiscal Year 1993 Housing Opportunities for Persons with AIDS (HOPWA) Program Funding, said funding to provide emergency and short term housing for eligible persons with HIV/AIDS, or related diseases. Section 3. This Resolution shall become effective ircmediately upon its adoption. PASSED AND ADOPTED this 14th_ day of July , 1994. P . FIRST STREET SUITE 2130 MIAMI, FL 33128.1985 (305) 375.2196 METRO own DADE June 1.7, 1994 Mr. Cesar Odio, City Manager City of Miami 3500 Pan American Drive Miami, Florida 33133 Dear Mr. Odio: The purpose of this letter is to request an appearance before the City of Miami Commission at their July 14, 1994 meeting to seek their approval to utilize $197,000 in existing City of Miami HOPWA brick and mortar contingency dollars for the provision of emergency/ short-term rent/niortgage payments to assist HIV/AIDS clients. The City of' Miami currently has a contract with Metro -Dade human RCSUuI'CeS Department to provide this service, however, the balance of available emergency rent/mortage dollars ($317,500) will only meet program needs thru September 1, 1994. The use of the $197,000 would provide direct assistance to 72 families/ monthly thru December, 1994. No additional administrative; funds are being requested.
